control was lost... If he was not over speeding how will he lose control even if breaks fail.
And if break fails, doesn´t mean one should lose control. Lost control means he was unable to use his steering or someone hack into his truck (which is highly impossible). So my dear, for a lorry that is filled up the worse that would have happened if he was not over speeding would havebeen hitting something and coming to a stop. i suspect the driver. They should do a blood test. Am sure the guy was under the influence of something and using break failure as an excuse. Because he must have been overspeeding despite carrying load on his truck or how else can one explain the truck falling to the side.

That bill is targeting the wrong crowd. They should include verhicle drivers that form 5 lanes on a 2 lane road when there is traffic jam and those Govt officials that uses siren indiscriminately.
