in my opinion, both project do not necessarily threaten each other. The Lekki international airport will open up a new corridor of travel that will complement MMIA. The new airport could become an important transit route. In any case, it is instructive the FG is building a new MMIA terminal with roughly the same amount the new Airport will cost.

Ask yourself why the FG can simply not invest in the new airport aggressively. At the core, you will find the usual jealousy, insecurity and enmity politics that has essentially meant the FG is unwilling to be a proactive partner to Lagos. The state , despite its importance to Nigeria, is shamefully left on its own and to fend for itself whereas in other Countries the FG would be partnering with the State to assist it develop to its maximum potentials to the glory of Nigeria. Asaba Airport , totally funded from Delta coffers, cost N27.7 billion for one of the states with the largest allocations in Nigeria. The Lekki International airport will cost over N100 billion for the most burdened and most unsupported State in Nigeria that has to proactively do a lot for itself. Go figure.

The proposed N102 billion International Airport designed to complement the activities of the Lekki Free Trade Zone as well as provide alternative air transport services in the state has its master plan on the 3,500 hectares of land earmarked for the project.

The companies had earlier submitted Expression of Interest (EOI) in August 2011, bidding for the project under a Public Private Partnership (PPP) arrangement”.

You tell me what GEJ has done in regards to the above if not capitulate totally to the problem ( "leaner government not possible" ) or even abet the problem via empowering corruption and the corrupt plus conceding our refineries into the hands of the NNPC for 2 years.

Only fools will say GEJ or the Aviation minister caused all the problems in the sector but the case is that GEJ is not competent to run the affairs of Nigeria and he has failed to assemble the most competent people available. What that means is that gradualism is all we get and not solutions.

If you ran a company, you would want a manager who has displayed an ability to troubleshoot and build things. The air transport industry in Nigeria is on the verge of collapse, plagued by shortage of funds, high maintenance costs, multiple taxation and poor business models, among others.

Consequently, the number of operational aircraft in the fleets of local airlines has dropped from 54 in 2010 to 39 this year (2013).

Furthermore, in the last few years, many local airlines, including Bellview, ADC, EAS, Air Nigeria, Chanchangi, FirstNation and Dasab have folded up. There are now only six functioning airlines in the country and these operate lean fleets and skeletal flights.

Industry watchers say problems of the aviation sector include lack of high level aircraft service facilities (hangars) in the country and customs duties on importation of aircraft parts.

It is said that the poor state of the nation’s aviation industry is particularly telling, because alternative transportation systems, roads, rail and waterways are likewise crippled by poor infrastructure, government monopoly and neglect.

A cross-section of industry analysts who spoke to BusinessDay, canvassed fresh consolidation for the carriers, as well as getting core professionals to manage the affairs of the sector.

A global consulting firm, Accenture had said in a report on airlines, that a combination of consolidation, public listing, provision of maintenance facilities and local refining of aviation fuel, would reduce the risks of the airline business in Nigeria.

Accenture, in a review of the nation’s aviation industry, also recommended that operators could adopt the low cost carrier model, that government should engage in massive upgrade in airport infrastructure, as well as institute a more efficient regulatory regime.

“In our view therefore, a ‘therapeutic’ consolidation, induced via regulatory requirements such as : capital adequacy ratios, working capital requirements, minimum age of, and number of aircraft per fleet, amongst others, would ensure that airlines are stronger, healthier and potentially operate more safely.

“ This approach is based on lessons learnt from other industries in Nigeria, such as banking, where the minimum capital base was increased, and banks were ‘forced’ to merge”, Accenture said.

The review observed that consolidation could also be achieved via foreign investment, as in the case of KLM/Kenya Airways in 2005, where KLM got 26 percent share for $26million.

“Kenya Airways has developed into one of the most successful airlines in Africa, being consistently profitable at the operating level and growing at annual rate of 8 percent in passenger traffic between 2001 and 2011”, the report said.

Some analysts had also attributed the problems of the airline to owner manager syndrome, apart from funding issues, adding that until many of the owners leave the core operations of airlines to technocrats, the airlines will not survive.

The airlines had been accused of mismanaging the funds sourced from government’s first intervention fund of N300 billion, adding that many of them could not account for its purpose.

Shehul Iyal, senior special assistant to President Goodluck Jonathan on aviation matters, who argued that it was wrong to accuse the Federal Government of failing to assist the operators, had disclosed during a public hearing that 10 airlines got N87 billion from the fund but regretted that ‘lack of cooperation from the agencies and supervising ministry; lack of transparency and accountability in funds management; dilapidated infrastructure and equipment; poor and inadequate facilities; and weak/compromising supervision by the supervising ministry’, contributed to the airlines’ woes.

Katsumoto: How long does it take to brainstorm an idea? PDP has been brainstorming since when? 1999, 2007, 2010. So if a president has a 4 year term, at what point will the ideas become real? The points of my post are:

1. State governments don't need to wait for the FG to develop ideas and bring them into reality. Contrary to the constant song one reads online about how certain regions don't have international airports or seaports

2. This is very much a Lagos idea and project.

3. The FG latched on to a Lagos project. If it were a FG conceived idea, they would be pushing the same concept in other states; we know that not to be true.

You were trying to make it seem like the projects are the norm or the idea of the FG. That's simply not true. People have ideas all the time but it then takes dedication to proceed from an inception stage to development stage. So the credit is not just having an 'idea' but implementing as well.

Indeed. Lagos, since the days of the much emptily maligned Tinubu, has always had grand masterplans and ideas to develop the State optimally into the efficient megacity the likes of London, New York and Paris are. The Seaport and Airport are part of the Lekki masterplan conceived by Lagos State and nothing to do with the FG. Simple as that. The Lagos Free trade zone (LFTZ) was exclusively conceived by the state Government. The idea of Free trade zones itself is not new.

It is more about how Lagos , with it strategic location, realized that the Sea port will help overcome the haulage and logistic challenges that other ill-conceived free trade zones eventually succumb to. Lagos sold the idea to the FG and this is why an MOU, memorandum of understanding, was signed between the FG and Lagos State over the Seaport Project.

The FG wants ports decongestion. Naturally this sounded good and they had to give approval and become involved in a supervisory role because the port will handle international haulage. Left to its own devices, the FG will never help Lagos while its focus remains exclusively on making Abuja a comfortable zone for Politicians and their minions.

The culture of giving credit where due is alien to many here and it is not unusual to see downright mischief, with a heavy dose of ignorance, as displayed by the shameless Papabrowne. I think you will certainly understand why some can never give credit where due when certain States or individuals are concerned.

EXECUTIVE SUMMARY

The objective of this report is to provide the conceptual designs for the roads and utilities and primary infrastructure for the Lekki Peninsula based on the updated landuse Master Plan which was presented and discussed with the Ministry of Urban Planning and Physical Development, local authorities and stakeholders. The Lekki Sub-Region comprises a naturally formed peninsula on the Atlantic Ocean East of Lagos City and on Lagos Lagoon.

The peninsula is approximately 70 to 80 km long, stretching from Victoria Island in the west to Refuge Island in the east, with an average width of 10 km. The Lekki Sub-Region includes several Estates, gated residential developments, agricultural farmlands, areas allocated for a Free Trade Zone (FTZ), an airport, and a sea port. The project area, under consideration in this study, is estimated to be about 60,000 hectares excluding the areas allocated for the Lekki Free Trade Zone, Sea Port and International airport. The proposed land use master plan for the Lekki Sub-region envisages the Lekki Peninsula as a “Blue-Green” Environment City. The unique characteristics of the Atlantic Coast, Lagos Lagoon and the inland natural areas will be protected and enhanced to give Lekki New City the special natural ambience character. Based on the proposed landuse plan, Lekki new city will be divided into 5 linear development zones (excluding the Lekki Free Trade Zone):

IBB, Aliyu, Tukur, the PDP's official spokesperson, Olisa Metuh, and many others have all said the formation of the APC can only strengthen our democracy. Yet Obanikoro has to be the only ignorant person to show he is only about the politics of enmity, division and bitterness. Anyone , like Obanikoro, who does not appreciate that the APC represents politically positive evolution for Nigeria is just deluded, ignorant, unintelligent and ill-exposed.

You can discern that Obanikoro is nothing but an unintelligent thug with his utterances. Even those who dislike the formation of the APC and are threatened by the merger see the big picture and have enough sense not to sound ignorant like Obanikoro.

The general consensus from bright politicians and political observers, even those staunchly devoted to the PDP, is that the APC is the next stage in the evolution of Nigeria. Many mention The USA, UK and even Ghana where two very strong and equally matched Parties act as automatic checks and balance against impunity because they both possess the strength to depose each other at the polls.

Much better than what Nigeria has, to worldwide condemnation, whereby one strong Party can misrule the nation for 50 years with impunity while being comfortable and secure in the knowledge it cannot be removed at the center because no opposition has grown strong enough to put in a formidable challenge. While the world evolve, to include African nations around us, Obanikoro has to be the only ignorant politician to show he does not understand what democracy is.


A child knows what Nigeria is under, i.e PDP unchallenged control at the center, is not "democracy". What has led to the lost and totally wasted 14 years under the PDP, whereby the Party goes from one disastrous low (OBJ's grand corruption) to another (the nauseating fuel subsidy scam and Alams pardon under GEJ), if not the fact that the PDP knows it can be as bad as it wants and still retain the center at the next poll? Nothing would be better than a revolution that would place good guys like Amaechi, whatever side of the political divide they come from, at the front of Nigerian leadership. Yet, we are not ready for that situation in Nigeria because we are currently too divided to even be able to unite and fight for what is right.

Amaechi is an intelligent man and he is more or less , with his latest utterances, instigating 'people' rebellion against GEJ. He hopes to get a reaction from the people by saying we are sliding back into dictatorship and now telling us we are too timid.

In his heart, he will know it is not about timidness alone. Many Nigerians are indeed timid but things are also about how ethnic and sectional division, now brutally heightened under GEJ, has totally rendered any revolution dead on arrival. Even the fuel subsidy protest he talked about shows it with how some shamelessly refrained from joining a laudable protest under the excuse it was a Yoruba and Hausa/Fulani plot to rubbish an "Ijaw" President. As things stand, there is a greater chance of war and disintegration than Nigerians coming together to rescue their Nation.
