Because your question was why haven't God make those hardened leaders to repent, so that things will be well in Nigeria, and this is the Bible telling you that before someone's heart will be broken the person will need to believe in Jesus Christ name first.

Pharaoh didn't believe in God, and wasn't going to change either, so he faced His downfall both the nation he is ruling.
God is only going to separate His people from the bad ones, same way He separated people of Israel from Egypt if the bad leaders refuses to believe in Jesus Christ name.

God will only help you when you as a person will accept that Jesus Christ died and resurrected and believe in Him.
God is busy saving His people and those who are willing to become one, not to those who are hardened.

When the Leaders believe in Jesus Christ name they will be saved and the country will be saved too.
But when they refused God is not going to force them, He will make them face there doom and the country they rule. God will only separate His people out from them. And the time is near.
So to them that believe in the resurrection of Jesus Christ, they will definitely be made saved.

People may argue about infinitive regress, it's true that this resosning will lead to infinite regress but there's evidence for now that you cannot create something from nothing hence the universe cannot be created from nothing.

2. The Cause of the universe doesn't interfere with the universe: this is also true with the evidence available.

I am not a deist, I am an Agnostic because I see some level of sense in both deism and atheism in the same vein I can identify their flaws which is why I have to wait for an evidence.

Religion accepts the idea of gods without workable evidence for them while atheism reject the same idea without evidence against all gods (there are evidence against most gods but not all).

Atheism always argue from a philosophical standpoint that religion carries the burden of proof for their claims. While this maybe right in philosophy but however it doesn't hold water in science.

In science, the proposer of a claim is not necessarily required to prove it. Those who are against that claim also can disprove it to show everyone that the idea is wrong. This, as a matter of fact is the core tenent of science.

There are thousands of ideas today accepted in science that were not proven by the person who first proposed the idea, likewise many of the ideas we accept today in science were a result of someone disproving another person's claims. This is simply how science works.

So atheism and religion are not reasoning within the confines of scientific principles which permits you to remain skeptical on both ends until evidence for or against an idea is available.
I have also observed that most atheists equally, are unable to let their ideas go as a religious. The moment you challenge their ideas, you will force them into cognitive dissonance. They are not willing to leave it even in light of a superior argument.

On that note, I conclude that Agnosticism is the best approach to understanding the concept of a god/creator.

And willing to accept for God to change them from bad to good, Remember He said they should learn of Him. So when they are willing Change will definitely happen.
