it means when spelling words with "i-e", "i" usually comes before "e". but when there is a "c", you put the "e" before the "i".

e.g. Believe and Receive. Notice that the position of "i-e" in both words.

That was how my brother's wife bought cartons as wrappers at Oshodi some years back.The wrappers measured less than a yard on each of them.
