However I asked the nuanced question yesterday if that student was already your legally married spouse ever before coming to do a new course? You see, for me, I would say dont be in a position to award them marks. Separate to different departments.

That part of the bylaw is often black and white. Most lecturers have romantic conversations with female students, but outside academic environments especially if it is of a sensual nature . That in itself is not a crime, unless the student is a minor.

So most cautious lecturers rather keeps the relationship secret from staff and students for fear of victimization or loss of job over philandering.

To the best of my ability, most lecturers do not like entertaining requests from female students. Instead, they leave their office door open so as other staff do not assume any "shady" convo.

As for your last paragraph, I agree with you. I can say that more than 60% of Nigerian lecturers are randy men. I saw vivid examples in universities in the South East, especially Imo, Enugu and Abịa states.

I don't believe that the bylaw is talking about student in general. What is obtainable globally is: No intimate relationship with a student or even a staff that you have authority over. This restricts it to students in your department or offering a course you teach.

If a young lecturer in Physics dept, for example, admires a student in Theatre Arts dept, they can fall in love. Provided that student will not offer any Physic Course.

Now this is nuanced.
There are actually companies that will simply transfer the man or woman to a different department so they dont have undue influence.

But if you are looking for a more precise answer, I believe that fantastical creatures and beings exist in other realms and I have had what I believe are visions of many.

As for crime, we always go with the evidence as you said. And in this part of the world which is a common law jurisdiction in terms of its jurisprudence one is innocent until proven guilty beyond reasonable doubt.
