Borno State Governor, Professor Babagana Umara, has donated some parts of the enclave of the Boko Haram, Sambisa forest, for the controversial Rural Grazing Area (RUGA) programme.

The governor also mobilised the Nigeria Security and Civil Defense Corps (NSCDC), Agro Rangers and hunters to secure the large expanse of the forest and make it safe for the scheme.

The allocated area (forest) covers six council areas of Konduga, Bama, Gwoza, Chibok, Damboa and Askira/Uba.

The governor made the decision public last Monday when he hosted the Shehu of Borno, Alhaji Garbai El-Kanemi, who paid him Sallah homage.


He said the deployment of agro rangers, vigilantes and hunters are to protect farmers and herders in their respective communities.

Umara told the monarch that the state government would also deploy an Emergency Rapid Response Team (ERRT), comprising of security personnel, to protect commuters and rural dwellers against Boko Haram insurgents and bandits.

According to the governor, “This administration is determined to strengthen the security architecture to encourage farming and herding activities across the state.


“We’re also distributing 80 patrol vehicles to the response team so that farmers, herders and commuters could move as well as travel within a radius of 30-40 kilometres of Maiduguri metropolis.”

Umaru said the security response team, comprises 500 troops and hunters that know the terrain of the forest.

On RUGA implementation, he said: “About 75 trained agro rangers and 300 hunters will also be mobilised next week to enable farmers cultivate their farmlands that were prevented by terrorists’ activities.


“The state government is determined to address the root causes of insurgency through improved security; fight against drug abuse and enhance food security with increased job creation among unemployed youths.”

He revealed that the state government had also embarked on vegetation and bush clearance of 187-kilometre Maiduguri-Damboa-Biu road, noting that the exercise would ensure safety of travelers and motorists to ease movements of goods and services in the state.

The governor also directed the immediate demolition of illegal structures in the metropolis, adding that the structures are suspected to be used by prostitutes and illicit drug dealers, and must be checked to sanitise the state capital.


In his response, the monarch, who commended the governor, called for an effective security measures along with the demolition of illegal hotels in Maiduguri.

Acting chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, has said that corruption is killing the country’s growth.

Magu said this at the weekend while addressing 328 EFCC detectives superintendent cadet-trainees at the Nigerian Defence Academy (NDA) in Kaduna State, Igbere TV reports.

The acting EFCC chair was represented by the EFCC Training Academy Commandant, Prof. Ladi Hamalai.

He urged the cadet-trainees to adopt discipline and patriotism as they join the fight against corruption.

“Corruption is killing the country. The economy can’t grow and the infrastructure can’t be provided, not because of lack of funds but mainly due to corruption,” Magu began.

“This is why I said you are a special force because you need to be mentally ready and prepared to be able to fight corruption. Do you have the will to fight corruption?

“Are you mentally prepared and ready to fight corruption? Can the nation rely on you? We hope the nation can be better because of you.”

What is the offense of His Excellency Governor Ifeanyi Ugwuanyi? I don’t want to believe that the recent attacks on his person are being sponsored by politicians who are not happy that he believes in ‘live and let live.’
Those who don’t believe in an all inclusive government. A style that has made Enugu politicians see one another as brothers rather than enemies in the name of politics.
Some say he is not a politician but his style has proved bookmakers wrong. His re-election was a clean sweep even against the ruling party at the center. Is it not a commendable political feat?
Reading a piece attributed to one Rev. Fr. Ike Odigbo one would not help but feel an undertone of mischief.



I am a Catholic, and I have so much respect for Catholic Priests, but it’s either some of them don’t understand the ‘politics’ involved in the recent attacks and have unconsciously been dragged into the fray or have allowed themselves to be caught in the Web of a political battle. I don’t want to say that my respected priests are being used even without their knowing it.
The priest titled his write-up ‘Insecurity in Enugu…’ and from the first line heaped all attacks and blames on the governor.
There was no mention of the police, army or other security agencies whom it is their immediate responsibility to provide security.
Also, Security falls within the Exclusive List and as such an exclusive of the Federal government.. Appointments and postings of Commissioner’s of Police and other security Chiefs are strictly under the federal government. Thus, the call for community and State police in some quarters so that the states can take responsibility for their security.
Yes, we agree that the governor is the Chief Security officer of the state but the police, Army and other security agencies are not under his control.
I don’t think he is expected to carry guns and go into the bushes to protect his people.
Rather his duty is to provide logistics and other incentives to make the security agents discharge their duties effectively. This he has been doing to the best of my knowledge.
We all remember what happened before the Nimbo herdsmen attack. There was a security report of an impending danger. The governor summoned an emergency meeting and was re-assured by the CP and other security heads, yet they failed. Would you blame the governor for this? All that followed is now history and those who failed in their duties were reprimanded.
Let us take the issue of kidnap of a priest in Ezzeagu. Few years back kidnapping went to an all time high in the South-East to the extent that an army Special Squad was deployed to Abia State where the notorious Osisi-Kankwu was gunned down.

The business of kidnap also boomed in Anambra but the intensified efforts of security agents helped stem the massive tide.
In Enugu the brother of late Minister for Information Dora Akunyili was kidnapped, there was another memorable kidnap of a woman whose son is a successful business man. She was killed and buried in a forest in Nkwerre Ezukalla in Anambra State.
The list of kidnap in Enugu and of-course the rest of the South East was endless. It was like an epidemic that ravaged the South East, Catholic Priests were also victims, yet nobody blamed the governor then Sullivan Chime and his colleagues for the rise in kidnapping.
The Ezzeagu priest was kidnapped from the parsonage and when the alarm was raised the villagers went in search of the priest. Unfortunately his body was found.
Yes, the Nenwe episode. The report was that the villagers drove away herdsmen from their community. If you have a friend from Nenwe, or you want to find out things for yourself, visit the community and I can comfortably say that herdsmen are still there.
Herdsmen are in Nenwe and have been accommodated by the community. What happened was that the people woke up that morning and saw a staggering number of cows passing through the community.
Afraid that they were about to settle asked them to move on. That was the video that went viral. Rev. Fr. Odigbo please go and find out for yourself if herdsmen are still in Nenwe.

In most of our communities the Fulani herdsmen have been accommodated for decades while the traditional rulers reap the dividends and royalties, yet nobody wants to recognize this.
The duty of securing our communities starts from each of us as individuals. It continues with our village heads, traditional rulers, Town Union leadership, councillors and Local Government chairmen, it is not for our governor alone.
Even the police who it is their primary responsibility cannot work without information because they are not ubiquitous neither are they spirits.
The priest in his write-up almost exposed himself when he wrote…”The way he is going, with rising insecurity in the land, I doubt if he will complete this second term…”

I like critics, but sir your write-up is far from a critique. You never saw anything good the governor has done.
You couldn’t even give him the credit of being the first in the South East to setup forest guards as agreed by the South-East Governors.

The police will always tell you that crime can never be eliminated but can only be curtailed. So blaming a peaceful governor for any crime in Enugu is totally wrong as nobody can blame you for the sins of the congregation of the Church you are managing.
In case you have not heard of this, a policeman was shot recently between 7th or 8th August along Nike Lake Road, Enugu.
The Keke reportedly slowed down at the check-point and shot at the police man. Would you also blame the governor here?
The police at Abakpa have been very notorious in toll collection to the extent that all keke riders pay a certain amount on daily basis.
People have differences. People quarrel, they fight, these could be motives for murder. We have heard of son stabbing mother to death in the same house.
I am not holding forth for the governor, I will criticize him if the need arises but in the present situation we all must tread with caution and individually contribute in our little ways to help in securing the state.
I know that some politicians are not happy that Ugwuanyi brought back former governor, Chimaroke Nnamani into political reckoning once again but the church must not allow itself to be used in a revenge mission.
The fake videos have continued to fly on the social media all in attempt to malign the governor. It’s however worrisome that the Catholic Church is being used to settle political scores.
The governor, however, is a Catholic, same with his deputy, Speaker and even the Chief Judge of the State. So, whose script is on play?

My car often finds it difficult to select the second gear after I have entered the D and begin moving. But when it finally select the second gear and accelerates, the rest of the selections becomes easy and normal without qualms.

However, in some occasions, it selects easily and the delay will not occur.

President of the Senate, Ahmed Lawan has suggested the amendment of the Land Use Act of 1978 to address the problems of housing deficit in the country.

Lawan said this in Abuja on Monday at the 13th Abuja International Housing Show with the theme: ”Driving Sustainable Housing Finance Models in the Midst of Global Uncertainties”.

“I am aware that there are critical areas that require legislative intervention such as the land use act, the National Housing Fund, housing regulation, and many more enabling policies.

“It is in my agenda to see to it that all policies required to get us closer to our collective dreams are achieved,” he said.
Represented by Sen. Ashiru Oyelola, Lawan said that the show would be used to dialogue on developing issues.
He said it would be used to fashion out ways to work as a team of collaborators and proffer sustainable solutions that will improve the quantity and quality of housing delivery.

“It is indeed remarkable to have a platform like this for all major stakeholders in housing and construction to dialogue on developing issues and fashion out ways to work as a team.

“This will help the country proffer sustainable solutions that will improve the quantity and quality of housing delivery,” he said.
According to him, there is no better time for the country to move faster in its ambition to provide decent shelter for everyone.
`It is indeed a core mandate for us to deal with one of man’s greatest needs with the urgency and competence that it requires.
“As the Senate President, I recognise the importance of housing, and even more so, the ability of forums such as this to influence housing policies.

“There is a lot for everyone to take from a forum of this magnitude in order to contribute qualitatively to whatever our stakes are in the sub sector,” he noted.

The Managing Director of the show, Mr Festus Adebayo, reminded the audience that Abuja International Housing Show was not a talk show.
“We are here to use this medium to proffer practical solutions to familiar problems, with far reaching effects across the continent,” he said.
Adebayo said that the project was out to realise a housing sector that would not only shelter man, but contribute to the Gross Domestic Product (GDP), provide jobs and economic opportunities.

He said that the show would open doors of opportunities for developers, mortgage banks, investors and governments to access alternative and cheap finances for housing and construction projects.

“From previous experiences, developers and investors have been able to key into numerous funding options that are presented at the show,” he said.

Adebayo said that the previous shows were able to attract the right local and global audience with competitive value and substance.
Chairman on the occasion Ibrahim Bunu, former Minister of the Federal Capital Territory, said that assembling local and international stakeholders of repute to deliberate on the way forward for the critical sub-sector of the economy was no mean feat.

He said: “the global housing market including Nigeria is in desperate need of new ideas and alternatives to financing housing development.
“I am aware that recommendations from previous shows have greatly influenced housing legislation, innovations, and served as a platform to call relevant stakeholders to action.

“ I am confident that this event will demystify the barriers and suggest the most sustainable and practical approaches to a robust housing sector that not only provides shelter, but jobs and economic opportunities,’’ he said.

The Land Use Act 1978 does not affect housing deficit in Nigeria.

Other Laws relating to housing may, but not the Land Use Act. Lawan and his likeminds should not insult our collective sensibilities.

One good law operating in Nigerian in the interest of all Nigerians be it North, West, East or South is The Land Use Act. Some people may see it as a barrier to their objectives and intends to subtly tamper with it. The good news is: Other Nigerians are awake now.

Rubbish, am really sad how certain elements has decided to bring this herdsmen issue into our system. The painful thing is that the herdsmen are actually not doing these but specifically recruited elements who appear as herdsmen. The hatred being castigated on these herdsmen is what will eventually divide Nigeria.
