Do you know that 17 yrs is above age of consent in Kogi states. Even in many states in the USA, age of consent is below 17 yrs of age!. First I support the specific ACTION taken by the Kano government on this issue of pornography!. No where in the world is pornography unregulated like this this country or should I say unchecked despite the laws against it.! Gosh, It is clear that majority of the commenters on this tread are supporters of pornography unckedked or is it the hatred of the Northerners that is making them posting crapp like this. This post is not about how good or hypocritical the Kano government are, it is about pornography and it being regulated!! Every sane government have regulation on Adult entertainment and pornography and they enforce the law on it. That nigerian government is lawless and can not even enforce the little they have should be of concern to us all. I have looked at this issue deeply and concluded that this is surely possible, although not perfect! 1.Ensure certain level of education is a requirement and collate data from the certification body (WAC/NECO, Universities etc)) and request for presentation of certificate for registration!. 2. Get every registered youth to open an account and submit their BVN. 3. Since the BVn can not be duplicated, use it to eliminate double registrations and ban those people with double registration!. 4. Run account transaction query on all remaining BVNs and eliminate all BVNs with monthly inflow above N50k/month (or any other cut off amount) in the last six month. 5. Start payments on the remaining BVNs that scaled through item 2-4 above. 6. Run Monthly screening of the BVNs and drop those that fails item 4 above monthly. These is based on the premise that anyone with employment in one way or the other will need a bank account or more than one accounts. And an unemployed person is not expected to be consistently have inflow of more than N30K monthly into his/her bank account. It is also premise on the fact that, it is difficult to do without a bank account if you are GAINFULLY Employed. |
