Babanginda aliyu is a politician and as a politician, you can get the other person to play to your tone as long as you hold the right cards. Which is what him and his colleagues did then. This has nothing to do with NORTHERNERS and the so called born to rule theory.

Ok if I may ask is this agreement binding on atiku abubakar, or is it binding on Buhari, how about, Donald duke, or ken nnamani, or Orji Kalu, or fashola. Ok what if ameachi or imoke decides to run for president by 2015 is this so called agreement binding on any of these individuals?

Thank you. It is indeed a "politician to politician" thing. I tried to point the obvious out, so issues could remain about politics, but some were clearly determined to be emotional and to pitch their tent ethnically . Ultimately, this always relegate common sense to the background and reduce threads like this to a hatefest where the essence of the message is lost to be replaced by crudeness. Is politics not about negotiation anymore? What is wrong with Aliyu saying GEJ signed an agreement with Northern Governors to do one term? Did they not indeed work for GEJ to defeat Atiku at the PDP Primaries?

All those gloating here and invoking the past , because they think GEJ played a fast one, are only being foolish and myopic. You still have to play and take part to win the game. It was in that spirit the Northern Governors worked for GEJ. As you mentioned, how is Aliyu's position binding on Buhari, Ribadu, EL Rufai and others for some to now be emotionally lampooning the North? As you stated , throw ethnicity in there and hate takes care of the rest to ensure intelligent discourse flies out of the window.

I personally think Jonathan will loose the next election if he dares to contest but what I will not accept are silly claims like these.

The North is a section of Nigeria and bound by the provisions of our constitution. They do not have the power to renegotiate the terms of that consitution either in the dark or in day light. If they so want power they should identify a Presidential candidate they think can move this country forward and show us his track record while also tell us what he will do in office.

I think Aliyu is invoking this so called agreement now because him, Lamido, Yuguda et al, against the advise of IBB and co, had delivered the States delegates GEJ needed to defeat Atiku at the PDP primaries. The thinking of Aliyu et al were two-fold. First, they thought by helping GEJ, who had pledged to do one term, they would have a clear path to the PDP Presidential ticket for 2015.

Two, Aliyu and other Northern 'young guns' thought supporting GEJ to gain 4 years strategically weakens the older power brokers in the North like Atiku, IBB, Cirmoma et al because those guys would be 4 years older by 2015 and politically weaker.

Finally, if you read again, you will note Aliyu stated that GEJ signed an agreement with Northern governors. He did not say GEJ signed an agreement with the North. That distinction must be made so we do not go on another round of Nairalanders unfairly ranting against the "born to rule" North. The Northern Governors, essentially limited to those within GEJ's own Party, did what they did for personal ambition so we must be careful not to drag the entire region into issues limited to the actions of a few.

Governor of Niger State Babangida Aliyu has revealed of the existence of an agreement signed between President Goodluck Jonathan and some Northern governors in which Jonathan pledged to do only one term of four years from 2011 to 2015.

The governor said it was on the basis of that agreement that himself and some other Northern Governors, especially those of the ruling Peoples Democratic Party supported the President during the 2011 Presidential election, a decision that majority of the people of the region found offensive.

To them, everything must start and end with the President as though we were operating a form of monarchy or dictatorship. They forget that in a democracy, there are certain functions that have been constitutionally delegated to other agencies of government for which the President, unless acting in a dictatorial manner cannot and should not be seen to perform. If we must practice democracy, we must be ready to obey the rule of law, no matter how inconveniencing or absurd it may be. This is one area I commend the late President Yar’adua.


The position of the law is that issues bordering on civil servant misconduct and discipline must be handled by the office of the Head of Service of the Federation. It is therefore both befuddling and absurd for the senate, who ordinarily should know better, to ask the President to sack a civil servant! When has it become the constitutional duty of the President to sack and discipline earring civil servants? Abdulrasheed Maina the man in the middle of the storm is neither a minister nor a political office holder, he is a civil servant for crying out loud and should be subject to the civil service rules!


The office of the Head of Service has the constitutional responsibility to discipline and dismiss all civil servants that have acted in contravention to the laws governing the service. One had expected the senate to direct the Head of Service to commence the process of dismissing Maina and not to give an ultimatum to the president to sack a civil servant. The position of the senate on this matter is both misleading and sets a dangerous precedence. The senate should not only be viewed as the bastion of the law, they should act in consonance to the provisions of the laws of the land.


We must begin to understand that the office of the President is an exulted one and therefore, should not be dragged into petty and trivial issues. The earlier we realize this, the better for us, this wobbly democracy we are practicing and the office of the President irrespective of who is occupying it. If care is not taken, someone will ask the president to issue query to a civil servant who comes late to work one day.

After all the shameful 'Voltron' work and insult inspired against the senate by the antics of some here, it seems our legislators were precisely correct asking GEJ to sack Maina for his refusal to appear before them and becoming unavailable to the Police.

President Goodluck Jonathan has ordered the Head of Service to commence disciplinary action against Chairman of the Pension Reform Task Force, Alhaji Abdulrasheed Maina, saying specifically that "section 030402 of the Federal Government’s Public Service Rules lists Absence from Duty without Leave as an act of Serious Misconduct punishable by dismissal".

Jonathan who had on Thursday stated through his Special Adviser on Media and Publicity, Dr. Reuben Abati that he was not shielding Maina had cautioned, however, that laid down civil service rule and procedure should determine Maina's fate.

But Abati yesterday told State House Correspondents that the matching order given to the Head of the Federal Civil Service by the president became necessary "following his receipt from the Inspector-General of Police of a status report on efforts by the Nigeria Police to execute the warrant issued by the Senate for the arrest of the Chairman of the Pension Reform Task Force".

The presidential spokesman said, "President Goodluck Jonathan today directed the Head of the Civil Service of the Federation to immediately commence disciplinary action against Alhaji Maina for absconding from duty.

Section 030402 of the Federal Government’s Public Service Rules lists Absence from Duty without Leave as an act of Serious Misconduct punishable by dismissal.

"In his directive to the Head of Service, Alhaji Isa Sali, President Jonathan noted that the Inspector-General’s report clearly indicated that Alhaji Maina had absconded from his official duties.


President Jonathan directed the Head of Service to act expeditiously on the disciplinary proceedings against Alhaji Maina and report back to him on actions taken".

Disclosing the content of the IGP's report that informed the president's directive, Abati said, "The Inspector-General of Police, Alhaji Mohammed Abubakar stated in his report to President Jonathan that after receiving the Senate’s warrant for the arrest of Alhjai Maina, he had constituted a team of detectives under the leadership of a Deputy Inspector-General of Police to find and arrest him in compliance with the Senate’s directive.

"The Inspector-General said that the police has since mounted surveillance at Alhaji Maina’s home and Office but has been unable to arrest him because he has gone into hiding and stayed away from both locations since the warrant was issued, leading to his publicly being declared wanted by the Police.

"Alhaji Abubakar assured the President that “intensive search” operations were still ongoing for the arrest of Alhaji Maina and that the Police will not relent until he is apprehended and produced before the Senate".

The Senate had on Wednesday handed down a two-day ultimatum to the president to sack Maina from the Federal Civil Service, saying Jonathan should choose between it and the pension task force chairman.

And it has further shown that the cabal after him has infiltrated the police and the Senate. “But here is a man, through whose effort, over N200 billion was recovered and saved for the country, among many other achievements. The records are there for all to see,” the source added.

It was lso gathered that most of the staff members of the office had since taken cover, following reports that the police might arrest all of them, since it had been unable to arrest Maina. Speaking from his hiding yesterday, embattled Maina said that “I am fast losing confidence in the country called Nigeria.

Imagine, I have suddenly become a villain for saving the country billions of naira, being stolen daily by pension thieves. “I’m saddened, demoralised by the whole mess. It is baffling that the hunter has become the hunted. It is simply ridiculous. How can one continue to fight for the country and the poor pensioners, when the system is so rotten to the effect that the thief catcher is being branded as the thief ?

“Already, I have gone to court to redeem my name, save my team, with a view to go further to expose the big names behind the cabal. But with what I have seen so far, I doubt if Nigeria is worth dying for,” Maina added.

Eziachi: The question is, didn't the so-called senators knew this fact that a president cannot just go in and sack a civil servant unlike a political appointee before their grandstanding orders?

Eziachi, remember when OBJ held Nigeria in bondage with Maurice Iwu? I knew OBJ , because he is a dictator and 'relic' from the past, simply did not have the moral ability to sack Iwu and would indeed use him forever if possible. Thinking Yar Adua was different, I was one of those who took to the net stating that Iwu must be sacked by Yar Adua for Nigeria to make progress. Obviously, better leaders being voted in, rather than the undeserving imposition being forced on the Nation, would deliver progress.

As we see 'Voltrons' here, hiding behind pseudo-legality, was how many claimed that Yar Adua (OBJ's successor who had benefited massively from Iwu's lack of morality) was legally unable to sack Iwu. I said back then that those people were 419ners condoning criminality and damning Nigeria to the State we see it in because no law should make Yar Adua a 'prisoner' to the electoral boss who had conducted an election described by many as one of the worst in memory. Lo and behold, and by accident of fate, GEJ became President and America waded in to say Iwu must go.

What happened if not that Iwu was bounced from office by GEJ after all the excuse and long debate Nigerians had engaged in. Where was all the excuses and ten page arguments about this law and that constitutional provision preventing the removal of Iwu? All reduced to nothing when a new and insecure acting President was under pressure to do the right thing to gain support!!!! It is because I have lived through those stages and even participated , as a thoroughly well-exposed person, that I don't bother with the 'Voltrons' in this thread and their patronising garbage that only deceives the Gullible.

INEC career

Iwu was appointed INEC commissioner for Imo State in August 2003 by President Olusegun Obasanjo based on his Rigging skills. In June 2005, he succeeded Abel Guobadia as Chairman of INEC. Soon after being appointed, Iwu announced that foreign monitors would not be allowed during elections, but only foreign election observers. This decision was condemned by politicians and civil society groups who called for his immediate removal from office.[2]
In December 2008 Abubakar Rimi called on Maurice Iwu, to resign from office, citing irregularities in the previous presidential election.[3] Michael Aondoakaa, the Attorney General, opposed sacking Maurice Iwu despite criticism of Iwu's conduct of the 2007 elections.[4]
In March 2009 the Vice-Chairman of Senate Committee on the Independent National Electoral Commission (INEC) Maina Maaji Lawan spoke against a motion that questioned the integrity of INEC Chairman Maurice Iwu.[5] Iwu's tenure was due to expire on 13 June, 2010. However, on 28 April 2010 Acting President Goodluck Jonathan, who has committed himself to pursuing electoral reform, removed Iwu from office.[6]

Let me also add the "Leaner government not possible" announcement Mr.President used to hide behind the constitution and validate his inaction regarding a very severe problem , i.e bloated governance and recurrent expenditure running at over 70%, devastatingly impeding the progress of Nigeria. Till today, "leaner Government still not possible" and we continue with the deliberate gradualism destroying Nigeria. Every sensible person knows that this was the excuse GEJ used to keep bloated and profligate governance in place for his pals and cronies used to a lazy existence all paid for by complicit government largese.

In Britain, David Cameron and George Osborne came in cutting cost as appropriate to put the Country in a better fiscal condition. We did not hear any excuses. Yet in Nigeria there is always a pseudo-legal excuse for why good things cannot be done for the nation or for why wrongdoers cannot be punished without red-tapeism.

I don't even bother arguing with the apologists here any longer because it is a waste of time. I just talk to reasonable people who don't lie to themselves because they know and accept that what obtains elsewhere, and not the aberrations some make excuses for on Nairaland, is the norm. Nigeria is the ugly exception and those always quoting and exploiting grey provisions of the law are pathetic. They are nothing but glorified 419ners to me because , in most Nations of the world, the law does not make leaders prisoners to illegality or prevent them from doing genuinely transformational things for their Nation. If GEJ genuinely wants the man gone, if it is the right thing to do and the right step to be taken, then the man would be gone because of the heirarchy of Governance that still makes the President the head of the civil service. The usual deceivers can continue fooling the gullible.

That is not an option. Uduaghan is a PDP Governor and his anointed will have 'first refusal' option. I think we all recently saw how this works with GEJ totally clearing the way for Dickson in Bayelsa. Even the most loved Bayelsa son would not have succeeded dislodging GEJ's candidate if they were seeking to do that under the PDP. Keyamo has to find a viable platform to take on the PDP. Sincere 9gerian: Consistent with my notoriety for being sincere on this platform, I admit Governor Fashola is working, just like Governor Goodswill Akpabio and some other PDP governor. Even my governor, Peter Obi of APGA is working too.

But for me the pertinent question is whether or not the projects/achievements of both governor Fashola and Akpabio are commensurate with the resources avialable to their states? In my opinion, the answer is a BIG NO for both governors.

For all the projects you just highlighted (except the health facilities), sincerely speaking, the Governor of Enugu state did similar things or even more. Now compare Enugu state (N3billion monthly revenue) with Lagos state (N30/40billion monthly revenue). That is the koko of the matter.

And for your information, it is SENSELESS to compare GEJ with Fashola for the following reason:

1) Fashola is governor while GEJ is president. The state gov are emperors in their respective states while the president is more restricted in terms of what he can do. Currently, the FG budget which was submitted in early Oct has not been signed while state govt budgets that were presented to the state assemblies even as late as December/January have been signed. This is just one example of the constraints a president faces.

2) Fashola has spent about 6yrs in office while GEJ is just about 2yrs.

3) state govt projects are clustered and easy to see but FG projects are vast and not easily completed/visible. Many of the pictures of the road projects you posted should be in the AVERAGE range of 1 to 2km. Compare with FG roads, which in many cases a single road may span over 100km. The East West road for instance is over 360km.

Fashola has been Governor for 5 years and 8 months whereas Goodluck was sworn in as substantive President on 06/05/2010 which means he has been President for 2 years and 9 months !!!
