1. You can't be upgraded except you had written in your form "degree certificate in view"
2. You need to write and get a study leave approval to proceed to study for a fresh degree that you can use in the service. This will help you convert to your target cadre.
But know that they may have to demote you. Example : if you were employed as executive officer, and you rose in ranks to level 12 before seeking conversion to say, admin officer cadre. The rule is that your conversion brings you from SGL 12 to SGL 08.
So seek information from one who understands the public service rule and other extant circulars.
You also get a copy of scheme of service and the public service rule.

Someone employed with NCE as at 2013, never smell SGL 12 yet.

Should be around 9, if promotions came as at when due.

Lastly, certificate for upgrade is only considered when that study is APPROVED by your agency or ministry.

If the study wasn’t approved by your agency, the certificate gotten may not be considered; as you’re expected to be working within the said period you procured the certificate.
