The Independent National Electoral Commission has blamed the burning of its offices in Plateau, Anambra and Abia states for the postponement of elections.

INEC also said some late judgments which ordered the commission to include some parties on already printed ballot papers altered its plans for the elections.

The INEC Chairman, Prof. Mahmood Yakubu, said this while addressing stakeholders in Abuja on Saturday.

The suspended and embattled Chief Justice of Nigeria, Walter Onnoghen, has pleaded not guilty to charges of false asset declaration brought against him by the Nigerian government.
The suspended CJN is facing six charges for the alleged offence.

Mr Onnoghen, who was brought before the tribunal on January 14, is accused of failing to declare bank accounts used for the transfer of foreign currencies aftee his appointment as CJN.

After taking his pleas, Mr Onnoghen’s lawyer, Chris Uche, asked for the bail of his client.

The request was immediately granted by the tribunal chairman, Danladi Umar, without hearing from the prosecution.

One of the FBI’s Ten Most Wanted fugitives was shot dead in a hotel room by the FBI on Wednesday, officials said.
Agents tracked Greg Alyn Carlson — who was accused of multiple violent sex crimes in Los Angeles — to a hotel in Apex, North Carolina.

When officials entered his room at the Woodspring Suites, a struggle over a gun broke out and Carlson was shot and killed.

The fugitive’s car had been spotted Tuesday night by an Apex police officer, leading to Wednesday’s raid.

A Federal High Court in Abuja on Tuesday ordered that former Secretary-General to the Federation, Mr Babachir Lawal, be remanded in EFCC custody.

Mr Babachir Lawal is to be kept in EFCC custody, pending the ruling of the court on his bail application.

Babachir had earlier pleaded not guilty to a 10 count charge of fraudulent diversion of funds meant for the clearing of evasive plants on the North East.

An Ikeja High Court on Wednesday sentenced to death Saheed Arogundade, Chairman, National Union of Road Transport Workers, Boundary/Aiyetoro Unit, Lagos State, for the murder of a 32-year-old policeman, Gbenga Oladipupo.

The News Agency of Nigeria reports that Justice Olabisi Akinlade discharged and acquitted Arogundade’s five co-defendants – Mustapha Layeni, Adebayo Abdullahi, Seyi Pabiekun, Sikiru Rufai and Yusuf Arogundade — of two counts of conspiracy to commit murder and murder.

In a three-hour judgment which started at 2.35p.m., the judge held that the prosecution was able to prove beyond reasonable doubt that Arogundade murdered the policeman......

Ever since its debut at E3 2018, the developers of The Division 2 have focused on the sequel's endgame. It's a recurring topic for many online looter-shooters such as Destiny and Anthem, as it's often seen as the make-or-break point for a game's long term success.

That's something the developers of the original Division know all too well. Players who finished its vanilla campaign inevitably hit a slump, leading to a repetitive cycle. Ubisoft eventually overhauled much of the game's mechanics and added in new encounters--leading to an impressive post-launch life for The Division.

However, many players still burned out by the original release missed out on the revival once other games came around.

With the sequel, Ubisoft is taking steps to ensure that it won't fall into the same traps as the original, while also giving the campaign a greater sense of purpose. We recently spent some time getting an early look at the game's upcoming private beta--playable February 7-10--which offers a tease for what's to come in the early hours of the campaign and the late-game content that follows.

After you've established yourself in The Division 2's turbulent setting of post-outbreak Washington D.C. during the campaign, things take a more chaotic turn after the conclusion, forcing you to defend what you've built up in the expanded endgame.

During this event, the developers spent some time reflecting on what they learned from the original game and detailed their approach in the sequel.

"One of the biggest things for The Division 2 is the importance of the endgame and our focus on it," said creative director Julian Gerighty. "We launched The Division 1 with very little in terms of endgame content. It was a great campaign, you reached level 30, the endgame started, but it was lacking in activities. We were trying to operate this live game, yet we saw things that weren't working out for the long term.

That's why a very tough decision was made before patch 1.4, which was to stop the development on all of the planned features and the DLCs to be able to focus on the technological debt and on the improvements to get the game to where we wanted it to be. That all fed into how we've set up The Division 2 production-wise, creatively as well."

The Division 1 is a vastly different game now than it was at launch, and all for the better. That second wind is something that the developers wanted to carry over into the sequel, which they did in a few important ways. For starters, The Division 2 will incorporate much of the existing game's content from the post-launch updates, which includes update 1.2's bounties, 1.4's world tiers, 1.6's exotic weapons, and 1.8's PvP arena.

These features will also be available for all players at launch, and future DLCs for the first year will be free. This is not only to stay consistent with the current game's flow and meta but also to ensure that the community would stay engaged.

Yes, you read that right. Microsoft has announced plans to bring Xbox Live to Nintendo Switch, iOS, and Android, with more details coming in a GDC talk next month.
The company says bringing the network to more consoles will "enable game developers to connect players between iOS, Android, and Switch in addition to Xbox and any game in the Microsoft Store on Windows PCs."

Until the publisher reveals more at GDC, we're not entirely sure what the move will involve, precisely. What we do know is Microsoft wants us to take our Xbox profile, including our Achievement history, friends list, clubs we're in, and more, to every screen--even rival consoles.

That ties into a wider recent Microsoft strategy to get its services on as many devices as possible. Gone are the days when it only wanted you to buy an Xbox One to be your "all-in-one" entertainment solution; now the company wants you to buy a Switch and play with your Xbox friends on it.

Trying to pressure everyone into buying a Windows Phone didn't work--and was costly, thanks to the $6.2 billion (£4.7bn) acquisition of Nokia. Now, Microsoft Office runs on iOS, with a subscription fee for professional use. Instances like ex-CEO Steve Ballmer calling open-source OS Linux a "cancer" are in the past; instead, current chief executive Satya Nadella declares the company's "love" for Linux.

It only makes sense for this platform-agnostic approach for Microsoft as a whole to involve Xbox. Sure enough, it's possible to play a huge selection of Xbox games on PC with Play Anywhere, and taking Xbox Live to other platforms seems a natural next step.

"I think if you get so focused just on hardware sales at this point, as gamers, we lose sight of what's going on around the console business," Xbox boss Phil Spencer told GameSpot in 2017. "Console's important. I love the console space, but it's part of the gaming business, it's not total.

"I look at those in aggregate, and so it's not actually about how many Xbox One Xs do I sell, or how many Ss do I sell, or even how many of one individual game that I sell. I look at, are we growing the number of people who have a relationship with Xbox in some way? [It] could be an Android customer in China playing Minecraft, but that's a person who's connected to our platform who's able to use Mixer, who's able to connect to Xbox Live, meet their friends online. That's really the metric for growth right now."

Ultimately, the real metric for growth is money. Microsoft's latest financial report states the company's revenue has increased by 12%. Profit has increased by 18%. The company's share prices have tripled in the five years since Nadalla took over and began implementing this collaborative strategy.

In that sense, it seems an obvious move to bring Xbox Live to other consoles and to mobiles: it gets the Xbox brand too, potentially, an additional 2 billion devices by Microsoft's calculations. Nintendo, in particular, is the gateway to gaming for millions of children around the world--Sony Worldwide Studios president Shuhei Yoshida once said the games industry "needs Nintendo to be very successful" for this very reason. Those children will soon possess not only a gateway but a direct pathway to the Xbox ecosystem.

But there's an elephant in the room: Sony is, thus far, not mentioned anywhere in Microsoft's plans for Xbox Live expansion. Whether that's because the PlayStation-maker wasn't asked, or because it didn't agree with Microsoft's collaborative strategy, isn't clear. What is clear is that the Japanese company has been less willing when it comes to joining forces than its competitors: it resisted the temptation of cross-play, for example, for many years, saying the PS4 was the best place to play and that's the end of it. It finally succumbed to the pressure, but only in Fortnite at first, and only in beta form.

The leaks and rumors all seem true--Apex Legends is here, and it's a new challenger in the Thunderdome of battle royale games.
The free-to-play title from Respawn Entertainment is part of the developer's Titanfall universe, and while the game was just announced, it's already available on PC, Xbox One, and PlayStation 4.

Respawn teased the game on social media over the weekend following leaks that spilled some details onto the internet. The developer made a live stream to deliver the official announcement and a first look at the game. Apex Legends follows battle royale games like Fortnite and PlayerUnknown's Battlegrounds while making a few key changes to the formula.

First, it's a wholly team-based game, with 20 teams of three players facing off on one huge map. Like other games in the genre, you and your squad enter Apex Legends with no weapons or items and have to scavenge everything you need to be the last team standing.

The big difference between Apex Legends and other games like it is the inclusion of characters you choose from at the beginning of a match.

Each character has a different role in your squad and different special abilities, including ultimate abilities that charge up over time. You're still finding all your guns, armor, and items on the island, but you have specific capabilities you can combine with your teammates that affect your strategy.

There are eight characters, or Legends, in the game at launch, and Respawn will be adding more over time.

Respawn also has an innovative addition to battle royale in its ping system. With one dedicated button, you can "ping" locations, objects, and other players, marking them on your teammates' screens and drawing their attention to them.

Ping a piece of loot and your character will call it out and mark it for someone else, should they need it, while pinging enemies allows you to call out their location to your squad.

The system is pretty robust, making it possible to communicate well with your squad without ever talking to them--which is handy for matchmaking games where not everyone might have a headset.

Apex Legends' free-to-play status means it also includes microtransactions and in-game purchases for cosmetic items. You can buy premium currency to purchase items and loot boxes, called Apex Packs, and you'll also earn in-game currency and packs as you play.

Six of the game's characters are yours when you fire up Apex Legends, with two more purchasable with either in-game currency or premium currency.

Pete Buttigieg, an openly gay mayor who is running for US president, said Sunday he believes America will judge him based on the quality of his ideas and experience.

Buttigieg, the mayor of South Bend, Indiana, launched his candidacy for the Democratic presidential nomination in January.

If elected — which for now seems unlikely — Buttigieg, a former naval intelligence officer who served in Afghanistan, would become the first openly homosexual president of the United States.

Caverton Offshore Support Group Plc, the public limited company holding Caverton Helicopters Limited and Caverton Marine Limited, has released another helicopter to Vice President Yemi Osinbajo.

The Independent National Electoral Commission on Sunday issued a stern warning to its staff against collecting inducements from anyone during the forthcoming general elections.
It also said that the results of the elections will be collated and transmitted manually throughout the country.

National Commissioner and Chairman Information and Voter Education of the commission, Mr. Festus Okoye, said these while speaking with journalists in Abuja.

He said the inability of the commission to adopt electronic transmission was because of the non amendment of the electoral laws, which he said would have accommodated it.

Pope Francis landed in the United Arab Emirates on Sunday for the first-ever visit by a pontiff to the Arabian Peninsula — the birthplace of Islam.
The pope touched down in Abu Dhabi for the 48-hour trip during which he will meet leading Muslim clerics and hold an open-air mass for some 135,000 Catholics.

The pontiff will take part in an interreligious conference on Monday, meeting Sheikh Ahmed al-Tayeb, the imam of Cairo’s Al-Azhar, Sunni Islam’s prestigious seat of learning.

Hours before he flies back to Rome on Tuesday, he will lead mass in a stadium in Abu Dhabi — set to be the largest gathering ever in the UAE, according to local media.

Barely four months after it was taken over from Skye Bank, the Asset Management Corporation of Nigeria (AMCON) has said Polaris Bank will be put up for sale after the 2019 elections.

According to a report by Reuters, this was disclosed by Jude Nwauzor, the AMCON spokesman, on Tuesday. Speaking on plans for the sale of the bank, Nwauzor said: "The election season has slowed down things.
