Only commercial chips need to be small. That's because it allows our gadgets to be smaller and more powerful.
Military chips don't need to be small since weapons are not small and do not need to be small.
Instead, military chips need to be efficient. That's why countries like Russia and China and even the US will rather optimise the older and larger chips for military purposes than attempt manufacturing smaller ones.

If you have assets of $100m and liabilities of $50m, your equity is $50m
If a judge awards me a $60m judgement against you, you are now technically insolvent as that puts you in a -$10m position.
Your marketcap is secondary and only reflects what shareholders trade amongst themselves. You can have marketcap of billions and go insolvent on your balance sheet and that's the end of you like Lehman Bros, Bear Stearns and co
That's why anyone with sense or even completed one MBA module will look at the impact of the judgement on the company in the order of:
(A.) Cash position (whether they can pay immediately)
(B.) Net Current Asset position (whether they can settle within a year without borrowing )
and finally
(C.) Equity position (whether they are solvent)

Settlements are common in the corporate world bro. Most big corporations will gladly pay a few millions to end a nagging court case and spare the PR damage it could cause.
