ASML supply the machines on licence which they all use to fabricate. Design is mostly done in the US. It applies to everyone. Nobody in this world is capable of fabricating a sub 10nm chip without ASML machines. No reverse engineering of their machines has been successful.

Moore's law states that microchips get smaller, not better. A 1995 microchip will do what a 2023 one can do. The difference is that the 1995 own will be larger. But size isn't an issue since it will fit into a weapon.
