I think it depends on the school and if they want to mirror how things are done abroad (EU, US,etc).

Kids do not wear uniform till they get to primary 1 (which is usually at age 4 - 5 depending on the country and what month of the year the child is born).

If the school is of good standard,wearing uniform or not will be the least of my worries. I am more concerned on what activities they engage the child with.

Regarding what class they should be in, it really depends on their age, what skills they've acquired and the school's placement policy. For example, if kids in the 24months class engage in activities such as painting, it pointless putting a 20months old child that cannot hold a pencil or a paint brush properly in the same class.
