AutoReportNG: The police have been in the news for a while now from SARS to uniform men demanding for bribes as if it's their right. The internet has been trending with many hashtags such as #ReformPolice, #EndSARS among others. In the wake of recent killings of innocent citizens by unscrupulous policemen and also unprovoked attacks on some policemen by some criminally-minded persons, the spokesperson of the Nigeria Police Force, Frank Mba, has provided tips for safe and cordial interaction with the police at different encounters.

Ordinarily, encounters between the citizens and the Police or other law enforcement agents should be reassuring and delightful. In fact, the mere sight of the Police ought to create an instant feeling of relief, safety, and security. This, unfortunately, is not the reality in Nigeria today.
In fact, some encounters in the past had led to embarrassment, injuries, permanent disability and, in extreme cases, death of the citizens. Similarly, some security agents have also suffered molestation and harm from such encounters.
While Police officers are reminded of the need to exercise ‘courageous calm’ and avoid resort to the use of deadly force or lethal weapon at the slightest provocation, members of the public, on the other hand, are expected to avoid actions that could turn simple encounters with security personnel into more serious ones.
It is against this backdrop that we are today providing tips that could help in enhancing a cordial relationship between the Police and the citizenry.
Tips for a safe and cordial relationship at checkpoints
When approaching a security checkpoint or when flagged-down by the Police or other security agencies;
- Endeavor to slow down your vehicle. It shows that you are not reckless. It also douses suspicion that you are a criminal and may want to speed-off. Turn down the volume of your car stereo. Courtesy demands this. Besides, you are able to hear each other better. This simple act will also help you to win the confidence of the security operative.
- Keep your hands visible to avoid unnecessary suspicion or fear by the officers that you are attempting to bring out a gun or other harmful objects to attack them
- Turn on the inner light of your vehicle while approaching the cops (if at night). It readily sends an unspoken message that you have nothing to hide.
- Be friendly and cheerful. Commend the officers especially when you see them working under very unfriendly weather conditions such as the rains, the harsh harmattan conditions, excessive heat, cold or sunshine. We know it’s their job, but a little kind word from you will do a lot of good. Remember when you smile at the mirror, the mirror smiles back at you. Endeavour to be polite even when answering questions put to you by the officers
- Don’t dare or challenge an armed security man to a duel. Oftentimes, you hear people say things like ‘shoot me if you can!” Note that this is a recipe for disaster! It is very provocative and an unnecessary call for war. So, please play safe, more so, as you do not know the state of mind of the officer concerned.
- Also, don’t go into a physical fight with an armed security officer. He may resort to the use of his weapon (rightly or wrongly) to defend himself. Avoid unnecessary argument with armed security personnel. There are a thousand and one ways to seek redress where you feel your rights have been infringed upon.
- Never try to touch an officer in an unfriendly manner. He may suspect you of trying to disarm him.
- If you are a regular traveler or road user, make sure you have the police emergency phone numbers of the route you operate. You never can tell when an emergency situation could arise and you need the Police to come to your aid.
- Make sure you have all your relevant car papers and desist from actions or inactions that constitute either a criminal or traffic offence. Such infractions of the law provide veritable grounds for possible charges and other forms of adversarial contact with the Police or other law enforcement agencies, including unnecessary arguments.
- Don’t give the impression that you are unhappy to see an officer on his beat or that he is wasting your time. But if you do have an emergency, politely inform the officer. Don’t speed off while still being checked. Take note of the name tags, Force or Service numbers, personal description, description of weapons or patrol vehicle of the security officer especially where the officers begin to conduct themselves in an unprofessional manner.
- Seek an audience with the most senior police officer at the checkpoint if things are not working out smoothly.
- Politely insist to be taken to the police station if your complaint is not properly addressed.

popsy2: The Federal High Court in Abuja has rejected an ex parte application for an order stopping President Muhammadu Buhari from swearing in Justice Tanko Muhammad as the substantive Chief Justice of Nigeria.
Muhammad has been acting as the CJN since January when President Muhammadu Buhari suspended the former CJN, Justice Walter Onnoghen.
With Onnoghen’s resignation and subsequent conviction by the Code of Conduct Tribunal, Muhammad is believed to be set to assume the office of the CJN in a substantive capacity.
The main suit filed by Malcom Omirhobo Foundation, a group being promoted and represented in court by a lawyer, Mr. Malcom Omirhobo, is challenging Muhammad’s fitness to hold the office of the CJN.
Justice Inyang Ekwo rejected the group’s ex parte application requesting an order stopping Buhari from swearing in the acting CJN in an acting capacity, in a ruling on Friday.
The enrolled order of the court was only sighted by our correspondent on Monday.
Rather than grant the application in his ruling, the judge, directed the applicant to put all the seven defendants on notice.
Ex parte applications are characteristically conducted in the absence of the adverse parties.
But Justice Ekwo ruled that the prayers sought by the applicant in its ex parte application could not be granted in the defendants’ absence.
After hearing the plaintiff’s lawyer, Justice Ekwo ruled, “It is hereby ordered as follows:
“That none of the prayers made on this motion ex parte can be granted in the absence of the defendants.
“The plaintiff is hereby ordered to put the defendants on notice.
“The defendants are hereby granted seven days upon being served to appear and show cause why the application of the plaintiff ought not to be granted.
“Case adjourned till May 13, 2019, for the defendants to show cause.”

unclesoyo: The Christian Association of Nigeria, Northern State chapter, has reacted to the release of Zainab Aliyu, the Nigerian lady who was wrongly detained in Saudi Arabia for trafficking Tramadol.
In a statement released by its public relations officer, Rev. Joseph Hayab, the Christian body while celebrating Zainab’s release, expressed concerns over the continued detention of Leah Sharibu.
Reverend Hayab in the statement, said he is forced to ask if some Nigerians are more important than others since the Federal government was fast in ensuring the safe return of Zainab.
The statement in part reads
CAN Northern states rejoices with the parents of Zainab Aliyu and the government of our country for securing her release after she was arrested and detained in Saudi Arabia for allegations of drug trafficking.
It is sad that many innocent Nigerians are suffering for a crime they know nothing about. This prompt effort by government is commendable and should be sustained for all and in the future, because this is what we want to see from our leaders in this country.
But as we rejoice about this development, we are also compelled to ask this important question: Are all Nigerians equal or some are more equal than others?
We are aware that many innocent citizens of our country have been arrested, some killed and others are still in detention; but we have not heard any directives from Mr. President to his Attorney General to take action about them with this kind of urgency.
If we want our citizens to be proud of their government and country, then we need to show equal concern about what happens to everyone in this country. We cannot also celebrate the release of Zainab and forget Leah Sharibu who did not commit any crime but has been in captivity for over a year now.
We, therefore, appeal to President Buhari to direct his security agencies to double their efforts and get Leah released and reunited with her parents. Leah, too, wants to enjoy the protection of her leaders”.

Naijaalive: The Federal Government has secured the release of Zainab Aliyu who was arrested in Saudi Arabia for drug trafficking.
Recall that President Muhammadu Buhari directed Mr Abubakar Malami, the Attorney-General of the Federation and Minister of Justice to immediately intervene in the case of Zainab Aliyu, the student incriminated in drug-related matters and being detained by Saudi Arabian authorities.

nairalaila: The Accident Investigation Bureau, AIB, in its new report disclosed that late Governor Suntai pilot was not certified to fly the aircraft which crashed.The AIB who identified factors that led to the crash of the helicopter conveying the late Taraba State Governor, Danbaba Suntai, and three other occupants on October 25, 2012, said the pilot was not certified, qualified and competent to fly the Cessna 208B Caravan aircraft with registration number 5N-BMJ, which crashed in Kwanan-Waya Village in Yola.
Commissioner and Chief Executive officer, AIB, Akin Olateru, who further disclosed that the pilot did not have instrument ratings and night flight privileges as it was conducted at sunset and reported an incorrect estimated time of arrival as 10:01 UTC as against the time 17:19 UTC, added that though the pilot had a private pilot licence, he was not trained to handle the aircraft. He further gave other contributing factors as the decision of the pilot to operate a VFR flight after sunset, and inadequate oversight by the regulatory authority.
“The pilot reported the number of persons on board as six to the control tower as against four actual persons found after the accident. The control tower was notified about 5N-BMJ departure by a phone call from Jalingo after the aircraft was airborne,” he added. Recall that though no life was lost in the incident, however the late governor sustained brain injuries, which incapacitated him from performing his official duties and underwent rehabilitation until his demise in 2017.

cyrilamx: The Abuja Division of the Federal High Court has okayed a fresh suit seeking to bar President Muhammadu Buhari from appointing the Acting Chief Justice of Nigeria, CJN, Justice Tanko Muhammad, to take over the leadership of the judiciary in a substantive capacity.
The suit marked FHC/ABJ/CS/420/2019, is praying the court to declare that Justice Muhammad who is currently the most senior jurist at the Supreme Court, is unfit to replace the sacked CJN, Justice Walter Onnoghen.
Specifically, the plaintiff, Chief Malcom Omirhobo, who is a human rights lawyer, is praying the court to declare that the Acting CJN, Justice Muhammad, having made himself available as a tool that was used in the violation of the Constitution, especially with regards to the “illegal” removal of the former CJN, is therefore not a proper and fit person to be recommended for appointment to head the judiciary.
It is the contention of the plaintiff that the Acting CJN conducted himself in a manner that reduced the confidence of the public in the integrity and impartiality of the Judiciary. Cited as 1st to 7th Defendants in the suit were the National Judicial Council, NJC, the Federal Judicial Service Commission, FJSC, the Acting CJN, the Federal Government of Nigeria, President Buhari, the Attorney General of the Federation, and the National Assembly.
The plaintiff, among other things, urged the court to declare that the suspension and/or removal of a CJN from office, is a shared responsibility of the 1st Defendant (NJC), the 5th defendant (Buhari) and 7th Defendant (National Assembly). He argued that President Buhari lacked the constitutional powers to unilaterally suspend and/or the removal a sitting CJN from office, as was done in the case of Onnoghen.
Besides, he prayed the court to declare that by combined interpretation sections 1(1 )(2), 231(4), 292(1)(a)(i)(b), 153(1)(i), 158(1) and paragraph 21 (a)(b) of Part 1 of the Third Schedule of the 1999 Constitution, as amended, “it is unlawful and undemocratic for the 4th and 5th Defendants (Federal Government and President Buhari), to declare the office of the CJN vacant on January 25, 2019 and consequently appoint and swear in the 3rd Defendant as the acting CJN”.
He, therefore, applied for a court order to restrain the National Assembly from confirming any appointment of Justice Muhammad as the substantive CJN.
Likewise, for, “An order, compelling the 2nd Defendant (FJSC), to select and the 1st Defendant (NJC), to recommend the most qualified Justice of the Supreme Court of Nigeria that is fit and proper, to the 5th Defendant, for appointment to office of the CJN, and for the confirmation of the 7th Defendant with a two-thirds majority vote”.
Aside praying the court to bar President Buhari from appointing Justice Muhammad as the substantive CJN, the Plaintiff, in a 65-paragraph affidavit he filed in support of the suit, stressed that unless restrained by the court, the Executive Arm of Government would continue to violate the extant provisions of the Constitution and sanctity of the judiciary.
Meantime, the suit which has already been assigned to Justice Iyang Ekwo for hearing is coming barely 72 hours after the NJC disclosed that it had approved the extension of Justice Muhammad’s tenure as the Acting CJN.
The Council had in a statement over the weekend, said it had at the end of the meeting is held on April 18, considered and approved President Buhari’s request for the extension of the appointment the Acting CJN for another three months.

adioolayi: The Peoples Democratic Party’ s candidate in the February 23 presidential election , Alhaji Atiku Abubakar , has denied the All Progressives Congress’ allegation that he is not eligible to contest because he was not born in Nigeria . Atiku stated this in a response to the APC ’ s reply to the petition he and his party jointly filed before the Presidential Election Petitions Tribunal .
He said he was born on November 25, 1946, in Jada, Adamawa State, therefore he was a Nigerian. The APC had alleged in its response that as of November 25, 1946, when Atiku was born , Jada, was part of Northern Cameroon .
But Atiku insisted that he was a Nigerian citizen, adding that his parents were also Nigerians by birth. He said while his father, Garba Atiku Abdulkadir , hailed from Wumo in the present -day Sokoto State, his mother , Aisha Kande , hailed from Dutse, now Jigawa State. Atiku and the PDP said, “Contrary to the allegations contained in paragraphs 1 , 2 , 3 , 4 , 5 and 6 of the 3 rd respondent ’ s ( APC ’ s) reply, the petitioners state that the 1 st petitioner ( Atiku ) is a citizen of Nigeria by birth and thus qualified to vote and be voted for and returned in the election to the office of the President of the Federal Republic of Nigeria , held on Saturday February 23, 2019 going by the relevant provisions of the 1999 Constitution ( as amended) .
“The 1 st petitioner was born on November 25, 1946, in Jada, Adamawa State, by Nigerian parents and he is , therefore , a citizen of Nigeria by birth.
“The 1 st petitioner ’ s father, Garba Atiku Abdulkadir , was a Nigerian by birth who hailed from Wumo in the present -day Sokoto State, while the mother , Aisha Kande , was also a Nigerian who hailed from Dutse in the present -day Jigawa State.
“The parents of the 1 st Petitioner are both Fulani , a community / tribe indigenous to Nigeria . “The birth of the 1 st petitioner in Jada, in the present -day Adamawa State of Nigeria , was occasioned by the movement of his paternal grandfather called Atiku , who was an itinerant trader, from Wumo in the present -day Sokoto State to Jada in company with his friend , Ardo Usman.
“That in Jada, Atiku , the grandfather of the 1 st petitioner , gave birth to Garba who in tum gave birth to the 1 st petitioner and named him after his father, Atiku .
“The 1 st petitioner ’ s mother , Aisha Kande , was the grand -daughter of Inuwa Dutse who came to Jada as an itinerant trader too from Dutse in the present -day Jigawa State. All averments concerning Germany , British Cameroons , League of Nations and Plebiscite are false and misleading in relation to the 1 st petitioner and therefore completely irrelevant more so that the 1 st petitioner is a Nigerian by birth within the contemplation of the Constitution of the Federal Republic of Nigeria , 1999 ( as amended) . “The averments in the aforesaid paragraphs are indeed fabricated , contrived, made in bad faith and designed to embarrass the 1 st petitioner . ”
The Independent National Electoral Commission had on February 27, 2019, declared that the All Progressives Congress alongside its candidate , President Muhammadu Buhari , won the February 23 election with 15, 191 , 847 votes to defeat his closest rival , Atiku , whom it said polled 11, 262 , 978 votes .
But the petitioners stated that “from the data in the 1 st respondent ’ s ( INEC ’ s) server … the true , actual and correct results ” from “state-to -state computation” showed that Atiku polled a total of 18, 356 , 732 votes defeat Buhari whom they said scored 16, 741 , 430 votes . INEC had in its response to the petition distanced itself from the “server results . ”
The commission, through its lead counsel , Yunus Usman ( SAN ) , had said the results of the poll were never transmitted or collated electronically . It added that it kept no such server where such electronically transmitted results could have been obtained .
In their reply to the APC ’ s reply, Atiku and the PDP insisted that they truly got authentic results of the February 23 election from the Independent National Electoral Commission ’ s server . They said, “In reaction to paragraph 29 of the 3 rd respondent ’ s reply, the petitioners aver that the data and scores in the 1 st respondent ’ s server were as transmitted by the 1 st respondent ’ s officials and those scores are valid , and legitimate .
“The conduct of elections and declarations of results by the 1 st respondent is the subject of the present petition . “Contrary to paragraphs 31 and 34 of the 3 rd respondent ’ s reply, the petitioners contend that the figures and scores in paragraph 22 of the petition are neither false nor contrived or concocted by the petitioners .
“Indeed , the ad hoc staff and officials of the 1 st respondent in obedience to the training / instruction by the 1 st respondent ( INEC ) transmitted the scores they got from the polling units to the 1 st respondent ’ s server . ”
