TSA transactions hit N30trn as countries copy Nigeria’s model

ON MAY 14, 2019

BY EMMANUEL OKOGBA1

Federal Government transactions through the Treasury Single Account (TSA) now stands at over N30 trillion.

The coordinator of TSA in the Office of the Accountant-General of the Federation (AGF), Sylva Okolieaboh, disclosed this in Abuja yesterday while playing host to a Gambian delegation which is in Nigeria to understudy the implementation of the TSA. His words, “If you start from 2012 when we started the TSA, and you look at the volume of transactions, I think you will be looking at something in the region of N30trillion. But like I said, that is in terms of transaction volume, not in terms of balances or anything, so we are looking at turnover. So the turnover should be over N30 trillion. “When we started the full TSA implementation, sometime around March 2015, as at that time, a lot of people didn’t believe. We are very happy that as at today, what we are doing has attracted so much international attention. It is not only The Gambia, we are expecting Ethiopia in the next four weeks and then another country, maybe in the next six weeks and we are aware that the international community appreciates the strides we have made in implementing TSA in Nigeria.

Earlier, the Minister of Finance, Mrs. Zainab Ahmed, who also hosted the delegation in her office, said that the TSA has made the management of federal government funds much easier. According to her, the account which is domiciled with the Central Bank of Nigeria, CBN, as the account holder, with the Ministries Departments and Agencies (MDAs) as sub-account holders, runs on a Remita platform. In his remarks, The Gambian High Commissioner to Nigeria, H.E Amedou Taal, urged concerted efforts by the two countries and other members of the Economic Community of West African States, ECOWAS, towards achieving a single currency in the sub-region. According to him, a single currency in ECOWAS would facilitate trade and increase the movement of people and goods within the sub-region, a development he argued is critical to the advancement of the community. “If we can achieve a single currency within ECOWAS, it will help us in terms of trade, the people to people relations as well as the movement of people, goods and services,” he said.

oga calm down, only a blind man would say this administration has done generally well. Besides, even the presidency has let slip now and then on why he seem to marginalise some sections of the country! The enugu airport project you claim was used to siphon money, is included in the same deal that yielded that of ph and others in the country. While some have been concluded, that of Enugu has stagnated because of the fed govt not completing payment of their counterpart fund! (na fed govt talk am no be me oh!)
Hope you know all the fed govt did was approve the granting of license for ariaria ipp? the state govt gave the land free to a private investor to develop the plant. The project's I listed where completed projects done by gejs administration only,i can list more if you like
The way you are making the achievements of FG look so ordinary, one then wonders what incapacitate your darling PDP from completing the projects despite oil windfall in their period. One day, you will come to terms with these things.

we got alaoji power plant, reopening of the aba depot, owerri-ph road, the now abandoned enugu international Airport terminal, onitsha river port a new university and many more. The two projects you stated where awarded under the last administration.
If the Enugu Airport has not been a substandard project used to siphon funds, you should not be crying of abandoned less than 4years since your beloved PDP left the scene. The three projects I mentioned dwarfed everything you mentioned. I have not even mentioned the Ariara market electrifification o. Then the completion of Zik Mourseleum that has been impossible for PDP to achieve since 1999. Buhari
completed the bridge over Ike River on the Nenwe-Oduma-Uburu FG road project, which was abandoned for 16 years .This area was once thought an impossible terrain, but the road is now a dream come true, connecting Enugu and Ebonyi food baskets.
And this is just 4 years o that you are comparing to 16 wasted years of PDP. One day, you will realise these things.

NwaforIgbo my black ass! How a so-called Igbo man can read a post that says Ndigbo gave the bigot Buhari 5% and hence deserve the least attention from this divisive and projects from his gov't, and not find it repugnant says more about the validity of your claim to be Igbo than anything else!

If they don't consider Igbos as below the Hausa/Fulani and Yoruba, why can't they start a multi-million dollar project from the south-east region....why does it always have to be the south-west of core-north/Abuja? Is it the railways; the new airport terminals; dry/river ports....they always start from the north or south-west with the justification (as claimed in the post i initially quoted) that Igbos are being dealt with for not voting for Buhari! Yet, you that claims to be Igbo doesn't find this worrisome!
Portharcourt Airport has just been completed. Work is going on Second Niger Bridge and Enugu - Aba - Portharcourt road non stop. What did you gain under PDP ?

This is a very very good development.

It would have far reaching effects on grassroots development. More serious individuals might now want to show interest in local govt governance.

In fact I think this is one of the issues at the core of restructuring with no noiṣe nor fanfare.

Strangely though, a lot of interest is not being shown to this news on this forum, in spite of it being a watershed development.
One would have thought people here would be excited.

This second term that's even yet to start, eh... One can't help but look forward to great developments like this.

I hope the govt sees this through.
Indeed a good development.

Buhari did not accuse anybody of corruption in the 80's. It was the people themselves that writes petition to the Military Tribunal, who in turns bring the accused in for questioning and prosecution under the military rule.

FG blocks governors from monopolising local government allocations

MAY 6, 2019

BY VICTOR OGUNYINKA

Sets June 1, 2019 takeoff date for direct allocations to 774 LGAs

Limits daily cash withdrawal from LGA accounts at N500,000

Any transaction above N500,000 must go via cheques/e-transfer

Soni Daniel – Northern Region Editor

Alarmed by the continuous pillage of cash allocated to local government councils across the country by the state governments through the Stat, Joint Local Government Accounts, the federal government on Monday outlawed the meddling of states into council allocations.

The federal government, through the newly inaugurated Financial Intelligence Unit, NFIU, which was excised from the Economic and Financial Crimes Commission, set June 1, 2019, as the takeoff date of the new order, making it compulsory for all LGA allocations to go straight to their respective bank accounts. The decisions are contained in a guideline released by the NFIU after a lengthy meeting with officials of commercial banks in Abuja.

Guidelines To Reduce Vulnerabilities Created by Cash Withdrawals from LG Funds throughout Nigeria, Effective 1st June 2019, is said to have been prompted by threats by the international financial watchdog to sanction Nigeria because of abuse of financial abuse.

The NFIU warned banks to comply with immediate effect, saying that any of them that flouts the order would be sanctioned. The agency said: “The NFIU requests all financial institutions, other relevant stakeholders, public servants and the entire citizenry to ensure full compliance with the provisions of the guidelines already submitted to financial institutions and relevant enforcement agencies including full enforcement of corresponding sanctions against violations from 1st June, 2019. “Having realized through analysis that cash withdrawal and transactions of the State, Joint Local Government

Accounts (SJLGA), poses biggest corruption, money laundering and security threats at the grassroots levels and to the entire financial system and the country as a whole, decided to uphold the full provisions of section 162 (6) (coolof the 1999 Nigerian Constitution as amended which designated “ State Joint Local Government Account into which shall be paid allocations to the local government councils of the state from the federation account and from the government of the state” “The amount standing to the credit of local government councils of a state shall be distributed among the local government councils of that state” and not for other purposes. “As far as the NFIU is concerned the responsibility of the account as a collection account is fully reinstated.

“In addition, taking such measures was necessitated by prompting reasons on the NFIU to respond to threats of isolating the entire Nigerian financial system by other International financial systems because of deficiencies in our anti-money laundering and counter-terrorism financing implementation. “Therefore, it is no longer possible to allow the entire system to suffer the deliberate and expensive infractions or violations by public officials and/or private business interests. “Henceforth, all erring individuals and companies will be allowed to face direct international and local targeted sanctions, in order not to allow any negative consequences to fall on the entire country. “To be precise, with effect from 1st June any bank that allows any transaction from any local government account without monies first reaching a particular local government account will be sanctioned 100%, both locally and internationally.

“In addition, a provision is also made to the effect that there shall be no cash withdrawal from any local government for a cumulative amount exceeding N500,000:00 per day. Any other transaction must be done through valid cheques or electronic funds transfer. “The complete guidelines have been released to the Governor of the Central Bank of Nigeria, the Chairman, Economic, and Financial Crimes Commission (EFCC), the Chairman, Independent Corrupt Practices Commission (ICPC) and Chief Executive Officers of all Banks and other financial institutions.

“Any state government that is willing to seek any expert economic advice in the unlikely event of these guidelines constituting an inconvenience to the management of the state can work with the NFIU and /or CBN,” the NFIU said.
