The Federal Government is upset that many victims of train attack are still being kept by terrorists who kidnapped them after bombing the Kaduna-bound train from Abuja in March this year, multiple sources have said.

The discomfort of the government stems from the terrorists’ failure to honour the swap deal they allegedly entered into with the government over the release of the train attack captives.

Sunday Vanguard learnt, last night, that the government’s anger followed the refusal of the abductors to release all the train attack victims after it had freed no fewer than 30 imprisoned terrorists the bandits had requested to be released in exchange for the train captives.

It was gathered that as soon as the terrorists confirmed the freedom of 30 of their colleagues from prison, they reneged on the swap agreement reached with the government and started releasing the train victims piecemeal and based strictly on the payment of huge ransoms, something the government had vehemently rejected as a condition for freeing the captives.

The Nigerian government is also said to be furious over the roles played by some elements in the country who, security sources said, jumped into the Kaduna train attack fray in order to milk the captives under the guise of ‘negotiation’ with the terrorists holding them.

But one of the said negotiators, Mallam Tukur Mamu, blamed the deadlock in the release of the captives on the government’s uncooperative attitude.

“They (bandits) accepted (the conditions) and we started along that line. Initially, the government cooperated and it was because of that cooperation that we succeeded with security agencies in negotiating the release of the first 11 victims. But after the release of the 11 victims, honestly, there has been a stalemate and, largely, I can confidently say it is the failure of government that delayed the whole process”, Mamu told Sunday Vanguard in an interview.

As of last week, only 37 of the victims had been freed in about four batches while 35 remained in the bandits’ custody. There have been reports of ransoms being paid before the 37 captives were released.

Deal

One of the sources, a top government official, said the administration had not appointed any individual, corporate or public organisation to negotiate with the terrorists but had relied on the swap deal both parties entered into as a respectable and acceptable means of freeing the victims.

The top official, who declined to be quoted because of the sensitive nature of the matter, questioned the role of an unnamed journalist who, he said, had been parading himself as a ‘negotiator’ and interfacing with the terrorists without authorization from any quarters.

The official said, “As you can see, the self-appointed journalist has been presenting himself as a negotiator and interfacing with the terrorists but the truth is that nobody has even spoken to him or given him any such authority to negotiate on behalf of the government or the families of the train victims.

“What you are seeing playing out is a complete money-making business, which government seriously frowns at because this is against the agreement that was reached between the two parties.


“The lingering captivity and piecemeal release of victims of the Kaduna-Abuja train attack have proven the hypocrisy of some interests, including persons and groups in the country. Since the incident in March 2022, concerted efforts are being made to free the victims. What was agreed on was a swap deal, which though may not be popular among Nigerians; prisoner swapping in violent conflict environments is a common practice all around the world.

“Even in such sophisticated countries as US, UK, Israel etc, relevant authorities take same option to address the problem of hostage taking and prisoners of war. Nigeria indeed, as part of the global community is not exempted from taking the same approach.

“In this instance, 30 detained terrorists majorly comprising their children and pregnant spouse were released in exchange. The woman, who was delivered of twins, were well taken care of at the expense of government and handed over to her parents in Maiduguri, as part of the swap deal.

“But the first sign of deceit in the exchange bargain came when only eleven of the 63 kidnapped victims were released by the terrorists. While government was true to its bargain, the terrorists played a fast one by reneging on theirs.

“Instead, they have continued to release the victims in batches. The timelines showed that the MD Bank of Agriculture was released on 6 April, a pregnant woman on May 15, 2022, seven others on July 10 and 5 on August 2, 2022.

“Despite the effort by government, it is worrisome that some desperate persons have taken advantage of the situation. A few unpatriotic individuals are now exploiting the development for subversive and/or financial gains. They want to make money from it. They are playing politics with it. What hypocrisy!”

Concern

The government is also concerned that the so-called ‘negotiator/cum journalist had continued to play a role in the matter even after Sheikh Ahmed Gumi had pulled out of negotiations once kidnappers were designated as terrorists by the court of law and wondered on whose authority he was dealing with the terrorists and the families of the train victims.

Another top official noted, “Obviously, trying to blackmail the government by peddling the narrative of its inaction or refusal to pay the ransom is another act of insincerity by the self-appointed negotiator and his sponsors. Curiously though, the self-appointed negotiator’s supposed effort has only led to the release of victims who are either his friends or related to them.

“It is also surprising that the majority of those so far released are victims with direct or indirect linkage to members of the opposition. Little wonder, released victims have continued to troop into the home of the self-appointed negotiator to pay homage in appreciation of his role. He is actually is double-faced,” the government official said last night”.

It will be recalled that a few weeks ago, a viral video emerged from the terrorists’ camp showing them whipping the victims mercilessly over alleged delay by government to meet their demands to free them.

Went to the market this morning, was sent by girlfriend's mother because my house is closer to the market. She sent me to help her buy some food stuff including meat that when I pass through her house she will give me the money as I use to take the path on my way to work.
I wanted to ask the meat seller but I thought I might not get a better info as she's the one selling.
So i use style to take the picture so i can ask people when i get home in the evening.

ENUGU—No less than seven suspected kidnappers for ransom made up of Fulani herdsmen and other natives were within the past month arrested by both community security outfits and the police in different parts of Enugu State.

In the Ibite-Awhum community of Udi local government council area, for instance, suspected Fulani kidnappers allegedly invaded the community and kidnapped six pilgrims on June 19. The victims were later rescued by forest guards.

The kidnappers reportedly nabbed the pilgrims in broad daylight as they were praying at a popular hill near the Awhum Monastery and took them deep into the forest. The victims were later rescued through joint efforts of forest guards from the Udi and Enugu East Local Government Councils.

A pilgrim who witnessed the incident but managed to evade the marauders was said to have raised an alarm that drew the attention of the villagers. The incident was said to have thrown the inmates of the Monastery and the nearby villages into a wild panic, prompting them to alert forest guards and other security agencies in the area.

The security agents were said to have swung into action immediately after receiving the information and pursued after the kidnappers. Director of Enugu State Forest Guards, Mr. Mathew Obodoechi, said the Forest guards in the area pursued the kidnappers and contacted their counterparts at Ogbeke-Nike, Enugu East Local Government who also mobilised from their end.

“Seeing that they were being hemmed in from both ends, the kidnappers fled leaving the captives alone in their camp where they were discovered by the guards along with a victim from another incident,” a village source said.

Narrating their ordeal, the victims who were evacuated to the Monastery, said they were praying on the hill when they were suddenly surrounded by about seven Fulani-looking individuals wearing police uniforms.

“The bandits took all our phones and ordered us into the forest. After a long trek, we got into the bandits’ camp deep in the forest where their colleagues numbering about ten were waiting for them. We also found another kidnap victim there. For reasons we didn’t know then, the kidnappers suddenly became panicky and subsequently ran into the forest leaving us alone and confused before the forest guards appeared,” one of the victims narrated.

The Enugu State government was reportedly briefed on the incident.

In Ikem, Isi-uzo local government area, about five indigenes were abducted in a series of kidnappings jointly carried out by both natives of Enugu State and Fulani herdsmen that are reportedly camping at the Isi-Uzo/Benue State border at Okpokwu local government area of Benue State.

The kidnapper’s den spreads down to Eha-Amufu where most farmers have been killed, kidnapped for ransom, women raped, and destruction of properties, with Eha-Amufu indigenes, chased out from their land.

The victims in Ikem include the Catechist of Saint James Catholic Church, Ishioroto-Ikem Mr. Lawrence Ndu; an Italy-based evangelist, Mr. Emeka Odo and his brother Ikechukwu Odo; Ejike Agbodo, a bus driver and another Okada operator who was kidnapped while on commercial duty along Ikem-Odenigbo, Eha- Benue State road.

Narrating his experience, an Italy-based Evangelist, Emeka Odo disclosed that the over 10 kidnappers who abducted them along Ikem- Obollo Afor road were all Fulani terrorists that welded AK-47s.

Odo who quickly went back to his base shortly after he regained freedom, narrated to Vanguard that they were flagged down in their car, commandeered into the bush, and taken through bush tracks to Eha-Amufu and Benue State border, adding that they paid ransom before they were set free.

THE Archbishop of Ondo Ecclesiastical Province and the Anglican Bishop of Akure Diocese, Rev. Simeon Borokini, weekend, urged Nigerians to get licensed guns to protect themselves against the ravaging bandits across the country.

Borokini spoke during the Synod at St. Andrews Anglican Church, Oyemekun, Akure, in Ondo State.

While expressing dismay over the worsening insecurity in the country, the cleric said members of his church should be ready to defend themselves against attackers.

He pointed out that safety has become a prime concern for worshippers, hence the need for churches to protect and defend themselves.

His words: “Well, I won’t oppose the call for churches to defend themselves because the government seems to be insensitive to the security situation in the country. So, anybody that is willing to get something to protect himself, should get it licensed, if it is a gun. If it is to protect, I will support it, since the government seems to be negligent, as far as security is concerned.

“Promises made by the government to protect citizens from terrorists and criminals have not been kept; instead, the country has become more unstable than it has been in decades.

“The recent surge of insecurity has been linked to poverty across the country.

“The nation is abundantly blessed but criminally youth unemployment is alarming and the country is in the middle of one of the economic downturns.

“Nigeria, God’s own country, the giant of Africa, a nation flowing with milk and honey, is now a place where everyone is avoiding partnering with or even coming to invest in.

“Even, the citizens are running from the country to go and look for a greener pasture and find solace somewhere else as a result of the security challenges.

“The nation is faced with an unprecedented wave of different but overlapping insurgencies and almost every corner has been hit by violence and crime.”

Catholic priests in the country have said that the Federal Government under President Muhammadu Buhari, has failed in its primary duty of protecting the lives and property of Nigerians, adding that the president should proffer solution to the increasing spate of killings and kidnappings across the country or step down.

Meanwhile, worried by the growing level of insecurity in the state with the recent kidnapping and killing of a Reverend Father and a hunter, the acting Governor of Edo State, Mr. Philip Shaibu, has given marching orders to all traditional rulers across the state to engage local hunters and vigilantes to flush out criminal Fulani herdsmen in all the forests in the state.

Shaibu, weekend, led other top government functionaries to pay last respect to late Rev. Fr. Christopher Odia, who was murdered by suspected kidnappers.

Odia, a Catholic priest, was murdered by his kidnappers in Ikabigbo, Etsako West LGA of Edo State.

At the funeral mass and interment held for the priest at the Priests’ Cemetery, Immaculate Conception Seminary, Ivianokpodi-Agenebode in Etsako East LGA, National President of the Nigeria Catholic Diocesan Priests Association, NCDPA, Very Rev. Fr. Johnbosco Ezehi, charged President Buhari to take urgent steps to guarantee the safety and security of Nigerians.

Ezehi said: “We condemn the increasing attacks by suspected herdsmen, who have turned the country into a massive graveyard. If the president cannot keep our country safe, then he automatically loses the trust of the citizens. He should no longer continue to preside over the killing field and mass graveyard that our country has become.

“Nigerians call on the president to take drastic and urgent steps to reverse the ugly tragedy that threatens the foundation of our collective existence and unity as a nation. It’s clear to the nation that the president has failed in his primary duty of protecting the lives of Nigerians.”

On his part, Shaibu said: “I must agree with our cleric that the government has failed in its responsibility of securing lives and property. If the issue of security was tackled earlier enough, we would not get to where we are today. We must turn to God to help us now as our land is troubled and only God will heal our land.

“As a state government, we have decided to take our destinies into our hands and not push the blame. We are collaborating with security agencies and stakeholders in securing our state.

“We have involved religious leaders and vigilante groups, among others and have adequately equipped them to strengthen our security architecture. We want to secure the property and lives of our people.”

Also, Catholic Bishop of Auchi Diocese, Most. Rev. Gabriel Dunia, said: “I appeal to the federal, state and local governments, as the Lord has entrusted the leadership and security of Nigeria into their hands, to do the needful by protecting the lives and property of the people which is their primary responsibility.”

Edo govt tasks traditional rulers

It was gathered that over 20 forests across the three senatorial zones of the state have been taken over by suspected kidnappers believed to be criminal Fulani herdsmen and their local collaborators.

Arising from an emergency security meeting, which had traditional rulers, opinion leaders and security agencies, Shuaibu gave the directives.

Part of the resolution, which was made available to journalists, yesterday, also directed heads of the 18 LGAs in the state to provide stipends and needed resources for the vigilantes and hunters on a monthly basis to comb the forests and flush out the suspected criminals and that traditional rulers would henceforth be held responsible for any act of kidnapping and terrorism that occurs in their domains.

The resolutions read: “That everybody currently residing in any forest in Edo State in the guise of camping should vacate such areas with immediate effect. The acting governor has mandated all acting LGA heads to use all the security apparatus, including the police, army, vigilante groups, hunters and others to forcefully remove any erring groups or individuals within the next 10 days.

“That henceforth, any traditional ruler and village head who collects money from any herdsmen, therefore, permitting any form of camping or grazing in any Edo State forest should refund such money and ask the herdsmen to leave with immediate effect.”

The resolution also said that after, 10 days from the day of the meeting, traditional rulers would be held responsible for kidnappings in their areas.

 kidnap victim, Idowu Ajayi, in this interview with ABIODUN NEJO shares his experience in gunmen’s den and the ordeals of relatives, who secured his release

How were you kidnapped?

It happened along the Ikole-Ijesa Isu road at 4:30pm on March 14. I went to Ijesha Isu from Ikole to assist my mum to carry yams which was already by the roadside. I picked them and was on my way back when it happened. I got to a bad portion of the road, where I had to compulsorily slow down.

As I applied the brake, I heard a gunshot-like sound and was confused about whether it was a gunshot or a tyre burst.

Before I knew what happened, two armed men had emerged from the bush. I saw two others ahead and they started firing gunshots. We were two in my car because I offered a 14-year-old girl a free ride from Ijesa Isu to Ikole.

As I saw them, not knowing two others were at the back also, I put the car on reverse gear, but with the punctured tyre and those at the back, I had to park. The gunmen were six in number, two of them were positioned before the bad portion, two were in the bush at the bad portion while the remaining two were after the bad portion. It was those at the pothole side that shot at the car tyre.

They ordered me out of the car and started beating me. They smashed the car glasses and shot sporadically in the air to prevent other vehicles from coming. They searched the car and removed the N21,000 there and as well took the N14,000 in my pocket.

Later, they led me into the bush. We did not go farther than a pole away from the road. They collected my shoes, wristwatch and belt and ordered me and the girl to lie down. From there, I could hear when people came to the vehicle and when the police arrived the scene, but I could not say anything.

Didn’t the policemen comb the bush?

According to them, they combed the bush, but I want to believe they went through the other side. If they had reinforced immediately and searched everywhere, the story might have been different. The policemen were there about 35 minutes after the incident.

We left the place at 6:30pm when it was getting dark. We walked for about 30 minutes into an old cocoa farm. It was there they told me they were not ritualists, but kidnappers. They were Fulani men from Nigeria, Niger and Mali, according to them. Two of them could speak pidgin English fluently.

Before we left, they went back to the car to remove my phone charger. They had about four large capacity power banks with which they charged their phones, they carried bags and had charms on their body. They had four AK-47 rifles and one double-barrel gun.

They asked me to call my people. I called one of my brothers and I explained to him that I had been kidnapped, but my brother said they were aware. While speaking, the phone prompter alerted me that I had one minute of airtime remaining, the gunmen asked me to call anybody I knew could send airtime to me. My sister-in-law sent N2,000 airtime card to me. My phone was used for the calls all through. After each call around 5:30 and 6pm, they would switch the phone off. At about five minutes before calling my people, they would start flogging me.

However, they did not torture the girl, they were kind to her. While moving around, if there is pawpaw or banana they would give her to eat, but I was denied access to food. They did not offer me food or water. The gunmen took garri and smoked cigarettes and hemp all along. They carried garri in their bags as well as water in plastic bottles. They packed any food found on any farmstead and made me carry such for them.

What did they discuss with your family on phone?

They told my people to comply with them, that they were Boko Haram. When my people asked what was expected of them, the gunmen said my people should bring N30m.

My family members pleaded with them, I pleaded too. They said I was using a big car and asked me of my occupation. The car I drove was Toyota Sienna. I realised they were attracted to big cars because they did not stop the commercial vehicles that were ahead of my car that day. They said they saw me when I passed some minutes earlier but only that they had yet to position themselves then.

How was a normal day with the kidnappers like?

When it was about 7.30 to 8pm, we would start moving. We moved from Ijesa Isu to Oko Isaba then to Oko Ikoyi; from Oko Ikoyi to Oko Igbemo, we would roam about till daybreak, but when it was about 6am, they would look for a discreet location to hide.

At that location, they would blindfold me, tie my arms to the back and put me somewhere. I would be in that position till about 7.30pm.

Even there, they could be angry and would flog me. Whenever they smoked, they would extinguish the fire on my body. The suffering and torture were much for the four days I was with them. They were mean – there was even a time they saw a colony of army ants, they just placed me in the colony of the ants so that they would sting me. The pains are indescribable.

What did they tell you was their reason for kidnapping and who else were they communicating with?

One of them told me that I was a ‘useless Yoruba’. When I asked how, he said I was one of those insulting ‘Sai Baba’, I said I didn’t understand, he said we were singing ‘Nigeria jagajaga’. I said I didn’t know about that. He said that by the time they were through with us, we would have learnt our lesson. He told me that they were using all the ransom they got to buy ammunition.

When I tried to inquire further, he said I should not ask him any foolish question. So, I shut up because they didn’t leave any opportunity to look at their faces. I laid face down there. To avoid being recognised, their faces were always covered.

After communicating with my family, they would call two individuals on phone to give them feedback. They would communicate with the first one in Fulani language (Fulfude) and the other, who spoke Yoruba fluently as well. He spoke with me on the phone on our second day. He asked about my job, but when I said I was unemployed, he queried how come I was driving a car, but I told him I was not the owner. I told him it was my child who took ill and that I was looking for money to settle the bill. I told him the money collected from me was part of what I wanted to take to hospital, and that was the truth. He said that if my people did not bring the ransom that day or the following, that I would be killed. I pleaded with him that my people would look for money but only that it would not be up to the N30million being requested. He then spoke with the gunmen in Fulani on the outcome of our discussion.

How did you regain your freedom?

After much pleading, they agreed with my family to set me free. They requested money alongside 12 bottles of plastic Origin, Kakaraka (sachet gin), three rolls of cigarette, and some others like Indomie. That Thursday, they led me and the girl back to Oko Ijesa, close to the road unknown to us it was preparatory to freedom. It was my brother and friend that came on a motorbike with the ransom.

One gunman then called my brother to turn back and drive toward Ikole that someone would collect the items from them at a point. My brother called later to inform that he could not locate the person, they said he should come back to the leaves spot. All these were to ascertain there were no police trailing them.

After, they asked my brother and his friend to wait, so they appeared to them, pointed guns at their heads and took them into the bush. I was not far away. My brother told them that the family sold many things to realise the N2.5m that they brought. They accepted the money after much pleading, but they seized my brother and friend and started flogging them mercilessly. One of them even threatened to kill my brother and the friend, it was one of the gunmen that pleaded with the colleague not to kill those who brought the ransom that he should leave them. It was at that point that they smashed my phone but returned my charger. Then they ordered that we must leave the place under two seconds. We scampered out.

How do feel breathing the air of freedom? 

I was taken to the hospital for treatment immediately after release. But I really thank God. After my incident, I told people to be careful on the road because I heard the gunmen say I was disturbing them, that my people ought to have come for my release since their assignment was still much. They spoke as if they were given target on the amount to make per week. I was released on Thursday and they kidnapped there again on Friday evening. I thank God.

How did you feel when you learnt that Amotekun operatives had arrested one of them?

I was so excited. Since that experience, I was alarmed whenever anybody was kidnapped or the police arrested any kidnapper. So, when I saw the photograph of the gunman (one of the six kidnappers) on social media that he had been arrested, my heart skipped a beat; I recognised him.

Buhari goes around the world, begging foreign governments to proscribe IPOB as a terrorist organisation while protecting Fulani terrorists in Nigeria.
