Again, suffering isn't genetically inherited like that. If it were, we would owe reparations to virtually every ethnic group on this planet. From descendants of Roman slaves, Mongol conquest victims, Arab slave trade survivors, intra-African war captives, Irish indentured servants, etc. Trauma can echo culturally and psychologically across generations, but turning that into perpetual national debt claims is a political construct, not consostent moral principle.

TV01: One would have to factor the era of the state. For example, in it's time it would have been the Roman empire., which had proper notions of citizenship. But it also had aliens, slaves (and probably illegals )
In absolute terms, you can't get away from a country\nation (an empire is possible, but largely disqualified by the very nature of empires), which has full-suite individual freedoms and human rights. Not just miiitary prowess, an advanced economy, functioning institutions and fosters technological advancement and innovation, as well as being a haven for entrepreneurs and welcoming to immigrants.
Another element would be a strong and robust defense of it's culture. Almost all natures are losing or being pressured to loosen that . But as things stand?
