As long as the girls are up to 18 years and above there was no offence committed. Simple. Being a teenager does not make you automatically underage. An 18 year old is also a teenager. Both the club owner and the girls, and even the 'customers' have not committed any offence since the nudity and sexual acts were not committed in public.
