I think it's unfair to use Delta State loot to fund key regional projects.

On a second thought, Okowa will just share that money with Ibori if it ever returns to that state.

IMO, anti-graft agencies should have an in-house unit which ensures that government officials use recovered loots for the purposes they are intended to. So, every recovered loot should be returned to the state it was stolen from with the agency keeping close tabs on how it is spent.

Similarly, when loots are recovered through a legal proceeding with the federal antigraft agency pursuing such cases, the FG and state (where the loot originated from) should share the recovered loot in a certain percentage, say State: 70%, FG: 30%.
Delta state can only partake in that money through diplomacy.
Ibori's case was tried in Nigeria from high court up to supreme court. Delta state denied that their money ever lost and that he was not a thief. They refused to cooperate but hired lawyers to frustrate the case, defend and freed their Oil Sheikh. They succeeded.
Now that he has been prosecuted and convicted abroad and the loot is about to be rriureturned they are talking balderdash.
They have lost every legal right to that money as per as Nigerian courts are concerned.
If they are wise they should appeal through diplomacy for natural justice to apply.
I am not against Delta partaking in that money but just highlighting that hypocrisy is a monster that often devour its owner.

Wike should list what PDP federal government did in Rivers state in their sixteen years of misrule.

We’re all probably familiar with the itchy red bumps that develop after we’re bitten by mosquitoes. Most of the time, they’re a minor annoyance that goes away over time.

But do you ever feel like mosquitoes bite you more than other people? There may be a scientific reason for that!

What attracts mosquitoes to certain people?

A variety of factors can attract mosquitoes to you. Here are a few:

CARBON DIOXIDE
We all emit carbon dioxide when we breathe out. We also produce more when we’re active, such as during exercise.

Mosquitoes can detect changes in carbon dioxide in their environment. Research has shown that different mosquito species may respond differently to carbon dioxide.

An increase in carbon dioxide can alert a mosquito that a potential host is nearby. The mosquito will then move toward that area.

BODY ODOR
Mosquitoes are attracted to certain compounds that are present on human skin and in sweat. These compounds give us a specific odor that can draw mosquitoes in.

Several different compounds have been identified as being attractive to mosquitoes. Some that you may be familiar with include lactic acid and ammonia.

Researchers are still investigating the causes of the variations in body odor that make certain people more attractive to mosquitoes.

Causes could include genetics, certain bacteria on the skin, or a combination of both.

Body odor itself is determined by genetics. If you’re related to someone who is often bitten by mosquitoes, you may be more susceptible too. A study published in 2015 found that mosquitoes were highly attracted to odors from the hands of identical twins.

Skin bacteria also play a role in body odor. A 2011 study found that people with a high diversity of microbes on their skin were less attractive to mosquitoes.
The researchers also identified specific species of bacteria that were present on people who were highly and poorly attractive to mosquitoes.

COLORS
Research has shown that mosquitoes are attracted to the color black, but little is known about why. Regardless, if you’re wearing black or other dark colors, you may be more attractive to mosquitoes.

HEAT AND WATER VAPOR
Our bodies generate heat, and the levels of water vapor close to our skin can vary depending on the surrounding temperature.
As a mosquito gets closer to us, it can detect heat and water vapor. This can play a role in whether it decides to bite. One study found that mosquitoes move toward nearby heat sources that are at a desired temperature.

These factors can also be important for host selection. Other animals may have differences in body temperature or water vapor throughout their bodies. These variations could be unattractive to mosquitoes that prefer to feed on humans.

LEARNING
Mosquitoes could learn to prefer a certain type of host! They may associate certain sensory cues, such as scents, with hosts that have given them a good-quality blood meal.

An older study of transmission of mosquito-borne disease found that 20 percent of hosts accounted for 80 percent of disease transmission in a population. This could mean mosquitoes are choosing to bite only a fraction of people within a population.

ALCOHOL
A small 2002 study looked at the effects of alcohol consumption on attractiveness to mosquitoes. The researchers found that people who had consumed beer were more attractive to mosquitoes than people who had not.

PREGNANCY
Studies have shown that mosquitoes appear to be more attracted to pregnant women than non-pregnant women. This may be because pregnant women have a high body temperature and exhale more carbon dioxide.

While many kidnap kingpins have been busted by men of the Nigerian Police and alleged suspects of murder cases arrested and arraigned before court of competent jurisdiction under the three years of the ruling All Progressives Congress (APC), that cannot be said to have occurred under the 16 years of PDP led government.

NOTABLE ASSASSINATIONS BETWEEN 1999 – 2014

The late Bola Ige, a former Attorney General of the Federation was shot dead in his bedroom in Bodija, Ibadan on December 23, 2001.

Similarly, Chief Aminasaoari Dikibo, PDP Deputy National Chairman was ambushed near Asaba in daylight and was murdered in October 22, 2004.

The gruesome cold blood murder of Dr. Harry Marshal on March 05, 2003,

Janet Oladape, PDP leader in Odigbo LGA clubbed to death by gunmen on August 13, 2002.

Alhaji Ahmed Pategi, Kwara State Chairman, PDP, murdered at Aiyetoro, in Kogi State, on the 15th of August, 2002.

Barnabas Igwe, Chairman, Nigeria Bar Association (NBA) and his wife, Abigail Igwe, murdered on the 1st of September, 2002.

Victor Nwankwo, younger brother of Arthur Nwankwo, founder, Eastern Mandate Union (EMU) assassinated on August 29, 2001.

Momoh Lawal, relation of Akaaba, former Chairman, Okene LGA in Kogi killed on March 5, 2001.

Odunayo Olagbaju, member, Osun House of Assembly, killed in Ile-Ife on December 21, 2001.

Chimere Ikoku, former Vice Chancellor, University of Nigeria, Nsukka, Enugu State, was killed in his residence in on 20th of October 2002.

Dele Arojo, PDP guber aspirant, was killed by unknown assailants in Lagos on November 25, 2002.

In February, 2003, Chief Ogbonnaya Uche, All Nigerian Peoples Party (ANPP) senatorial candidate in Imo State was assassinated.

Theodore Agwatu, Principal Secretary to the Governor of Imo State, was killed in February 2003.

Mrs. Emily Omope, an Alliance for Democracy (AD) Woman Leader died in March, 2003 at University College Hospital, Ibadan after an acid attack in December, 2002 by unknown persons.

In February 2003, Ogbonnaya Uche, ANPP senatorial candidate for Orlu was killed in his home residence by unknown gunmen. Killers are yet to be found till date.

Andrew Agom, A member of PDP Board of Trustees and former boss of Nigeria Airways, was also killed on March 4, 2004. Agom was on the entourage of the former Benue State governor, Senator George Akume, when he was killed.

Death moved to the South West on May 15, 2005 with the murder of leading financier of Oronmiyan Group, a socio-political organization, Alabi Okoju, at Gbongan, Osun State by assassins.

In July 2006, Lagos PDP gubernatorial aspirant, Funsho Williams was killed at his Dolphin Estate home in Ikoyi.

Former World Bank consultant and PDP guber aspirant in Ekiti State, Dr. Ayo Daramola, was also murdered in 2006.

Kehinde Fasubaa, a look a-like twin brother of Taye Fasuba, then Ado-Ekiti LG Chairman was killed on January 03, 2009. Taye Fasuba himself escaped death in 2004.

Dipo Dina, fell to the bullets of assassins On Monday, January 25, 2010 around Covenant University, Ota. The late Dina was defunct Action Congress (AC) gubernatorial candidate in 2007.

Nicholas Okhuakhua was shot dead in June 2000, in Lagos.

Mohammed Shuaibu was shot dead in September 2000, in Lagos.

Obatou Mumbo was shot dead on October 17, 2000 in Onitsha.

Idowu Braimoh was shot dead on November 5, 2000 in Ondo State.

Joseph Osayande was shot dead on December 4, 2000 in Benin State.

Chief Layi Balogun was shot dead on December 10, 2000.

Monday Ndor was shot dead on August 19, 2001, at Port Harcourt.

Onyebuchi Ede was shot dead on August 23, 2001 in Ebonyi.

Chibueze Idah was shot on August 23, 2001, in Ebonyi.

Ogbonna Odimbaiwe was shot on August 23, 2001, in Ebonyi Shot.
