The problem with a lot of people on this forum regarding this topic and thread is we focus too much at d biggest prize (State Governorship) in a state when we should be focusing  on other lesser accolades that are achievable. Most of us in real life how many of very close friends come from our Towns & Cities let alone our state, very few. What this law would do is if someone like me ever becomes Governor of my state which is Ondo, all those lads I grew up with in Ibadan who come from every part of old western region and those I know in England who come from all over Nigeria can be guranteed a stake in my goverment in Ondo State.

The old argument of why am I appointing a Bayelsa man as my SSG would not come to play so long d Bayelsa man has lived in Ondo State for 6 months. What d new law gurantees is that I could have 12 or 15 Commisioners and none of them might even be an indigenous Ondo State person, that I would say is a welcome development, it means I would be able to solicit d best hands without the added hindrance of checking or verifying their state of origin so long they are all Nigerians.

If George Bush or  Obama want to send their wards to University of Ibadan or University of Sokoto what stops them, we are in a  democracy normally this kind of law should not see the light of day, but because of the peculiar situation of Nigerian, this kind of law is more than welcome. How does a lowly or poorly paid public officers in Nigeria manage to send their wards abroad on that meagre wage they earn,  but  for some strange reasons beyond human comprehension they seem to find over £20,000.00 per year to pay for their wards school fees abroad.

Where is this money coming from, I know one man whose young sons and daughters have re-located to London recently for secondary schooling, at a whooping and mouth watering school fees of over £20,000.00 per year. shocked

This kind of school fees paying  is the realm of the very well heeled and renowned established Aristocratic families in the UK, to know a commissioner appointed barely 6 weeks ago has that kind of fund available to send his wards to school abroad baggers believe.

This is a Law that has paper weight, the reality of the situation is Lagos Politicians would still import mercenary voters from surrounding Yoruba state every elections. That is Oyo and Ogun State. What stops a man living in Sango Otta or Ibadan from voting in Lagos nothing? Ido not see a non-yoruba ever becoming the Governor of Lagos State, for that to happen non-Yoruba’s would have to populate the Hinterland States of Oyo, Ogun, Ekiti, Oshun , Ondo and even Kwara and Kogi States.

It would be easier for a Kogi or Kwaran Yoruba man to win elections in Lagos than for an Igbo.

Politics › Why Is Sanusi Blowing A Trumpet Of Discontent Re- Islamic Banking? by KnowAll(op): 8:30pm On Aug 06, 2011
Let us face reality here,  out of all the Sahelian counties, Mali, Niger, Chad, Mauritania, Guinea, even Senegal that has about 80% Muslims and Gambia with about 60% Muslim Population all these countries are not harping on about Islamic Banking. I am not even sure the Islamic Banks in Egypt, Algeria or Morocco are controlling or contributing even 10% of all Banking activities in these countries.

Ghana has Muslims in the North, so does Benin, Togo, Sierra-Leone, Cote de Voire and Cameroon why is it only Nigeria making a fuss about a non issue. I have a feeling that by bringing up the issue of Islamic Banking Sanusi is only trying to get at the South knowing Southerners control the Banking sector(and so what, in every country of the world a certain clique of the population do the same thing, even in the West) I would like an honest answer from Mallam Sanusi,  would Islamic Banking bring expotential growth and prosperity to Nigeria without an obvious curtailing of that double headed Monster called Corruption and nepotism. So why are we wasting time, Money, over a non-issue, I have a feeling this venture would be a drain on already scarce Federal resources, I don't see any reasons why the Federal Government should help in establishing it in the first place when we have over 75 million Muslims in the countr, who can draw resources together and stump up  the initial capital.

Neither do I like the way Sanusi bailed out those failed Banks(I am talking of Oceanic Bank,  Inter Continental and the other failed Banks), what Sanusi should have done was give the Share- holders the opportunity to raise new capital and of course liquidate the assets of the MD's who misappropriated the Banks funds in Oceanic's case liquidate  Madame Ibru's asset that ran into almost $2 billion dollars such an exercise would have gone a long way in injecting the much needed cash into the business.

The two Biggest economy in Africa, South Africa and Egypt where not proppelled by Islamic Banking, neither is Kenya, Tazania, and even Islamic Northern Sudan so why all these fuss.  undecided

Sure. While you're at it, why not also vote for the State Directors of the SSS and the GOCs of the divisions, along with the Commanding Officers of the various brigades and battalions? Really, do you guys think the NPF is some sort of democratic institution? Haba!

Anyway, regarding the posting of state commissioners of police, why don't you leave that to the IG and the Force Secretary? That's their job, not yours. My only advice is that the FG and the Police ensure that prospective candidates are vetted based on their competencies and previous performances
.

Forget the SSS and the Military, the Policing as it is does not work at the moment. We need a reform, the system have being in existence since 1960 and it does not work. Let us vote capable people who would mobilise the force we have at the moment effectively.

Wages and Remunerations

In England the Met Police that is the Police Chief of London gets £200,000.00 a year more in salary than the Prime-Minister of the UK who is on about £170,000.00. The reason and thinking behind this is London has more crime than any other county and area in the UK hence the disparity in pay from area to area.

If we are to implement this policy in Naija, the Police Boss in Lagos, Abuja and Port Harcourt would be paid more than a Police Boss from Kebbi or Yobe state that has a lower crime rate but in other to attract the best guys for the job the salary must be good and mouth watering and should follow as thus:

Annual Salary could be uniform across the board say – N12 million a year which works out to a N1million a month.

However the allowances can vary from N3 Million a year in Yobe or Kebbi State to a Maximum ceiling of N12 million a year in Lagos, Abuja or Port Harcourt. A state like Ogun State because it has a congenial population with Lagos and is also an international border state would also attract a higher premium than say Oyo or Kwara State.

Breakdown of Salary

Every elected Police boss ---- N12 Million a year

Allowance of all elected Police Boss (Minimum) – N3 Million a year

Allowance of all elected Police Boss (Maximum) – N12 Million a year

It was a gory site yesterday at the Zariagi end of the Abuja/Okene highway when the residents woke up to behold crushed bodies of over 50 robbery victims. The victims were said to be passengers of an Abuja-bound luxury bus, marked XI 300 ABC, belonging to a popular transport company.

They were said to have been waylaid by robbers, who ordered them to lie face down on the highway before they were dispossessed of their belongings.

An unsuspecting truck was said to have run over the victims and later escaped the scene of the accident.
A similar incident occurred precisely two years ago when a trailer lorry crushed 40 armed robbery victims along Sagamu/Benin highway.

The incident, which occurred along Odogbolu-Ijebu axis of the Benin Expressway also left several other passengers severely injured.

Kogi State Sector Commandant of the Federal Road Safety Corps (FRSC), Mr. Sunday Maku, confirmed yesterday’s tragedy. He said that his men were alerted to the scene by residents of the area.
An eye witness said that the luxury bus was coming from Lagos and headed towards Abuja when it ran into the robbers along Zariagi end of the Abuja-Okene highway.

The bandits were said to have barricaded part of the highway with a vehicle while their colleagues laid in ambush for oncoming vehicles at the other side of the road.
As the ill-fated vehicle ran into the robbers, the eye-witness stated that the hoodlums ordered all the over 50 occupants out of the bus and forced them to lie face down on the road.

The robbers later had a field-day dispossessing them of their money and other valuables.
It was, however, gathered that another luxury bus coming from Lagos, in company with another truck, was said to have run into the operation and in the process, crushed the passengers, killing them on the spot.

Maku disclosed that the mangled remains of the passengers littered the road as other vehicles ran over them. Bones, brains and other parts of the  bodies were scattered on the highway.
He described the accident as so fatal that his men could only retrieve 14 bodies, consisting 10 male adults, three female adults and a baby. The driver of the bus and a soldier were, however, said to be the only survivors of the accident.

Maku urged members of the public to stop travelling at night, saying ‘night journeys are always deadly’.
Meanwhile, the bodies have been deposited at the morgue of the Federal Medical Centre, Lokoja, while the luxury bus had been impounded by the Police for investigation.

Politics › Re: State Commissioner Of Police Should Be Elected? by KnowAll(op): 8:45am On Aug 03, 2011
I do agree with your point of view, but here are my concerns. If you keep the current federal police system with a "State Appointed" Commissioner of Police, that will create a conflict of interest. The police is still under federal jurisdiction and though the CP is state appointed, they are held accountable at the federal level rather than the state level
The State CP would be an elected officer and not an appointed officer, there is a difference the elections would not be a partisan type. They would be elected on their pedigree, their manifesto and their experience. The fact they would be working with the Federal Police does not mean the IGP has control over them, nobody has control over them except the state house of assembly and this is for check and balances purposes.

They are can be summoned for dereliction of duty by the state house of Assembly for questioning, cross-examination and eventually relieved of their jobs if gross negligence was detected and of course, if 2/3 of the house agree that security condition in the state was in disarray

South Africa Gautrain opens Johannesburg-Pretoria route

Africa's fastest train has opened its new route to the capital, Pretoria, from Johannesburg in a bid to speed up travel between two of South Africa's major cities.

The Gautrain takes less than 30 minutes for the 54km (34 mile) journey.
It can take up to two hours to travel this distance by car during rush hour.
The Gautrain's inaugural airport route was opened just in time for the 2010 World Cup, when it was used by thousands of football fans.
But by reaching Pretoria, it is likely to be used by ordinary South African commuters to beat the traffic on one of South Africa's busiest roads.

Hundreds of people turned up at Johannesburg's Rosebank station as early as 05:30 for the train's first trip to Pretoria.
Some minor glitches were reported, including technical issues in one of the carriages but engineers have since attended to the problems, Gautrain officials said.

The government says it aims to make rail transport the backbone of the public transport system, according to Transport Minister Sbu Ndebele.
"Transport infrastructure over the next two years is guaranteed to radically change the way South Africans travel due to a multibillion rand boost by the government," Mr Ndebele said, reports the New Age newspaper.

The Gautrain cost 24bn rand ($3bn; £2.1bn) to build
The train's top speed is 160 km/h (100 mph) - a long way from the world's fastest trains but still far superior to the locomotives chugging along most of the rest of the continent's tracks, which mostly date from the colonial era, says the BBC's Pumza Fihlani in Johannesburg.

The Gautrain is expected to reduce the number of cars on the N1 Ben Schoeman motorway which links Pretoria and South Africa's economic hub Johannesburg by 20%.
This would mean 25,000 to 30,000 fewer cars on that stretch of road each day

The Gautrain cost 24bn rand ($3bn; £2.1bn) to build ,  $3 billion dollars for 54 km, would equate to =  Lagos – Abuja which is 541km would cost $30 billion and Lagos to Ibadan which is about 114 km would cost $6 billion dollars, I don’t see this kind of project happening in my life time not with the level of corruption in Naija, anyways Kudos to Southey.  embarassed cry
Politics › State Commissioner Of Police Should Be Elected? by KnowAll(op): 12:54pm On Aug 02, 2011
In America, Cities, Towns, and County elect their Police Officers. In Nigeria we do not have State Police and rightly so because of the inherent problems associated with State Police, we are all aware of the over-zealousness of our State Governors with regards to abuse of power, we know they would use the Police Force as a proxy army to intimidate, humiliate and harass their political opponents. We have still not gotten over the hang-over of how some shameless and clueless Governors deported some Ghanaians, a clear breach of their fundamental human right and their right as ECOWAS citizens, the incident was an insurmountable illegality.

I believe rather than go the whole hog and establish a State Police we should endeavour to go Mid-Way by still using the Federal Police but with an elected State Commissioner who would have spelt out his plans in his manifesto to the people. The Deputy Commissioner of Police would and should be a career Police Officer; this would be the highest post a career Police Officer would be able to attain in the state
.

The Elected Police Chief’s  Mandate.

1. Voted FOR a  3 to 5 year term(that can be determined) with no restrictions on the number of times he/she can run, a good officer is an asset and I personally don’t see any reason why a community or in our case a ‘State’ would like to change their CP if he or she is delivering.

2. Compare and contrast crime statistics with previous years to ascertain performance or improvement. This is important especially when comparing notes, Is crime occurrences going up or down? This are the kind of probing questions that would come to shore during elections,  how many cases have been solved, how many are pending,  what was the length of  time spent on investigation and how quickly was it resolved. It would also check how many cases are still open that cannot be resolved and why can’t it be resolved.

3. What is the CP plans for the state, what are his targets and how does he/she plan to achieve those targets.

.
4. The elected Commissioner of Police can be fired by a vote of 2/3 of members of the state house of Assembly for gross dereliction of duty, and an election for a new person would be instituted within 3 months of his/her exit. In the absence of the CP, the Professional or Career Police Officer which in most cases would be the DCP WOULD assume the post as the Commissioner of Police.  The elected CP can also be summoned from time to time by the state house assembly to give clarity, assurance, and hope to pressing security issues facing the state.

5. My believe is you do not have to be a uniformed or a career Police Officer to be Security conscious and astute in fighting crime, even though we call our Governors Chief Security Officer of the State many don’t have the time nor skill to draw up a comprehensive security plan and apparatus for their respective states, that bit should be left to men and women who believe they have the technical and expert know how on how to deal with crime. (Mayor Guliani’s Police Commissioner came up with Zero-Tolerance in New York many years ago and it really had a huge impact on crime reduction in that city.) I am sure there are many Guliani’s ready to come out and show their mettle in Nigeria.

6. The elected CP can be paid from the Security Vote PRESENTLY  given to the State Governors.

The bottom-line is,  I don't care wether d road from Ojo to Badagry is a failed dual carriage road or a single carriage road Fashola should just take over d whole motorway from Oshodi to Badagry not picking one bit.

It is just like ogun state saying they are prepared to take over Lagos -Ibadan expressway and are  only interested in d one that runs from Lagos to Saguma. Obviously we all know  too many  cook spoils d brute it is better for d citizenry to no who is really in charge of a  project than pusssssy footing, pointing fingers at others.
Politics › Re: Lagos - Badagry Expressway Some Salient Questions? by KnowAll(op): 3:02pm On Aug 01, 2011
my dear, I don't know what your argument is about. Basically both roads are federal roads, but d lagos state govt has adopted Badagry express for certain reasons and is actively working on it. So shame is on FG dt failed in first place and even after, the Apapa Oshodi is still untouched. I don't know y u have dragged Fashola's name in d mud on ds thread over FG's obvious failure and his visibly good vision and efforts.

By d way, even d names are clear enough to make u know dt dey r different roads and attempting to still link dem together because of link roads makes no sense.
The bottom line is the Oshodi – Apapa road is one and the same as the Lagos to Badagry road.  Lagos being the former Capital of Nigeria and a major city in Lagos State, Badagry on the other hand is a port city on the farthest part of western  Lagos State, no expressway was ever built to link both cities,  although it was in the master plan but for some strange reasons that part of the contract never came to fruition,

The original plan of the Oshodi to Apapa road is to run from Oshodi to Badagry but the Feds did not get to do the DUALISATION from Ojo to Badagry probably because they moved to Abuja and Abuja needed to be built from scratch,  thinking of building some road in Lagos State that had her own ‘Governor’ would have being the least of the thought of IBB at the time having just escaped the Orker coup by a whisker.

The logical and rational thing for  Fashola to do having already adopted a part of the road was go the whole hog and adopt the entire road network,  the present adopted stretch is longer than the Oshodi to Apapa bit,  but the Oshodi to Apapa stretch would most likely fall into disrepair in due cause due to overloaded trailers that are coming in and out of the ports thereby putting more pressure on the road.

This road would always be a bad one because Nigeria does not follow a strict “way-bridge policy”  with regards to Trailers plying our roads.  Because of this underlying factor  I do not envisage or  see a time where and when this road would not be one wobbly mess with asphalt and tar all tidying up at one end of the road, this has always being my early recollection and  memory of this road.

Fashola should just do the honorary thing and adopt the road in its entirety and save us all this aggro.

Apapa Oshodi takes u direct from oshodi through Isolo, Cele, Mile 2 ( by way of d overhead bridge across Lagos Badagry), Coconut, Sunshine, Ibru Jetty to Liverpool, Tin can and other areas in Apapa.

Hope u r now clear
I KNOW the road at Tin Can Island splits into 2, one going into Tin Can or Malu Road where all the trailers pack by the side of the roads and other vieing to the right to Ojo for onward journey to Badagry, so in a way it is the same route except of course the 'Feds' would only concentrate on the road from Oshodi to Tin-Can Island. while Lagos State Govt WOULD do the Ojo - Badagry axis.

I am bit confuse, the Apapa –Oshodi expressway, from the little knowledge I have of Lagos motorways is a portion of the Lagos – Badagry expressway. My problem suffices from the notion or un-wanton declaration by Fashola praise singers and hallelujah boys of the virtue, insight and gloriousness of building this 10 lane Motorway between Lagos and Badagry, which would be the cornerstone and a centre piece of the excellence of Fashola’s regime in Lagos. I don’t have a problem with that so long it turns out good or similar to the Miniature displayed.  This new road would have a blue Line(public Train) running in the intersection of the motorway from Okoko Maiko to Marina, wonderful idea.

I have seen the diagram, it looks tastefully eloquent and grandiose, but I am confused, on one hand people are screaming “blue murder”, over the Federal Government’s dereliction of duty. They argue asking probing questions  "have you been to the Oshodi – Apapa road recently"  that place and road is a total shambles, the feds are deliberately punishing Lagos State.

Whilst this argument seems plausible,  I saw a picture posted sometime ago by “ Eko Ile” or one of the hallelujah boys of big earth moving caterpillars doing justice to this road, so my assumption was Lagos State has called the Feds bluff and started getting on with the project I made a few positive comments in support of Fahola for taken the bull by the horn and getting on with the Job.

But again to my ultimate surprise due to the heavy rains and  the corresponding heavier floods in Lagos State last week, the Halleluiah boys were out again with all guns blazing screaming “ blue, red, yellow  Murder” over the Feds intransigence and lack of care for the citizenry of Lagos State.

My big question what is the true picture of the Lagos – Badary road, are the Feds  fixing the short distance between Oshodi – Apapa which service the ports to Tin-Can Island and Lagos State Government takesing over from Ojo to Badargy or what I am confused.
