Depends on luck. Because 90% will tell you that they need gulf experience. But it's not impossible.

I would have given you guys a very funny and interesting news yesterday if not that it all happened in a flash and I didn't record the action until it was over.
The wedding was great, a normal deeper life wedding. The wife was not allowed to use any form of make up. Not even powder. (sadly, she's my cousin)
Everything went smooth at the church until we got to reception.
The family already hired professional musicians to sing at the reception but the church asked them not to play and the church choirs started singing praise for the wife to dance in. She refused to come in and started crying. I was sorry for her I swear.

It's just hours usually, but i'm not too sure if they will be able to attend to you this week. Because the UAE government is on holidays from 3rd to 8th due to the Eid. You can still try sha, but brace yourself. The good news is that someone else can help you attest it at the UAE embassy. So IF it is not done, try to drop the certificate for someone to help you do it. Then find how the person will send it to you in UAE, because it is largely irrelevant in UAE without attestation.

No they will not. Your eligibility letter is necessary, it is like an evaluation of your certificate worth.
