The Nigerian Communications Commission (NCC) has directed all mobile network operators to commence implementation of approved harmonised short codes (HSC) in order to provide specific services to telecom customers. Short codes are numbers shorter than full numbers which can be used to address wireless short message service (SMS), multimedia messaging services (MMS), as well as and voice services from mobile phones or fixed lines. While there are numbers unique to each operator, there are also common short codes (inter-operator). In a recent statement by Reuben Muoka, NCC’s director of public affairs, the commission said the new policy was in line with its consumer-centric approach to telecom regulation. The deadline for all mobile networks to completely transition from the previously disparate short codes to the harmonised codes, according to the NCC, is May 17, 2023. The commission said the use of HSC is aimed at achieving uniformity in common short codes across networks. “This means that the code for checking airtime balance is the same across all mobile networks for the same function, irrespective of the network a consumer uses,” the statement reads. “With the new codes, the telecom consumers using the over 226 million active mobile lines in the country, can now use the same codes to access services across the networks.” Consequently, NCC said under the new HSC regime, 13 common short codes have been approved by the commission. “They include the following codes: 300 to be used as the harmonised code for call centre/help desk on all mobile networks; 301 for voice mail deposit; 302 for voice mail retrieval; 303 for borrow services; 305 for stop service; 310 for check balance, and 311 for credit recharge,” it said. “Also, the common code for data plan across networks is now 312. In line with the new direction, 321 is for share services, while 323 is for data plan balance. “The code, 996, is now for verification of subscriber identity module (SIM) registration/NIN-SIM Linkage. The code, 2442, is retained for do-not-disturb (DND) unsolicited messaging complaint management, while the common code, 3232, is also retained for porting services, otherwise called mobile number portability.” The NCC added that the old and new harmonised shortcodes will run concurrently up until May 17, 2023, when all networks are expected to have fully migrated to the new codes. “The period between now and May 17, 2023 is provided by the NCC to enable telecom consumers to familiarise themselves with the new codes for various services,” the commission said. “The initiative, which is in line with NCC’s regulatory modernisation programme, is essentially to make life much easier for telecom consumers, as it is now easier for Nigerians to memorise single codes for various services across all mobile networks they may be using, thereby improving consumer quality of experience “In addition, the new policy will provide opportunity for licensees in the value-added services (VAS) segment of the telecoms sector to be able to use freed-up/old codes for other services, as well as enhance cohesive regulatory framework in keeping with world-class practices. https://www.thecable.ng/310-for-balance-check-call-centre-now-300-ncc-approves-harmonised-short-codes-for-telcos/amp |

The Arewa Consultative Forum (ACF) has asked Bola Tinubu, Nigeria’s president-elect, to ignore voting patterns that brought him into power. Announcing the results early on Wednesday, Mahmood Yakubu, chairman of the Independent National Electoral Commission (INEC), said Tinubu secured a total of 8,794,726 votes to win the polls. Atiku Abubakar of the Peoples Democratic Party (PDP) had the second-highest figure with 6,984,520 votes, while Peter Obi of the Labour Party (LP) was next with 6,101,533 votes. In a statement on Wednesday in Kaduna, Murtala Aliyu, secretary-general of the forum, congratulated Tinubu and urged him to treat all Nigerians as one big family. “In offering our congratulations to Bola Ahmed Tinubu, the winner of this (Presidential) election, we hasten to remind him that he does not have all that much time to redeem his pledge to become a leader and unifier of all Nigerians,” Aliyu said. “ACF welcomes his promise to run an inclusive government made in his acceptance speech. “To become a leader of all Nigerians requires him to ignore the voting pattern that brings him to power and treat the entire country as one big family. “This is more so because no nation thrives through the victory of its factions but by ultimate reconciliation.” However, the forum highlighted that despite the majority of good remarks from observers, there were avoidable mistakes and obvious incompetence made by officials at all levels in the electoral process. “It has to be admitted (that) no one in good conscience ever thought an exercise as gigantic as conducting a general election in a country of over 200 million people would go without hitches or setbacks,” Aliyu noted “No country under the sun has ever conducted elections that are perfect, without errors. “We are after all, still early within our learning curve in this democratic experience. “Anticipating shortcomings, our laws have already provided for judicial mechanisms for resolving or redressing possible disputes and disagreements among the contestants,” the statement said. “Those who failed to win this time should know that they have several opportunities to try to do so in the future. “They should therefore exhibit the spirit of sportsmanship. “The ACF makes bold to say that Atiku Abubakar, the presidential candidate of the main opposition party, the PDP, Peter Obi of the Labour Party, Musa Rabi’u Kwankwaso of NNPP and the other presidential candidates that stood against Bola Ahmed Tinubu of the APC, all ran admirably strong and sophisticated campaigns. “With a few exceptions, they tried this time around to pursue issue-based campaigns. “They should all be justly proud of their achievements. “For Peter Obi and Musa Kwankwaso, in particular, who are relatively younger and have age on their side, it is clear that they have established their credentials as powerful presidential candidates which may be helpful in the years to come.” https://www.thecable.ng/arewa-forum-to-tinubu-ignore-voting-patterns-treat-the-country-as-one/amp |

A Presiding Officer in Abia State uploaded a selfie on the Independent National Electoral Commission (INEC) Result Viewing (IReV) portal instead of the result sheet of her polling unit. Journalist, Jaafar Jaafar disclosed this via Twitter on Monday February 27. The (IReV) is a platform created by INEC to provide real-time transmission of election results from polling units to the central collation centre. Samuel Ortom, governor of Benue, has lost his senatorial bid to Titus Zam, the All Progressives Congress (APC) candidate. Rufus Shaato, the returning officer for Benue north-west senatorial election, announced the results on Monday at the INEC local government collation centre in Makurdi, the state capital. In a race to clinch the state’s north-west senatorial seat, Zam raked in 143,151 votes to defeat Ortom who got 106,882 votes. Ortom had earlier said he was ready to lose his bid to ensure Peter Obi of the Labour Party (LP) wins the presidential election. The Benue governor is also part of a five-member group of the Peoples Democratic Party (PDP) — G-5 governors — who are at loggerheads with the national leadership of the party. The chairman of the Peoples Democratic Party Chairman in the Federal Capital Territory, Sunday Zaka, has been reported dead. Zaka was said to have died around 3 am on Saturday after a fatal accident while on his way to his residence in Kuje. He died alongside his personal security aide after some party activities in the city centre. Though the logos of the 18 registered political parties including the Labour Party are on the ballot papers for the presidential election, our correspondent observed that only eight parties are duly represented on the ballot for the senatorial election. The parties are the Accord party, the African Democratic Congress, All Progressives Congress, New Nigeria’s Peoples Party, National Rescue Movement, Peoples Democratic Party and the Zenith Labour Party. At least three persons are feared dead following a violent protest over the scarcity of Naira notes in Benin city, Edo state today, February 15. The protesters attempted to break into the State branch of the Central Bank of Nigeria (CBN) located along Akpakpava Street, a commercial nerve center in Benin City, where most commercial banks are also located. Thereafter, they attacked some commercial banks located in the area. The Indigenous People of Biafra ( IPOB) says Igbo have the right to vote for any party of their choice. In a statement issued on Wednesday, Emma Powerful,bIPOB spokesperson, said while the group’s main demand is a referendum for self-determination, people from thesouth-east have the right to vote for any candidate of their choice in the elections. IPOB warned that it won’t tolerate any attack on Igbo because of their choice of candidate or if they decide not to vote. Powerful said the group’s attention was drawn to a “threat from a small village monarch in Yoruba land to the effect that they will deal with non-indigenes, especially Ndigbo who don’t vote in the upcoming elections according to the wish of the monarch”. “This sort of threat tells you all you need to know about the Nigerian selection process which they like to call anelection,” the statement reads. “IPOB as a freedom movement do reaffirm our non- recognition and or participation of (in) the Nigerian electoral process because the results do not represent the will of the people.” “While we Biafrans await a date for a referendum, nobody should threaten Ndigbo and Biafrans residing temporarily in other parts of Nigeria for any reason. “IPOB want to state unequivocally that any attack in any part of Nigeria on the Biafran people or the Igbo Nation or their properties on account of the choice of individuals to participate and vote according to their conviction during this so-called election will be met with adequate and commensurate action. “We urge men and women of good conscience in the North and West to caution their traditional rulers and politicians who want to use Ndigbo and Biafrans as scapegoats in this skewed election process to be very careful and retrace their steps. Gone are the days when Ndigbo will be threatened and intimidated during elections. “As long as Biafrans have not been given the opportunity to exit Nigeria via a referendum, IPOB will not stand by and watch anyone Nigerian or non-Nigerian threaten Biafrans or carry out such threats against us and get away with it. “Even as IPOB do not wish to be drawn into the zoo politics, nobody has the right to threaten Ndigbo or attempt to compel them to vote for a particular party or candidate. Peter Obi, presidential candidate of the Labour Party (LP), says Rilwan Akiolu, the Oba of Lagos, was not “readily available” when he wanted to pay a visit. Speaking on Monday in a Channels Television interview, Obi dismissed claims that he deliberately refused to visit the Oba of Lagos. Over the past days, there have been claims in some quarters that the Lagos monarch rejected Obi’s request to visit the palace during the Labour Party (LP) presidential campaign rally. On Saturday, Obi visited some places in Lagos and held a rally at the Tafawa Balewa Square, Onikan, Lagos. On Monday, the LP candidate took his campaign to Computer Village and Ladipo spare parts market — both in Lagos. Addressing the issue, the former Anambra governor said comments that the Lagos monarch refused to see him were “untrue”. “I have lived in Lagos for a very long time and everybody knows that I have the utmost respect for the Oba of Lagos,” he said. “And I have always done so to every other traditional ruler. “Everybody knows that on my arrival in Lagos I did ask that I want to visit the Oba, who I regarded as a father figure anytime and anywhere. “Some even said ‘Oh, he refused to see me or he did not want to see’.
