However, I belive people no longer do terrazzo flooring due to the tiling trend in vogue,to be honest with you I still prefer terrazzo flooring over tiles if properly done,I once lived in a rented apartment with terrazo tiles some 9 years ago it was awesome. And the design will still beat some of today's tiling works,People with such expertise would have switched to what's in vogue now as I know terrazo works involve special equipments.

I sincerely believe by the time Deji15 reads that write up he will definitely know some hidden truths on this discourse.

The lady was excellent in her delivery on the subject matter, this thing is simple sincerity,accountability and transparency if duly employed will go a long way to see the fruition of thish project at the shortest time possible.

This government really need to take a stock if ailing ,moribund and abandoned projects and draw up a road map to ensure completion of these projects with legislations put I place to ensure continuity and sustenance by subsequent governments ,I believe with this all the problems of unemployment ,youth restiveness et a will become a thing of the past and invariably there will be growth in our national GDP consistently from this sector in years to come .

I still believe NIGERIA will be great again if we decide to work together in oneness devoid of tribal,religious and political sentiments by being truthful in our dealings with each other .

The government is not sincere.

According to media reports from the Minister, the government was meant to buy back the plant, and re-sell it to another private company to revamp the plant. There was no mention of the government revamping the plant by themselves.

But out of the blue, the government is pumping money into the plant without dumping the plan of finding an investor to "revamp" the plant.

And by the way, they've already spent N3.8b on this plant in 2016. The N4.3b is for 2017. Noting that there is no mention of what stage of renovation they're at now, it could very well be that we could have to spend another N4b+ in 2018. And for what?

For a plant they're going to sell anyway! To the private sector! In a recession!

Someone is playing a fast one on us. It could very well be that they aren't spending sh*t on the plant, maybe a couple of millions to maintain a show of activity. And when they're done using it as a cash cow, they'll sell it to a company owned by a crony, who'd continue holding in trust for the next administration to use as their cash cow.

Now to the points raised above. To be honest, I do not know the intention of the government about this money being planned to be spent. But as an open-minded person, I will give them the benefit of doubt. The fundamental issue was that Nigerians like to play to the gallery and put the cart before the horse!! We got a lot of things wrong in the quest for technological advancement. Nigeria is a nation of "rent-collectors", to use the words of our own Prof Pat Utomi.

How on earth do we plan to have a steel industry that will be run by foreigners and only transferred to us like a bakery? How we raise highly skilled workforce, Research &Development Centers, system capability and so on should be our priority. In fact, we should have steel development as part of our own military industrial complex among other things. Nothing should be run in isolation. Unfortunately, we have politicians that want to run technical outfits like the MMM guiders run their shows. They just want to collect rent. Or out-rightly steel the money.

So, the concerns raised by the members of this forum are very valid, sadly.

My snag with this project is that it has been left to lie fallow over a long period of time-successive governments came on board appropriated money to this venture with the sole aim to ensure kick starting of massive off steel production and subsequently provide a means of foreign exchange generation by exporting finished product,All this fund injection never yielded the desired result as the efficient and effective management of the plant over the years was not feasible due to corruption.
Let's. Say this government is sincere in waking up this plant with the N4.3billion appropriation, the technology in use now may be obsolete as that will be a draw back in achieving efficiency of the complex.

My take is that there need to be a holistic overhaul to identify snags in the production process and other socio-political interference that can hinder the optimization of the plant and in same vein put In place control measures to isolate all these problems .

For transparency all these issues should be documented and put in public domain to increase the confidence of the populace on the transparency of the project then the people will believe the appropriation of funds to the plant is not an avenue for fund diversions by the political class.

I appreciate the back and forth argument from proponents and opponents of the FG initiative to position Nigeria on path of industrialization.

I personally support Nigeria's self reliant in steel production for the following reasons:

1. Steel is gotten from iron ore that is found in commercial quantity in Nigeria. It means that God has already given to us freely what nations like Japan will spend fortune to buy before their industries can produce steel.
2. There are thousands of steel grades that can be made depending on processing and additives. Some applications require very cutting edge steels that countries like US ensures that some other countries do not get through trade. For example, there are certain classes of super duplex stainless steels that US do not want other countries to have because of fear of using it for weapon development.
3. It has multiplier effect. Basically steel serve as starting point for many other components and industries. Spin-off industries can happen because of the locally available steel at cheaper rates.
4. Availability of steel components: steel are not normally produced and stored on the shelf. What that means is that some of the steel items are long lead items that require a long while to deliver because the steel mills in the world always have orders placed by customers and the more complex the steel grade, the longer it take to get it delivered.
5. Skills: to be sincere, steel metallurgy is not as easy as some opponents have made us to believe. It is a cutting edge scientific endeavor if you consider the entire spectrum of the discipline. To open your eyes to this, consider the issue that the soviet rocket designers and engineers were having back in the days. Their rockets were just exploding like balloon. It took the development of a category of high temperature stainless steel (composition of which is top secret by the way) to solve this problem. Certain skills have to be available in country for strategic purposes. I hope you are following.
6. Economic: Reason this with me please. If your salary can only support one tenth of your needs, would you rather not do some of the things you would have paid for by your self. Would you ask for someone to teach your kids when you can do it yourself? would you rather not cook your food instead of getting a cook? would you rather not learn how to cook Chinese rice instead of visiting chinese restaurant to spend money that you do not have? would you rather not have a farm where you can cultivate rice yourself?
7. Employment: I will not say much about this. If you are a Nigerian, you already know.
8. Other countries: I recommend you go through the American industrialization. The foremost things that helped americans was their early development of metallurgy. It also saved their ass during the war. It helps them till today. Do you wonder how they have the largest economy? Do you think it is facebook? please! . Read about industrial revolution (of Britain). Engineers from recent nations to develop, like S. Korea, India, Brazil, etc will laugh at the comments of the opponents here.
9. Transportation: even roads require steel input. Your heavy earth moving equipment are made of steel. your bridges are reinforced. What of rail system. Do you know how much tonnes of steel will be required?
10. Export: African Market is large. In the next twenty five years, Africa will be consuming steel seriously. We have our opportunity today to develop ourself to the Japan of Africa such that we will be buying even iron ores from other African countries and processing it for subsequent export. This seems to be sure for us as at today. This is an opportunity.

The way to innovate in a field is to learn the state of the art in the field you want to innovate in, not by getting involved in an irrelevant area which just provides one of many low-level materials you might indirectly need.

I suggest you do some reading on concepts such as "gains from trade" and "comparative advantage" to correct the faulty concepts you hold.

I really appreciate your contributions on this discourse, I don't see why people fail to understand the dynamics of the Ajaokuta plant as being a conduit pipe for fund siphoning by politicians.
Simple elementary economics make me to understand that for a country to improve its foreign exchange earnings it should invest in production of items where it has competive advantage in terms of cheap cost of production and availability of raw materials component for the production of the finished goods for export and local consumption.
In the 60s/70s we were major exporters of cocoa, groundnut ,rubber due to the fact that we had comparative advantage on these items ,I don't see why we should be wasting scarce resources in this dead plant when such funds can be used to improve other sectors of them economy which will have direct positive impact on the masses if judiciously allocated .

I quite agree with your postulation above,in reality most of the developed economy we try to emulate today are not really making much from steel production,but in technology,drug development ,software development ,manpower development et al.we are no longer in. The industrial age but technological age where we think outside the box to acheive excellence.
The government realy needs to come up with radical solutions to improving power,roads,rail in the country to be able to increase our GDP without these there. Will be no small scale industries or enterprise developing in order to add to GBP and improve lives of the common man like me and you.Continous injection of scarce resources into the Ajaokuta project without a corresponding northward improvement in return will really be like putting water in a basket.
But our leaders are well read and travel outside why can't they implement some of the lofty projects ,ideas they see when they travel abroad

Even efficient European and American steel producers are unable to compete with the Chinese, who have a serious domestic overcapacity problem, which they are trying to solve by dumping abroad.

Steel is a low-margin commodity business, and the Nigerian obsession with it just betrays ignorance and an obsession with prestige projects over economic realities. The truth is that the only people who have benefited from Ajaokuta over the last 40 years are politicians looking for an easy way to steal public funds.

Your comment got me thinking for you to say steel is a low margin commodity I believe you must be an expert in this field,we as Nigerians lack research capabilities and most of our business case analysis don't really paint a true picture of the reality,the Ajaokuta plant really needs a major overhaul of all its activities to determine the profitability of the project , i. Worked in Kogi state in 2004 -2007 and I cannot see any meaningful limprovement in its activities during my stay in the state.

If by your statement steel is a low margin commodity why can't we channel the resources to other high margin commodity-Agriculture and others for the time being and see how we could cut down on the cost element in the plant or invite credible investors for the time being to optimize plant potential for say 3 to 5 years and let's see how it goes

I normally wouldn't offer my opinion on such a thread because the juvenile delinquents will come out in droves, but it's important for public safety to educate reasonable Nigerians that it's deadly to drag gun from a police officer.

This is realy a mis-normal dragging a gun with a police officer is wrong he can be termed a robber trying to disarm a police officer on duty.

I had once plied that. Route some 3 years back ,I. Was stopped for tinted permit,the officer was happy that he had made a big catch since my car was a lagos Registration number,but when I brought out my tinted permit he took it to other vehicle.Owners parked for fake tinted permit or not having permit and showed them that mine was an authentic permit and allowed me to go without any stress .

We need to be careful when stopped by police officers,conduct ourselves with the minimum expected decorum.
