Canceled South-South meeting: Presidency reacts

The Presidency on Wednesday said that the absence of the Federal Government delegation at the planned meeting with governors and stakeholders of the South-South region was necessitated by an emergency security meeting summoned by the President and not out of disrespect.

Recall that the Federal Government delegation through the Office of Chief of Staff to the President had scheduled to meet with the governors and stakeholders of the South-South geopolitical zones on the ongoing dialogue with leaders of various geopolitical zones at the wake of the nationwide protests by youth tagged, #EndSARS Protests.

But the government delegation could not attend despite the fact that the leaders including the royal fathers all assembled in Port Harcourt, the Rivers State capital for the meeting.

Irked by the absence of the Federal Government delegation, the governors and stakeholders felt it was a slight on their zone for government not to attend a meeting it organized by itself and demanded an apology.

In reaction to the demand for apology, the Presidency through the Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu explained that the emergency security meeting summoned by President Muhammadu Buhari over the worsening security situation in some parts of the country was responsible for the absence of government delegation.

The statement read, “The Presidency wishes to explain that the absence of the federal government delegation at the planned meeting with governors and stakeholders of the South-South region was necessitated by an emergency security meeting summoned by the President, certainly not out of disrespect.

“The delegation to the meeting, under the Chief of Staff to the President, Professor Ibrahim Gambari, ministers and heads of security and intelligence agencies were in full readiness to proceed to Port Harcourt until they were directed to stay back for the emergency security meeting.

“This information and regret for the inconvenience caused were conveyed to the hosts of the meeting through what we believed were the right channels.

“As may have been gleaned from the statement read by the Minister of Police Affairs, Muhammad Maigari Dingyadi, the extraordinary National Security Council meeting, under the President, was called in view of the gravity of the security situation affecting all parts of the country, including the South-South in the aftermath of the ENDSARS protests, and the need to rise to protect our national security and territorial integrity.

“The President is strongly and resolutely committed to hearing from leaders, stakeholders and our youth on burning issues affecting all parts of the federation, and to this effect, a new date for the meeting with the South-South will be agreed after due consultations with the parties concerned.

Once again, the unavoidable postponement of the meeting is regretted.”

Amid mounting allegations of diversion of 13 per cent oil derivation funds levelled against oil- producing states , some governors have refused to give detailed accounts of how the money has been spent over the years , while others simply maintained sealed lips .
Interestingly, even those that responded provided terse statement that did not reflect tangible projects executed with the accrued funds , which is said to be in the region of N9 t since 1999 .


The Federal Government was forced to concede 13 per cent of the revenue accruing from oil to Niger Delta states following agitations that the zone , which produces oil, the mainstay of the Nigerian economy , was being denied development. The money is geared towards checking poverty, unemployment and violence , among others in the region . Other states that are benefitting from it are Ondo, Imo , Abia , Anambra and of late , Lagos .


In September , the Special Assistant (SSA ) to the President on National Assembly Matters, Ita Enang, sought an amendment to the Niger Delta Development Commission Act to ensure that the 13 per cent oil derivation fund is paid directly to host communities instead of state governors , as majority of the communities have been accusing the governors of diverting the money, thereby denying their people the basic necessities of life.
Enang, alongside Speaker , House of Representative , Femi Gbajabiamila , and Chairman , House of Representatives Committee on Niger Delta Affairs , Essien Ayi , who spoke at a webinar organised by OrderPaper Nigeria on “ Resolving the Host Community Question” , decried growing poverty in the Niger Delta , and called for an urgent overhaul of the Niger Delta Development Commission ( NDDC ), a review of the 13 per cent extra revenue being voted for oil producing states as well as a consideration of the ecological fund .

Two weeks ago , the Deputy Senate President , Ovie Omo - Agege , also lamented the alleged diversion of the derivation funds by oil- producing states .
He expressed regrets that the fund ’ s utilisation has become a political tool in the hands of benefitting state governors , stressing that the fund ’ s diversion has contributed to blatant underdevelopment of the region .
“ It is fair that the 13 per cent derivation is meant to ameliorate the conditions of the people who are most impacted by oil exploration and exploitation . That is the only reason this fund was set aside as a consequence of your agitation , which you led for so many years .
“ These funds are not meant for the state governments . The state governments are meant to be purveyors to host communities . Even in states that have development commissions, they only earmark 50 percent of the funds to the commission to manage on behalf of the host communities . So what happens to the other 50 per cent?”

As these allegations mount , some groups in the Niger Delta , including Centre for Environment , Human Rights and Development ( CEHRD) said the people do not need Omo - Agege ’ s comment to know that the derivation funds were not spent judiciously .
WHEN the Edo State government was contacted , the Special Adviser to the Governor on Media and Communication Strategy , Mr . Crusoe Osagie, promised to make the state ’ s position known shortly. One week after , he was again reached on phone, but failed to pick up , neither did he reply to text messages on the issue.

THE Rivers State government also kept mum on the issue when contacted as the State Commissioner for Information and Communications , Paulinus Nsirim , failed to respond to several calls, neither did he respond to text messages sent to him on the subject .
Also contacted on the issue, the state Commissioner for Energy and Natural Resources, Dr . Peter Medee, declined comment and directed The Guardian to speak with Nsirim , the Information Commissioner.
WHEN the Lagos State Commissioner for Energy and Mineral Resources, Olalere Odusote was contacted on the development, especially the latest allegation by Omo - Agege , he responded: “ I do not understand the question, I am a bit confused because the allegation is not specific , even at that , it is not enough to say Lagos has been mismanaging its derivation funds . ”
He continued: “ I am not aware of his statement and how to respond to it. If there is a specific allegation , I can look into it and answer . But for now , there is none , somebody has just made a general statement , which may , or may not be properly quoted . So , it is difficult to respond to , as nobody can say all the states have been doing that . There is nothing to defend because there is no specificity to the allegation . I cannot respond to something that is not clear . Let him back up his allegation with evidence. ”
THE Delta State governor, Dr . Ifeanyi Okowa , while reacting to the allegation said that governors of oil- producing states are doing well with the funds , despite persistent accusations by stakeholders in the region .
Speaking in Asaba , Okowa said agitation for the money to be paid directly to affected communities was untenable since it would be impossible for all oil- bearing communities to control their resources. He asked : “If they are agitating for 13 per cent to be paid to them directly what then happens to the remaining percentage ?

“ If every community wants to control the resources , then we are heading towards being a Banana Republic , but if any governor mismanages the money , he should be voted out . Again , if they want the 13 per cent, why not the entire percentage ?” He asked .
Okowa , who maintained that governors in the South South were doing well in managing the derivation fund added : “The kind of money we spend , especially on road construction in the Niger Delta is very huge compared to what other states spend, and we also spend lots of money securing oil facilities and keeping peace in the region .
“ We have our DESOPADEC managing the derivation funds here , and I am convinced that they are doing their best to make life better for the oil- producing communities .

“ We have been short- changed severally because we are not in control of how the funds are distributed . There is a lot of money being owed us on derivation , and we are working very hard to get the Federal Government to pay us because it will help so much in providing more for oil- producing communities . If every community rises up to control their resources , then there would be chaos and anarchy , ” he said .
IN Ondo State , the Commissioner for Information and Orientation, Mr . Donald Ojogo , failed to answer calls placed to his telephone line , while he also failed to reply to a WhatsApp message sent to him .
Several attempts to speak to the Chairman of Ondo State Oil Producing Area Development Commission ( OSOPADEC ), Mr . Gbenga Edema were also in vain .
FOLLOWING the loss of Bakassi Peninsula to Cameroon, Cross River State lost its oil producing status, and 76 oil wells to Akwa Ibom State . It is now branded a non -littoral state .
Even though it enjoyed the 13 per cent derivation in the past, the oil- producing communities did not get the 50 per cent share of the money .
Worried by its lean resources , loss of Bakassi, removal from states benefitting for the 13 per cent oil derivation funds and others, the state government has been calling for special incentives and interventions from the Federal Government.


The state governor, Senator Ben Ayade, has severally called for a special status to be accorded the state . According to him , “ this special status and special challenge requires special attention . As a government … in the kind of federal structure that we run , consideration beyond this comes into play . ”
When the Minister of Works and Housing , Babatunde Fashola, visited the state recently , Ayade said : “ Indeed the NDDC took us away from the 13 per cent derivation , and under NDDC , the quantum of work done , or budget allocated to your state is a factor of the amount of oil produced and now that we have been manually taken away from oil- producing states , we therefore also suffer the incidental damage associated with the loss of the oil wells .
“ So the NDDC funding to Cross River State is the lowest among the NDDC states . Thirteen percent derivation is gone , oil wells gone , Bakassi gone . It has also been impossible for all our militants who also surrendered under the instruction of the Federal Government to be taken into amnesty . While every other state is under the amnesty programme, Cross River State is not . I say this in melancholy just to give you a background of the circumstance of our state . ”


In bayelsa state rather than react to the diversion claim outright, the Bayelsa State government wax differently, saying people who ordinarily should know better just criticise without knowing what the states were going through simply because they are on the other side of the divide .
The State Commissioner of Information , Orientation and Strategy , Mr . Ayibaina Duba, who said all the eight local council areas were oil- bearing said : “ The governor had earlier responded to these people who just wake up and begin to criticise people just because they are on the other side of the divide .



“ Let me ask you , in Bayelsa State , when we remove the 13 % oil derivation from the federal allocation , what is left of their allocation ? People don ’ t sit down and critically analyse some of these things even after they have spoilt our environment .
“ Because we are running a skewed federal system of government (which we sometimes do not understand whether it is a military system or not ), people just wake up and talk because they are in the opposition . All these are happening even when they have not attended to all that they have to at the federal level .


“ In Bayelsa State , we don ’ t have the kind of problems that they are talking about , but generally speaking, people are being unfair to the Niger Delta , particularly the oil- producing states . Some of the issues that we are battling with have been here for sometime , but we are doing all we can for the benefit of our people. Or is the 13 % derivation meant for the Federal Government? Let the Federal Government, the Deputy President of the Senate tell us what the money is meant for ? Let them tell the South South and the Niger Delta governors what the 13 % is meant for ?”


IN Imo State , the Special Assistant to the Managing Director of the Imo State Oil Producing Areas Development Commission ( ISOPADEC ), Damian Oparah , said since Governor Hope Uzodimma , took over from Emeka Ihedioha , on January 15 this year, he has not tampered with , or diverted what has accrued to the state . All what comes in is being used for development of the oil- bearing communities , including taking care of the ecological problems in the state , especially in the affected communities .
Oparah added: “ Under this government , the money is meant for the development of the affected communities . Anywhere there is disaster , the government intervenes. ISOPADEC is working in conjunction with NEMA and the governor is giving in full , any amount that is due to the ISOPADEC , ” Oparah , said .


THE Akwa Ibom State government , in reacting to Omo - Agege ’ s diversion claim said it would be beneficial if the lawmaker channels such energies to making laws that would make Nigeria to practice true federation, as against dissipating it on unsubstantiated allegations .
The State Commissioner for Information , Comrade Ini Ememobong, told The Guardian in Uyo, that , “the allegation is diversionary in the first instance . Omo-Agege should , as the deputy senate president , alongside his 108 colleagues make laws that will make Nigeria a true federation. He should ensure that the sanctity of the Senate and lawmaking is respected , so that he would be taken seriously. He must stop being diversionary . He must be able to prove his allegations beyond reasonable doubt , which is the position of law . In other words , he cannot be alleging what he cannot prove .

“ In Akwa Ibom State , evidence of judicious use of the 13 per cent derivation funds ( from the days of Obong Victor Attah , as governor till date ) obvious; they are manifest. This shows that there is equitable distribution of resources and projects across the state . ”

THE Director of Programmes of CEHRD , and the Zonal Director, CLO , South South Zone , Styvn Obodoekwe , who said that South South people do not need Omo -Agege ’ s comment to know that the 13 per cent fund is not being spent judiciously added : “ If the fund is being well spent , the region would have been lifted out of poverty. The oil- bearing communities still epitomise poverty, despite the trillions that have accrued to the region from derivation .
“ Hunger , joblessness , hardship are getting out of hand. These are all evidence of the wastage of the funds meant for development…”
On their part , the Reformed Niger Delta Avengers ( RNDA) , a militant group operating in the Niger Delta described as “ provocative , insulting and deceitful , ” Okowa ’ s position on the issue.
The RNDA said Okowa ’ s defence does not reflect the situation on ground , but an attempt by the Niger Delta governors to continue the alleged diversion of funds meant to develop oil- producing communities .
The RNDA, in a statement signed by its leader , Johnmark Ezonebi, and made available to newsmen in Asaba , yesterday , lampooned Okowa and his colleagues for allegedly frittering the peoples ’ commonwealth.
“ Okowa ’ s position is also an insult to agitating militant groups in the creeks, the oil- producing communities and traditional rulers from the region . These Niger Delta governors like Governor Okowa cannot continue to enslave and mortgage the future of our youths and that of our unborn children in the creeks. ”
“ In our years of agitation , we have observed the damages and the devastating effects caused by these greedy self -centered state governors from the region . The oil and gas producing communities are saying enough is enough …”

The Commander of 81 Military Intelligence Brigade, Victoria Island, Lagos, Brig. Gen. Ahmed Taiwo today told the Lagos State Judicial Panel of Inquiry probing the alleged shooting of #EndSARS protesters at the Lekki tollgate that most of the business looted in Lagos were owned by Igbo.


Giving details of efforts by the army quell the protest and lootings that erupted in Lagos, Gen Ahmed said that from his assessment the incident across parts of the city, most businesses that were looted belonged to Igbo business men and women.
“By my assessment, most businesses looted during the protest were owned by Igbos.”
Gen Ahmed also stated the army would have been able to recover most looted items especially at the lekki axis, had the Lagos state government not lifted the curfew imposed on the state.


Insisting that the lootings were a well coordinated plan, Gen Ahmed noted that on two occasion when the state government lifted the curfew, army authorities were not carried along.
” On two occasions when the curfew was lifted in Lagos, the army authority was not inform. If the curfew had remain in place, we would have been able to recover the looted items from Shoprite Lekki, Sango-Tedo and its environs,” he said.


General Ahmed also disclosed that the army evacuated over N2billion from some banks that were damaged in Lekki area.

Obi of Otolo and Igwe of Nnewi in Anambra State, Igwe Kenneth Orizu, speaks to TONY OKAFOR about the abolition of the Osu caste system in his kingdom, among other issues

You have been on the throne since 1963; did you ever imagine that you could serve for this long?

No, I didn’t. It’s the grace of God that brought me this far. I didn’t expect this long reign. I thank God for his grace.

Being on the throne for so long, do you sometimes get bored or feel your lifestyle has become monotonous?

I have not felt bored since I ascended the throne. Initially, it was hectic but with time I set up committees that have assisted me to do the work of the kingdom seamlessly.

You are from a privileged background as your uncle, Nwafor Orizu, was a senate president and your grandfather was said to be the first man to drive a car in the old Eastern Region. What are the fond memories you have of your childhood?

Orizu 1 started his reign around 1905. No one dared to see him with your naked eye. He moved mostly at night if he was travelling to far places, for instance, when going to court in Onitsha because that was the only place the court was then. They were four monarchs that attended Onitsha court in those days – he, Obi of Onitsha, Amobi in Ogidi, and Idigo in Aguleri. There were very few monarchs then.

There were no vehicles then so he went to Onitsha by a shoulder carriage (palanquin) carried by 16 able-bodied men. Four men would start and when they got tired, another four would take over and they would continue to take turns until they got to Onitsha after some days. Once they got to Onitsha, they would carry him to a guest house and he would rest to attend court the next day by 9am. After the court proceedings, he would return to his guest house again and rest till 8pm when he would begin the journey back to Nnewi. Nnewi monarchs never travelled during the day in those days to avoid being seen by ordinary people. It was taboo to see Igwe Nnewi with the naked eye in those days; seeing him with the naked eye attracted sanctions. He went on night journeys with his retinue of bodyguards who rang the bell to warn people to steer clear because Igwe Nnewi was on the road.

Nobody would dare come out otherwise they would be conscripted and sold as slaves or made to become one of the wives of the monarch if she was beautiful.


At a point, going to court in Onitsha became tiresome such that his subjects bought a motorcycle for him. However, he didn’t use it for a long time because of the inherent danger it exposed the Igwe to. So, they considered buying a car for him. That was how money was raised and given to some persons that went to Lagos and bought a Ford car for him.

When the news of the new car spread, the white Resident Officer in Onitsha visited Orizu in Nnewi. The white man observed that the car had no number plate and licence to enable the monarch to drive it without being disturbed on the way. He promised to help Orizu get his vehicle registered by establishing a licencing office in Onitsha. That was how a licensing office was established in Onitsha and my grandfather was issued a number plate that read: Onitsha 1.

As a young man, you worked with a group of newspapers, what did you enjoy most about the experience?

Yes, I worked with the Outlook Newspaper in Enugu. But in the course of my job, I was posted to various places such as Port Harcourt, Onitsha, Asaba, Sapele to establish Outlook offices. I did that diligently and sales and readership improved for the outfit in most areas where the newspaper was previously not known. I enjoyed the sense of dedication and punctuality I passed on to workers. I made them come to the office by 5.30am instead of 8am to distribute papers to vendors.

You were said to be instrumental to the clearing of Agbedo forest in your domain, what significance or problems did this forest have?

Edo Nnewi was one of the deities in Nnewi which the people worshipped as a god. It was a female deity. Deities ruled Nnewi then while Obi was their link with the people. They relied on the deities to determine what would happen. It was when the late Chukwuemeka Odumegwu-Ojukwu was Governor of Eastern Region that he suggested that the Agbedo forest should be cleared. He wrote a letter to me to see how Nnewi town could start. I agreed with him but told him that since the Agbedo was jointly owned by the community, the other Obis of Nnewi should be consulted, including the priests of the various shrines.

Before then, you dared not enter the forest, otherwise you would die. When the decision to clear the forest was taken and the date was fixed, everyone was afraid to enter the forest because they were afraid that if they tried it, they would die. I was at home on that day because I had another engagement to attend to. Some four men were delegated to meet with me because everyone was afraid to be the first to start clearing the forest. They said the entire town had assembled for the clearing of the forest and were waiting for my endorsement. I gave them approval to go ahead with it but they still waited for me. When I got there, I had to start the clearing first after praying, before they now took over. There were so many dangerous animals there, including lions, reptiles, and leopards, but all of them ran away and only tortoises which could not run were left. Eventually, everything went well.

You were said to be one of the first traditional rulers in Igboland to abolish the Osu caste system, what challenges did you face that opposed the move at the time?

Nobody opposed the move. If there was any opposition, they didn’t come out to state it publicly. Till date, I’m still being commended for abolishing the caste system. I abolished the caste system because it didn’t have any value, in my opinion. In the old days, our people castigated them – those regarded as Osu. The story dates back to the old days when people found guilty of abominations were cast away to avoid the anger of deities. If any of such persons slept on the same mat with you, you became an Osu automatically. You would not sit on the same seat with them, otherwise you became an Osu. That was how they were treated and abhorred.

But with the advent of civilization, the practice became laughable, especially after the Agbedo was cleared which now became one of the largest markets in Anambra. Part of the forest was also meant for the Osu people. After the Nigerian Civil War in 1967, there was a dance Osu girls came out with. It was so attractive that after the dance, many of them were impregnated by the so-called non-Osu people because they were so beautiful. Not only that, these same beautiful women were branded Osu in the day, but at night, many people would go for them. I thought that was outright deception. I told my people that the deceit must stop. By the way, who did God create and call Osu? It was man-made. So, it was largely because of those beautiful women and the obnoxious conditions they were subjected to that made me abolish the caste system in Nnewi to enable them to freely marry. And shortly after the abolition, many of them started getting married. We don’t have any problem with that again in Nnewi. We are one.


You discouraged wasteful spending at funerals and traditional marriage ceremonies, why?

I looked at the way we conducted funerals here; it was associated with wasteful spending and was affecting the people, so I thought something must be done about it. I made consultations and we decided to cut everything down to the barest minimum. Today, you can hardly see any funerals in Nnewi with wasteful spending. If anyone violates the rules, there are attendant sanctions for that. We collectively achieved the feat, so nobody is complaining about it.

Ofala Nnewi is a cultural festival organised annually to celebrate your coronation and it must be done without fail, what does it entail?

Ofala Nnewi was a white man’s concept. He probably borrowed it from the Onitsha area. Like I said earlier, the naked eye was not allowed to see the Igwe Nnewi in the beginning. If you were a man and you dared try to see him, you would be sold as a slave and if you were a beautiful woman, you would be automatically given to the Igwe as his wife.

So, the whites didn’t like that Igwe was not seen by his subjects. He suggested to Igwe Nnewi to have a day in the year when he would make a public appearance to interface and interact with his people. That was the origin of the Ofala festival here in Nnewi. It was an opportunity for the monarch to meet with his people and interact with them and for them to pay homage to him.

If it is not celebrated in a year, what implications will that have on the kingdom?

If there are exigencies, Ofala can be postponed. There is no implication whatsoever on the kingdom by so doing. I had once cancelled Ofala celebration here, nothing happened. But that was the only year it was not celebrated since my reign in 1963.

The Igwe of Nnewi is born and not made or elected, unlike many traditional stools in the country; can you share some of the other peculiar things about the throne?

Out of the four quarters in Nnewi, Otolo is the head and it’s the one that produces the monarch, traditionally and customarily. Our forebears put it that way and it has been kept that way and it will remain so. The ascendancy to the throne of Nnewi monarchy is by birth and not by election. Whoever is the first son of the monarch succeeds him upon his death, unless he does something grievous against the people and custom of the land. This practice is known to everybody in Nnewi. It’s enshrined in the Nnewi Constitution.

There are four Obis in the four clans that make up Nnewi and you’re the most senior of them. How would you describe your relationship with the others?

My relationship with the three Obis is cordial. We work together and we relate well in the overall interest of the community.

Apart from Ofala, what other festivals are significant to the history of Nnewi and its people?

We have festivals like Igba Ota, Igbu Ichi, Ikwu aru, and Igbu Ichebili. Most of these festivals, however have been stopped because of modernisation.

What are the things considered as taboo for the people of Nnewi and others who live in or visit Nnewi?

We don’t eat ‘Eke’ (python) and women don’t climb palm trees in Nnewi. Also, women don’t pluck kola nuts. We don’t eat ‘Ewi’ (local rabbits) because of the historical relationship we have with it.

Are there things considered as taboo for you as the traditional ruler of Nnewi too – things that culture does not allow you to do?

The Nnewi king does no wrong.

What have been the biggest challenges you have faced on the throne?

There are several of them. I was not born the same way others were born. I was a child of circumstance. There were no childbirths in this kingdom before my mother was married because of a certain woman that was allegedly maltreated and who later died; people were marrying but did not have children. It was when the woman was appeased that my mother got married and gave birth to me. But she died mysteriously shortly after. It was suspected that she might have been poisoned out of jealousy by her other wives who were married before her but had no children. That’s how my life began. That history guided my growing up and made me humble. I had two ghastly motor accidents which nearly took my life. The first time; I was in a Mercedes Benz car bought for me by my people. We were coming back from Lagos when the car somersaulted twice and at the third time, turned upside down. But I came out unhurt. The second time; I was on my way back from Abuja when a large vehicle knocked ours off the road and into a ditch.

What do you miss most about your old life; that is, before you became a traditional ruler?

Early, I started staying away from women. In fact, their lives pissed me off. I only had a girlfriend when I lived in Calabar (in Cross River State). I sat the Standard Six Certificate examination there. Calabar had a stadium where festivals were held and it also served as a cinema. She liked us to attend such festivals together. She would book for our tickets. When I came back to Nnewi, during my students’ union days, I ran into another one who requested money from me to buy a photo album. I told her I didn’t have money and the relationship ended there.

So, in the real sense of it, I didn’t have a girlfriend the way people have girlfriends these days. I lived in Kano and had no girlfriend. All I did as a youth was to take care of myself, cook for myself and read. I had no business with women. Unfortunately, this generation is funny. Today’s men are milked dry by women. When you give them money, your energy and time, you are wasting and killing yourself gradually.

Nigeria recently celebrated its 60th independence anniversary, what biggest changes have you noticed over the years – positive and negative?

I’ve yet to see anything worth celebrating in Nigeria. It’s unfortunate that Nigeria can’t produce pins and razors as small as they are. If they produce them, I’ve yet to see them. We rely so much on imported goods, yet we keep boasting that we are the giant of Africa. I have yet to see any positive changes in this country. Nigeria has not met my expectations.

WIKE SAYS FEDERAL GOVERNMENT DECISION TO DEDUCT STATE FUNDS FOR JUDICIARY IS ILLEGAL
Rivers State Governor, Nyesom Ezenwo Wike, says Federal Government decision to dissipate State funds on behalf of State judiciaries, under the purported Executive Order 10, is illegal and ill-advised.
He said if the decision is implemented more problems will be created and this will hamper the independence of the judiciary.
Governor Wike stated this during a special court session organised to mark the opening of 2020/2021 legal year of the Rivers state judiciary in Port Harcourt on Friday.
He argued that the action of the Federal Government constitute yet, another clear breach of the constitutional powers of the Governors to manage State resources in a federal system. According to him, the Federal Government cannot legitimately claim to be more interested in the progress of State judiciaries than the Governors of the respective States; particularly, Rivers State.
The governor stated that independence of the judiciary is not only about finances, but the ability of judicial officers to write judgments without the fear of being harassed by officers of the Department of State Services (DSS) or the Economic and Financial Crime Commission (EFCC).
Governor Wike, said while the issue of inadequate funding for the judiciary has been a recurrent challenge preventing the judiciary across the nation from enjoying practical autonomy and efficiency, the situation in Rivers State under his administration has been different.
The Governor, however, took a swipe at the chairman of Nigerian Bar Association Port Harcourt branch, Prince Nyekwere, for alleging that some persons were extrajudicially killed by the military, in the aftermath of Indigenous Peoples of Biafra (IPOB) killing of six soldiers, four policemen, and destruction of all police stations and Court buildings in Oyigbo.
He wondered why the NBA, that is yet to make a formal submission to the Judicial Commission of Inquiry set up by the State to probe the atrocities of the Special Anti-Robbery Squad (SARS), will without evidence allege extrajudicial killings in Oyigbo.
The Governor lauded the Chief Judge, Hon. Justice Adama Iyaye Lamikanra for her illustrious service and commitment to the progress of the judiciary in the State.
He stated that people had opposed her elevation as the Chief Judge based on her status as a non-indigene. But, noted that fortunately, she has vindicated the government’s decision to support her appointment.
“As the Chief Judge, you have been honest, effective and transformational. Under your leadership the judiciary developed effective cooperation with the executive and the legislative branches of government to secure, strengthen and advance the administration of justice.”
In her remarks, the Chief Judge, Justice Adama Iyaye Lamikanra, lauded Governor Wike, for providing the State judiciary the needed funds to ensure people have unhindered access to justice.
She condemned the destruction of all court buildings in Oyigbo by members of the outlawed IPOB, describing it as a set back for dispensation of justice.
The Attorney General and Commissioner for Justice, Professor Zacchaeus Adangor, said his ministry as an institutional stakeholder in the justice sector, will continue to cooperate and collaborate with the State judiciary and other stakeholders in driving the necessary reform and improving the administration of justice.
Earlier, there was a rededication church service that held at St. Paul's Anglican Cathedral Church, Port Harcourt where the Rivers State Governor, Nyesom Ezenwo Wike took the first lesson, while the second lesson was taken by Chief Judge of the State, Justice Adama Iyaye -Lamikanra.
In his sermon, the Archbishop of Port Harcourt Methodist Church of Nigeria, Most Reverend Sunday Agwu admonished on the need for the judiciary to continue to uphold the truth, fairness and justice without compromise.
He noted that most judicial officers devote more time pursuing financial gratifications in order to deliver justice to favour the highest bidders to the detriment of the poor.
Archbishop Agwu reminded them to do self evaluation on this occasion of rededication service so that they can resolve to confidently check the excesses of the other arms of government and contribute their quota to building a virile society.
The Rivers State Governor, Nyesom Ezenwo Wike was accompanied by his wife, Justice Suzzette Nyesom-Wike, Governor Aminu Waziri Tambuwal of Sokoto State, Senator Sam Anyanwu and several other dignitaries.

Singer-songwriter and music executive, Davido, real name David Adeleke has opened up on how his relationship with his fiancée, Chioma Avril Rowland affected her and her family.

Davido revealed there has been pressure to tie the knot ever since since he unveiled Chioma as his girlfriend in the video of his hit song, ‘Assurance’. Although the couple got engaged in 2019.

Since then, the DMW boss disclosed that Chioma has received hate messages from people on social media.


He made this known during an interview on Ndani TV.

According to him, his bringing his relationship with Chioma to the limelight affected her life and their relationship.

Davido said: “After the Assurance video, Chioma received hate messages from people. Her parents even got hateful messages.

“It affected our relationship too. Chioma went from being a private person. It affected our relationship a lot then I realized people don’t like something good.

“We started having issues at some point and we decided not to tell anyone anything about us, that’s was when I decided to go offline for a while“Before Assurance video, our relationship was so good. The dynamics between us changed after our relationship became Public. It was like everybody’s relationship and business.

“I felt pressured at some point to officially do the wedding but now I don’t. At the end of the day it’s between both of us and our families.”

When asked if they would still get married, Davido affirmed that but said it’s not the right time.


He said; “We would get married but not now. We are trying to make the foundation solid and I’m so happy now that Chioma is focused on making money.

“We are not riding on the wave that people want this for us.”

Rivers State Governor, Nyesom Ezenwo Wike, has advised those agitating for secession to rather strive for restructuring of the country in order to foster much desired unity.
Governor Wike stated this when the Primate of the All Nigeria Anglican Communion, Most Rev. Henry Chukwuka Ndukuba led a delegation of the Church on a courtesy visit at the Government House, Port Harcourt.
The Governor explained that the people of Rivers State have for decades lived peacefully with Nigerians from other part of the country. But, regretted that criminals under the aegis of the outlawed, Indigenous Peoples of Biafra (IPOB), have misconstrued the peaceful disposition of the State to carry out treasonous activities like foisting their flags and remaining Rivers communities.
He stated that Rivers State was peaceful during the EndSARS protest, until IPOB members unleashed unprovoked attacks that killed six soldiers, four policemen, and destruction of all police stations and Court buildings in Oyigbo.
The Governor reiterated that the allegation that he ordered soldiers to attack Igbo people living in Oyigbo, was untrue and politically motivated. According to him, if he had not imposed curfew based on security advise, there would have been bloody confrontation between Hausa and Igbo communities.
He urged those with divisive tendency to join those clamouring for a restructuring of the country in order to usher a new birth and united Nigeria.
“We need the unity of this country. What everybody is talking about is the restructuring of this country. If we are practising federalism, let it be federalism. We can’t be talking about federalism, but we are practising unitary system of government.”
The Governor implored the Church to continue to pray for Nigeria because the country was apparently sitting on a keg of gun powder.
“This is the time for the church not to be docile, this is the time for the church to speak out. When society is bad, it affects the church. When governance is bad, it affects the church. No matter how we look at it. Nobody can run away from it, things are not working well in the country. The way the country is supposed to be is not where we are. Even when you are in the pulpit, it is an opportunity to speak to your members that things are not well”, he said.
Governor Wike said as a Christian, he has no apology for handing over the State to God. He used the occasion to announce a donation of N500 million on behalf of the Rivers State government to support the Anglican Church education development and mission fund.
The Governor further urged Most Rev. Ndukuba to advise the church to obey the COVID-19 protocols. According to him, security report at his disposal indicates, churches do not adhere to COVID-19 protocol.
Meanwhile, the Primate of the All Nigeria Anglican Communion, Most Rev. Henry Chukwuka Ndukuba, said in a time of uncertainty in the country, the church was very proud of the steps and stance Governor Wike has taken on critical issues.
"We come not only to encourage you as the Lord encouraged Joshua, we believe as the Lord was with Joshua, He will be with you; He will strengthen you, and under your leadership, this state will know greatest, development and peace. The Lord God Almighty who called you and gave you this opportunity, will not leave you nor forsake you. Only be strong and courageous. We are proud of you."
He stated that in a time like this, when people were surrounded by uncertainty, it was good to see the Governor standing out boldly, leading with firmness and leading with courage.
"We are very proud of the steps you have taken, the stands you have taken and the way you have demonstrated your love for God and for the people, because governance is a scared trust. And indeed we have seen you demonstrate that very well", he said.

21 yrs old Bricklayer kills his apprentice for money ritual, a day to his 14th birthday

A 21-year-old bricklayer, Biodun Owolabi, has been arrested alongside his accomplices Festus Simon, 20, and an Alfa for killing a 13 yr old secondary school boy, Quadri Olalekan, for money ritual in Ibadan, Oyo State.

The incident happened on Saturday, October 31, 2020, after they tricked the deceased with a bricklaying work at Iyana Church, Iwo Road, Ibadan. They had been working together as a result of the closure of schools due to COVID-19 lockdown
However, when the mother could not find him after several hours, she raised the alarm and a search began. Owolabi who initially denied, later confessed to killing the missing child.
He then took members of the community to the place where Olalekan was buried after life was snuffed out of him. The victim’s arms, eyes and penis were missing when the corpse was exhumed.

The deceased’s 14th birthday was on Sunday and his mother had bought clothes for him to celebrate it. But he was killed a day before his birthday.

Electronic Voting May Be Introduced For Anambra Election Next Year, Says INEC Chairman

The Independent National Electoral Commission (INEC) says electronic voting might be introduced in the Anambra State election come 2021.

This was disclosed by Chairman of the Electoral body, Professor Mahmood Yakubu after a budget defence session with the House of Reps Committee on INEC.

After a closed door session with the legislators, Professor Yakubu said the electoral umpire is looking at better ways to conduct free and fair elections in the country.

At an earlier meeting with the Senate Committee on INEC, Professor Yakubu announced that the Continuous Voter Registration (CVR) exercise will commence in the first quarter of 2021 ahead of the 2023 general election.

He also stated that the sum of N1billion has been earmarked by INEC for the exercise.

Professor Yakubu during the session said he is in support of diaspora voting and called on the National Assembly to amend the Electoral Act to accommodate diaspora and early voting.

The INEC boss also urged the Senate approve the spending of N5.2 billion from the special INEC fund to make up for the shortfall in the 2020 budget which was reduced due to the COVID-19 pandemic.

The President, who stressed that ‘‘Nigeria’s strength lies in her diversity’’, honoured the memory of the nation’s fallen heroes and veterans of the First and Second World Wars, the Nigerian Civil War and Peace Support Operations around the world.

He also paid tribute to men and women currently engaged in internal security operations, particularly the ongoing fight against insurgency, terrorism and armed banditry in some parts of the country.


”We honour the memory of our gallant officers and men who have paid the supreme sacrifice in order to keep the country united as one entity.

“The nation remains grateful for the efforts and sacrifice of the Armed Forces especially in the fight against insurgency and other internal security challenges confronting Nigeria.

“The Armed Forces Remembrance Day or Veterans Day as it is known in some parts of the world is an important event observed in commemoration of the end of the Second World War.

“In Commonwealth member countries, the Remembrance Day is observed on 11th November yearly. However, for us the date was changed to 15th January annually to accommodate the commemoration of the end of the Nigerian Civil War,’’ he said.


On security operations in the North West and North Central zones in the country, President Buhari expressed delight at the return of normalcy in some of the areas that previously witnessed security challenges.

”Our dear nation has witnessed numerous security challenges since independence.

”These security threats have undermined Nigeria in the areas of trade, investment and economy, education, health as well as agriculture and frequently denied Nigerians the freedom of movement.

”I am however pleased to state that a lot has been achieved in the Internal Security operations in the North West and North Central zones where in addition to Operations LAFIYA DOLE, HADARIN DAJI, HARBIN KUNAMA, WHIRL STROKE, other operations such as ACCORD, SAHEL SANITY and KATSINA were successfully launched.


”This has led to the return of normalcy in some of the affected areas. However, all hands must be on deck to check attacks on soft targets,” he said.

Security was beefed up in Anambra and Abia states on Monday following a plan by the Indigenous People of Biafra (IPOB) to stage a protest in the Southeast and Southsouth.

IPOB had on Sunday urged members to join the peaceful protest, during which cities would be cleaned up.

But the group, through its Media and Publicity Secretary, Emma Powerful, said its Anambra Command had already cleaned up the mess caused by the miscreants that held the state hostage for the past one week.

“Residents of Nnewi and Onitsha are asked to go about their businesses while waiting for further directives from the supreme leader.

“We are also disassociating ourselves from the faceless viral video threatening to attack prisons in Anambra State.

“It is cowardly. We do not hide our faces while making our statement. We are fearless. We are not in support of such cowardly statement,” IPOB said.




The protest or clean-up also did not hold in Aba and Umuahia, Abia State, as earlier announced.

When our reporter visited parts of Umuahia, people were seen going about their business.

There was no sign that the clean-up exercise and the peaceful protest took place anywhere in the city.

Stern-looking security personnel were seen at strategic places as the state government had earlier assured it was going to protect lives and property.

In Anambra, security patrol teams made up of the Joint Task Force (JTF) were seen moving around major the towns of Awka, Onitsha and Nnewi as directed by Governor Willie Obiano.

They were also seen at strategic locations, especially government establishments, wielding sophisticated weapons.

IPOB has threatened to disgrace corrupt politicians whenever they are found outside the country.

Its leader Mazi Nnamdi Kanu, in a live broadcast, said there would be no hiding place for looters anywhere in the world.

He said: “Any day any corrupt Nigerian political office holder is sighted in any foreign country, such a person will be publicly disgraced and humiliated.

“From today, October 25, 2020, if we get you abroad, we will disgrace you. Stay at home until you meet the 23 demands of the youths,” he said.

Kanu blamed the infrastructural decay and endemic corruption in Nigeria on the avarice of the politicians.

He said politicians let schools collapse while funding their children’s education abroad with stolen funds.

“The children of such politicians schooling abroad will be chased back home by the diasporan Nigerians to enrol in schools which their parents failed to renovate and fund at home,” he added.

The IPOB leader said he was aggrieved by the shooting of youths who were protesting against police brutality at the Lekki tollgate in Lagos.

Wanted Rivers IPOB Leader Cries Out, 21 Members Arrested, Begs Wike

The suspected leader of the Indigenous People of Biafra, Stanley Mgbere, who was declared wanted by the Rivers State Government for allegedly perpetrating violence in Onne, Eleme Local Government Area, has denied being a member of the proscribed group.

Governor Nyesom Wike had placed a N50m bounty on Mgbere’s head for anyone who could give any information that would lead to his arrest, saying he led IPOB members to cause violence in Onne.

But speaking from his hideout in a video posted on Facebook, Mgbere said the information given to the governor about him, which necessitated Wike’s action against him, was false.

He said though he was part of the #EndSARS protest in Onne, it was a peaceful one like what happened in other parts of the country, noting that he was a free-born from Onne.

He stated, “What happened in Onne was a peaceful protest and it was not done by only the community; it was done by Nigerians. But at the end, they said I am a member of IPOB. I am not a member of IPOB. I am a full indigene of Onne clan, which everybody knows.

“I am not aware of what they are saying and I am not aware of what they are telling the governor. Please, at this very moment, I am begging the governor not to listen to anything they are telling him because they are all lies.

“I beg on the masses and beg everybody to share this video because my hands are clean. I know what I am facing right now, but I will never give up. Thank you very much and God bless you all.”


Meanwhile, the police in Rivers State have said they arrested 21 suspected members of the proscribed Indigenous People of Biafra for allegedly attacking four police stations, during which three policemen were killed.

The Commissioner of Police, Joseph Mukan, during a press briefing at the command headquarters in Port Harcourt on Monday, said the police, in collaboration with sister security agencies, had restored order in the worst hit Oyigbo Local Government Area and other places.

Mukan said, “It is with a heavy heart that I address you this afternoon on the recent attacks in the state, leading to the loss of lives and destruction of properties

They equally extended their attack to the Afam Police Station and burnt it down. In all, they burned down three police stations and vandalised one. Several vehicles were burnt and three policemen were hacked to death.

“On Saturday, October 24, I led other service commanders of sister security agencies for an on-the-spot assessment to the Oyigbo LGA and the adjoining area; consequently, deployments were made to forestall further breakdown of law and order, and as we speak, there is relative peace in the Oyigbo LGA.

“We will continue to closely monitor the area, because that axis has been discovered to be a stronghold of IPOB. Necessary measures have already been taken and by the grace of God, the IPOB stronghold will be finally dislodged.”

Mukan gave the names of the slain officers as Inspector Sunday Dubon, Sergeant Swawale Ornan and Sergeant Umunna Uchechukwu.

However, IPOB’s Media and Publicity Secretary, Emma Powerful, denied the group’s alleged involvement in the attack.

WIKE URGES COUNCIL CHAIRMEN, YOUTHS TO FISH OUT IPOB MEMBERS

Rivers state governor, Nyesom Ezenwo Wike, has charged the 23 council chairmen, and youths in the state to fish members of the proscribed Indigenous Peoples Organisation of Biafra (IPOB) in the State.

Governor has also warned that any council chairman that allows IPOB to hold processions and hoist its flag within their jurisdiction in Rivers State, risk sack.
He made this assertion during a meeting with all the 23 Local Government chairmen, Community Development Committees and youths leaders at the Government House, in Port Harcourt on Monday.

The governor described Rivers state as the most accommodating state for all Nigerians. To buttress this, he stated that here has never been any historical incident of different ethnic groups clashing in the State as has been the witnessed in other parts of the country.

"We can never be against any ethnic group. We can never do that .we have lived in harmony with the Ibos, the Hausas, and with Edo people. Everybody that comes to this state we have lived in harmony with. And so Nigerians must commend Rivers State as a place where you have never had problem between this group and that group " he said.

Governor Wike, however, maintained that while the people of Rivers State believe in the unity of the country, they will not allow criminals under the aegis of a terrorist group called IPOB to continue to threaten the stability of the state.

"There is one terrorist group they call IPOB. I did not declare them terrorist group, the court declared them terrorist group. Not me. The federal government declared them a terrorist group. IPOB cannot use Rivers state to be place where they will be launching attack. If you allow that, your future, your children's future is gone" he said .

Infuriated by IPOB's effrontery to hoist its flag in Oyigbo, the governor directed the council chairman to ensure there will not be another occurrence of this treasonous act.

"Go to Oyigbo and see what they have done. Destroyed the court. What did the court do? See the soldiers they killed and burnt them. See the policemen they killed and burnt them and then you said people will sit and fold their arms".
The governor, while calling for vigilance on the part of Rivers people, however, warned sternly that IPOB members should not delude themselves because Rivers state cannot be colonised or annexed by any group, particularly, while he is still the incumbent governor of the State.

He asserted that Rivers state can never be annexed to any state, to any zone. According to him, Rivers state is Niger Delta and will remain in Niger Delta.

He explained that while every Nigerian is allowed to reside in Rivers State, but those who wish to do so must live in peace with the people of the State.
"Ibos are living and doing their business here and they will continue to live and do their business here. We support that.


But that terrorist group call IPOB, cannot determine what happens in our state. To tell us where they own. It will never happen and we must not allow it to happen".
Governor Wike charged all chairmen of councils, youth leaders, CDCs to go into their various communities and identify all those IPOB members. He has meanwhile emphasied that nobody of Ibos extraction legitimately residing and doing business in the state must be harassed.

"But there are criminal elements that we must not allow, and the criminal elements are those who said they are IPOB members. Federal government has proscribed them, I have proscribed them" he said .
He called on the people to defend the territory of Rivers State and ensure no part of the State is annexed by a criminal organisation or terrorist organization.

"We cannot allow it. All our vigilantee groups must be encouraged. Everybody must be at alert. Work with the security agencies to make sure nothing call IPOB exist in this state. No procession. Not even a meeting anywhere. Identify where they hold meeting" he said
Rivers State Commissioner of Youth Development, Hon. Ohia Prince Obi, lauded the governor for interfacing with the youths as this will give them a sense of belonging in the affairs of the State.

The chairman, National Youth Council of Nigeria in Rivers State , Chijoke Ihunwo, appeal to Governor Wike for clemency for wanted , Stanley Mgbere, who led IPOB members to attack the palace of the king of Onne, was rejected.

The Northern States Governor's Forum on Thursday blamed the violence that erupted in some states of the country following the #EndSARS protest as the action of "diabolical influencers" who are bent on pushing for regime change outside the ballot.

The forum stated in a communiqué at the end of an emergency meeting at the Council Chamber of Sir Kashim Ibrahim House, Kaduna that it regrets, "the diabolical influencers in the form of hooliganism, ethnoreligious bigots and even political marauders who are bent on pulling the nation down its knees and pushing for regime change."

Chairman of the Forum and Governor of Plateau State, Simon Bako Lalong, while reading the communiqué after a closed-door meeting that lasted almost four hours, stated that the discussion had bordered on national security, particularly the nationwide #EndSARS protest which has led to the wanton destruction of lives and properties.

The communiqué called on all Nigerians to resist what it described as enemies of the nation by supporting President Muhammadu Buhari, the Federal Government and democracy.

It called on all citizens to restrain themselves from the unwarranted disposition of sentiments, harassment and intimidation of other citizens resident in their home states.

"All these are antics of the enemies of the country who are violently pushing for regime change outside the ballot box," the governors stressed while also commending the resilience and restraint of Northern youths and urged all Nigerians to see themselves as equal citizens of the country in order not to compromise the country's unity.

The governors stated that while they appreciate the constitutional rights of all citizens to protest, they, however, condemned the incessant destruction of lives and property that ensued in the process and commiserated with those who lost their lives, wounded and those whose properties were destroyed.

"The Forum also notes the heavy presence of external influencers both locally and internationally.

"We call on all citizens, particularly community leaders and youth groups to be very vigilant and report the presence of such people to security agencies," it stated.

It also called for comprehensive and robust reform in the Police Force as well as the constitution of a Judicial Commission of Inquiry to investigate all levels of destruction and killings during the protest.

The governors urged the Federal Government to explore the possibility of ending the ASUU strike especially as most youths have become idle staying at home.

"The Forum is in synergy with other governors in the South-West, South-South and South-East to address these challenges of nationhood headlong.

"Together we shall keep Nigeria united and indissoluble," it stated.

Daily Trust reports that the governors at the meeting included Simon Bako Lalong of Plateau State; Aminu Tambuwal of Sokoto State; Mai Mala Buni of Yobe State.

Others are Mohammed Inuwa Yahaya of Gombe State; Abubakar Sani Bello of Niger State; Abdulrahman Abdulrazaq of Kwara State; Atiku Bagudu of Kebbi State and Eng. Abdullahi Sule of Nasarawa State.

Others included Governor of Borno State, Babagana Zulum; Governor of Zamfara State, Mohammed Bello Matawalle as well as the deputy governors of Kogi, Kano, Katsina and Kaduna states.

That's just an advice for a successful protest if the protesters really want to achieve anything reasonable with the protest.

Officers of the Nigerian Army forestalled what could have been an attempt by hoodlums to ransack the FIRS office in Festac Town.
A bank also in the Festac axis was also attacked during this raid. The hoodlums attempted to break into the ATM of the bank but the officers dealt with the situation.
