It actually is possible. The 5k is for some unemployed persons who the govt consider vulnerable. Free lunch for school children is also possible -- some states have such programmes in their public schools already. As for free education, all they need do to tick that box is to eliminate tuition fees for students in the sciences, technology and education in federal universities. Shikena!

Why art thou lie, Janellemonae? Ironsi turned the country into a unitary state, and not federal.

And in the run up to independence, the East wanted the country to be a unitary state, the North preferred a confederation, while the West canvassed for federalism. Anyone who has read Awo's memoirs will tell you he became a federalism convert and advocate in 1948.

Besides, any right-thinking political scientist will tell you federalism is a better system for an entity with a character such as Nigeria's.
