NIGERIA- The Federal Executive Council has approved another $1billion Chinese loan. It will be sourced from the China-Exim Bank for the Gurara II Hydropower project.

The power project is planned to generate 360 megawatts of electricity.

Pua Magasiva, who has starred in several Power Rangers television series as well as New Zealand soap opera Shortland Street, has died. He was 38.

The New Zealand Herald reported that police were called to a home in Wellington, New Zealand, early on Saturday morning, where they found the actor unresponsive.


A police spokesperson told the outlet that they found “no suspicious circumstances surrounding his death,” and would be referring the case to the coroner.

Magasiva is survived by wife Lizz Sadler, a 7-year-old daughter from his previous marriage, and his brother Robbie. Sadler also has a daughter from a previous relationship.

When selecting new entries for the World Video Game Hall of Fame, judges consider a number of criteria. Is the game widely known and remembered? Has its popularity endured over the years? And did it influence not only other video games but society in general?
Microsoft Solitaire, bundled with the Windows operating system since 1990, might seem like a modest example of video gaming culture, but it easily meets the above benchmarks. And so, as of this month, it’s now an official member of the World Video Game Hall of Fame, joining classic titles like Doom, Tetris, World of Warcraft, and Halo: Combat Evolved.

The World Video Game Hall of Fame is a relatively new institution, created in 2015 and overseen by educational institute The Strong. Its official home is in The National Museum of Play in Rochester, New York, and each year it selects a handful of new inductees.

Solitaire may be a video game for the ages, but its inclusion in Windows had a higher purpose. The developers of the operating system felt that the familiar game was the perfect way to introduce users to relatively new computing concepts, like using a mouse and drag-and-drop. By playing Solitaire, users honed more than their card skills: a win-win for all.

Solitaire was first bundled with Windows 3.0 and appeared in every subsequent version of the software up until Windows 8.1. It was removed from the base level operating system, but was returned in Windows 10 after Microsoft admitted that Solitaire, along with Minesweeper and Hearts, still have “devoted followings.”

Because of its inclusion in the world’s most popular PC operating system, lowly Solitaire has likely been installed on more than one billion devices, says the Strong Museum, making it one of the most popular video games of all time. “Microsoft Solitaire demonstrated that there existed a vast market for games that appeal to people of all types, paving the way for the growth of the casual game market,” said the institute in a press statement.

UNITED STATES- The Trump administration is considering reversing long-standing policy to make it easier to deport U.S. legal permanent residents who have used public benefits, part of an effort to restrict immigration by low-income people.
A Department of Justice draft regulation, seen by Reuters, dramatically expands the category of people who could be subject to deportation on the grounds that they use benefits.

Currently, those legal permanent residents who are declared to be a "public charge," or primarily dependent on the government for subsistence, can be deported - but in practice, this is very rare.

The draft regulation would use a more expansive definition to include some immigrants who have used an array of public benefits, including cash welfare, food stamps, housing aid, or Medicaid.

While the plan is at an early stage, might not become official government policy, and is likely to attract lawsuits, it is one part of efforts by the Trump administration to restrict legal immigration, in addition to its efforts to reduce illegal immigration to the United States.

UNITED STATES- Larry King is in the Intensive Care Unit after suffering a heart attack last Thursday, TMZ reports.

The pioneering talk show host, 85, reportedly went into cardiac arrest and had a heart attack last Thursday, April 25, while getting ready to go to the hospital to check himself in for an angiogram, because he had been having trouble breathing.

TMZ reports that he was then rushed to a local Los Angeles hospital by ambulance, where he underwent an angioplasty. Several stents were inserted into his heart.

The outlet adds that King has been in the cardiac intensive care unit and will likely be released on Monday, April 29.

The US Embassy in Sri Lanka has said that the Federal Bureau of Investigation was on the ground in the island nation to assist with its probe into the Easter Sunday suicide bombings that has left 359 people dead besides several hundreds injured.

US Ambassador to Sri Lanka Alaina Teplitz's statement to CNN's Christiane Amanpour on Tuesday came just hours before Sri Lankan Police put the death toll to 359 - way above the 321 that was quoted a day ago.

After a top Sri Lankan government official on Tuesday claimed that the bombings at the churches, hotels and other sites were carried out by Islamic fundamentalists in apparent retaliation for the New Zealand mosque massacre in March, Prime Minister Jacinda Ardern on Wednesday said she was unaware of any intelligence suggesting the Sri Lanka terror attacks were in retaliation for the Christchurch mosque shootings.

The Islamic State group on Tuesday claimed responsibility for the Sri Lanka attacks and released images that purported to show the attackers.

Embattled Justice Walter Onnoghen has rejected the judgement of the Code of Conduct Tribunal (CCT) which convicted him of six counts of false declaration of assets preferred against him by the Federal Government.

Shortly after the judgement delivered on Thursday, the judge filed a notice of appeal at the Court of Appeal in Abuja to challenge the ruling of the Tribunal. In the notice, the “Federal Government of Nigeria” was listed as the only respondent.

Part of it read, “Take notice that the appellant herein, Justice Onnoghen Nkanu Walter Samuel being dissatisfied with the rulings/judgement of the Code of Conduct Tribunal, Coram Danladi Umar (Chairman), William Atedze (Member I) and Julie A Anakor (Member II) delivered on the 18th of April, 2019, wherein it ruled on the application challenging its jurisdiction and to recuse itself from the proceedings as well the judgement on the substantive matter against the appellant, do hereby appeal upon the grounds set out in paragraph 3 hereof and will at the hearing of the appeal, seek the reliefs and orders set out in paragraph 4.”

NIGERIA- The Code of Conduct Tribunal has convicted the former Chief Justice of Nigeria, Justice Walter Onnoghen of breach of Code of Conduct for Public Officers.

Reading the lead judgment, the tribunal chairman, Danladi Umar, ordered the immediate removal of Onnoghen from office as the CJN.

The Tribunal also stripped him of all offices earlier occupied, such as the Chairman of the National Judicial Council and also the chairmanship of the Federal Judicial Service Commission.

NIGERIA- The ruling All Progressives Congress has said that Peoples Democratic Party’s candidate in the 2019 presidential election, Atiku Abubakar, is not a citizen of Nigeria by birth and ought not to have even been allowed in the first place to contest the election.

APC said this in response to the election petition filed before the Presidential Election Petition Tribunal by the Peoples Democratic Party and its presidential candidate, Atiku Abubakar.

APC, the third respondent to the petition, faulted the grounds of the petition, adding that Atiku “is not a citizen of Nigeria by birth and ought not to have even been allowed in the first place to contest the election.”

NIGERIA- The Senate on Thursday confirmed three new ambassadorial nominees that were recommended to it by President Muhammadu Buhari early this year.

The confirmation followed the consideration of the report of the Senate Committee on Foreign Affairs chaired by Senator Monsurat Sunmonu, which had earlier screened the nominees.

The Senate on Wednesday resolved to override President Muhammadu Buhari’s veto on two bills passed by the National Assembly.

The upper chamber also agreed to reconsider and pass 15 other Bills rejected by President Buhari.

The resolution to override the president’s veto on the bills and reconsider 15 others was unanimously adopted on the floor of the Senate.

The two affected bills are the “the Constitution of the Federal Republic of Nigeria, 1999 (Fourth Alteration No. 28,) Bill, 2018” and “the Industrial Development (Income Tax Relief) (Amendment) Bill, 2018.

The Forth Alteration No. 28 Bill, a constitution amendment, seeks to provide for the time within which the President or Governor shall lay the Appropriation Bill before the National or State Assembly.

The Bill also seeks to encourage early presentation and passage of Appropriation Bills.

President Buhari declined assent to the Bill on the grounds that it did not take cognizance of the provisions of Section 58(4) of the 1999 Constitution, as amended.

The Industrial Development Amendment Bill, is 2018, on the other hand, aimed to enable companies that expand their operations in pioneer industry or product to apply for a new pioneer status.

Records showed that President Buhari declined assent to the Bill on the ground that ongoing inter-ministerial consultations would be affected if the Bill is signed into law.

Findings showed that since the inauguration of the Eight National Assembly, President Buhari has vetoed more than 36 Bills passed by the National Assembly.

The President has vetoed over 15 Bills passed by the National Assembly this year alone.

Chairman, Senate Committee on Judiciary, Human Rights and Legal Matters, Senator David Umaru, whose committee considered the rejected Bills, presented the report of the committee.

Umaru said that the 1999 Constitution, (as amended), gives the Senate the right to override the President in the event that a Bill is vetoed.

The Niger East Senator quoted Section 60 of the Constitution and Rule 88 of the Senate Standing Orders 2015 to back the position that the Senate is constitutionally empowered to override the President in the event the a Bill is vetoed.

He said: “Therefore, the Bills having been rejected by Mr. President, the National Assembly even if it considers Mr. President’s observations or not, must pass the Bills again and be assented to by Mr. President or override the veto, in which case, Mr. President’s assent would not be required.”

The 15 Bills the Senate resolved to reconsider and pass were also rejected by the President.

The Bills are expected to be represented on the floor of the upper chamber for normal legislative process, before passage into law.

The affected Bills include the Fourth Alteration, No. 20, expected to strengthen the Judiciary and accelerate dispensation of justice.

Fourth Alteration, No. 8, which seeks to alter the Constitution to

Continue on Page 2 provide immunity for members of the legislature in respect to words spoken or written at plenary sessions or at Committee proceedings and institutionalised legislative bureaucracy in the Constitution.

Fourth Alteration, No 15, which seeks to alter the Constitution to replace the name Nigeria Police Force with Nigerian Police, to reflect their core mandate of providing civil services.

Fourth Alteration, No. 22, the Bill seeks to alter the provisions of the Constitution, to reflect the establishment and core functions of the Nigeria Security and Civil Defence Corps.

Fourth Alteration, No. 24, which seeks to alter the provisions of the Constitution, to among other things, provide the procedure for passing a Constitution Alteration Bill where the President withholds assent.


Other Bills also affected include the Petroleum Industry Governance Bill, 2018; National Institute for Hospitality and Tourism (Establishment) Bill, 2018; National Research and Innovation Council Bill, 2018; Stamp Duties (Amendment) Bill, 2018 and Chartered Institute of Entrepreneurship (Establishment) Bill, 2018.

Also the Subsidy Legislation (Legislative Scrutiny) Bill, 2018; Nigerian Maritime Administration and Safety Agency Amendment Bill, 2018; National Agricultural Seeds Council Bill, 2018; the Advance Fee Fraud and Other Related Offences (Amendment) Bill, 2017; and Agricultural Credit Guarantee Scheme Fund (Amendment), Bill, 2018 are to be reconsidered.

Senate President, Bukola Saraki, assured that the Bills, when passed into law, will benefit the entire country.

Saraki did not however say when the Bills will be listed in the Order Paper for consideration.

It is also not clear whether the upper chamber will be able to conclude work on the Bills within its remaining life span of barely two months.

The Senate also needs the concurrence of the House of Representatives in order to reactivate the Bills for transmission to the president for assent in the case of the 15 Bills to be reconsidered.

A renowned gospel artist, Blessed Samuel Chimnyeremka Manuanwu, has cried out to Nigerians for help over what he called a threatening challenge.

Samuel is known for several gospel tracks, including Jesus Onye Mme Mme, Jesus Nmanu Anu, Favour Room, among others.

The Imo State born singer, in a video that has gone viral, said he was in dire need of the sum of N12 million in order to come out of the problem.

In the video, he was also heard saying “I have come to understand that sickness, problems, challenges of any kind don’t consider who you are before it comes to you.
