The Senate, on Wednesday, said that the Ministry of Communications and Digital Economy will deploy the use of robots and artificial intelligence in combating crime and criminality in Nigeria.

It said the Ministry had established a centre for artificial intelligence and robotics.

A statement by Ezrel Tabiowo, Special Assistant (Press) to President of the Senate, said the revelation came to the fore when the upper chamber considered a report on ‘the spate of growing insecurity in Nigeria’ by the Joint Committee on Legislative Compliance and Communications during plenary.

The Chairman of the joint committee, Senator Adelere Adeyemi Oriolowo (APC, Osun West), in his presentation, further revealed that the SIM registration exercise, which makes the provision of the National Identity Number compulsory, had drastically reduced the use of phones by kidnappers for the purpose of negotiations.

According to him, the earlier successes of the SIM registration were compromised by the numerous agents recruited by the communications companies that register SIM card owners across the 774 local government areas of Nigeria.

He, however, explained that this led the Ministry of Communications and Digital Economy to seek Presidential approval for the temporary suspension of the sale of SIM cards in Nigeria and for the merger of all SIMS to the National Identity Numbers of their respective owners.

He added that the joint committee also found that there were other programs and projects by the Ministry and its agencies to support security agencies in fighting crime.

Oloriowo disclosed that a total of twenty-three emergency communication centres using the 112 code had been commissioned, with an additional 12 almost ready for commissioning.

“The goal, according to the Minister, is to have at least one Emergency Communication Centre in every State of the Federation, by the first quarter of 2022”, the lawmaker said.

“The emergency communication centres are supposed to be multipurpose centres for emergencies and platforms for Nigerians to access and connect to relevant institutions like the Fire Service, National Emergency Management Authority (NEMA) and the Police, as well as other security agencies.

“These emergency lines are toll-free lines and their effectiveness has been well reported across the country, including its usefulness, during the COVID-19 lockdown”, Oriolowo added.

Accordingly, the Senate, while adopting the recommendations of the joint committee, urged the Federal Ministry of Communications and Digital Economy to submit a proposal for legislative action towards reducing the nation’s security challenges.

It also urged security agencies such as the Ministries of Defence, Interior, Police Affairs, the Office of the National Security Adviser, the Economic and Financial Crimes Commission (EFCC), the Department of State Security Services, the Nigeria Police Force, Nigeria Customs Services, and the Nigerian Immigration Service to collaborate with the Federal Ministry of Communications and Digital Economy by contacting it when a crime has been aided and abetted through the use of SIM cards.

EFCC Launches App for Online Reporting of Economic Crimes

The Economic and Financial Crimes commission, EFCC, on Wednesday, July 14, 2021, launched an App, Eagle Eye, designed to ease the process of reporting economic and financial crimes in Nigeria.

Speaking during the launch, the Executive Chairman of the Commission, Abdulrasheed Bawa, described the App, being the first of its kind by any law enforcement agency in Nigeria, as a product of ingenuity by a staff of the Commission, being an application that was conceived, designed and developed by the EFCC.

According to the EFCC chairman, the initiative is a clear demonstration of his pledge on assumption of office, to run an agency that is technology-driven. “The Eagle Eye represents a new experience in information sharing and crime reporting between the public and the EFCC”, he said.

Apart from complementing the existing channels for reporting economic crimes, the unique advantage of this application, the EFCC Chairman further explained, is that it eliminates direct person-to-person interface in the reporting process and guarantees anonymity which is an added incentive to effective whistle blowing.

While appealing to members of the public to take advantage of the App in bringing cases of corruption and economic crimes to the knowledge of the EFCC, Bawa said, “with the App, those who hitherto were afraid to report corruption cases to the Commission either for fear of being identified by the culprits or having their identities revealed, can now do so with the assurance of full anonymity”.

He emphasized that the Eagle Eye App, will go a long way in aiding the reportage of fraudulent activities of individuals particularly in the case of Money Laundering through Real Estate. “With the Eagle Eye, Nigerians and Non Nigerians can easily take a picture of a property suspected to have been fraudulently or corruptly acquired and report through the App seamlessly”.

He also said that as media practitioners, journalists occupy vantage positions not only in helping to bring the knowledge of the application to the public, but also making use of it and helping others to understand how it could be deployed to further the fight against economic crimes including corruption. “With the Eagle Eye, you have at your fingertips a device that will ultimately ensure that there is no hiding place for the corrupt in Nigeria”, he further explained.

On how it works, the EFCC Chairman said, Eagle Eye is a user friendly application, with features that can be navigated by any literate person. The first step, he said, is to download it to device from either the Apple of Google play store.

For those who want to key into the Whistle Blowing Policy of the Federal Government and obtain reward for reporting corruption, the EFCC Chairman said such persons should indicate in the information they are providing; just as he said that there are penalties clearly stipulated in the laws, for giving false information that could mislead the Commission.

A Chinese man has been reunited with his
son after a 24-year search that saw him
travel over 500,000km (310,000 mi) on a
motorbike across the country.
Guo Gangtang's son had been snatched
aged two by human traffickers in front of
their home in the province of Shandong.
His son's disappearance actually inspired a
movie in 2015, which starred Hong Kong
superstar Andy Lau.
Child abductions are a big problem in China,
with thousands taken every year.
According to China's Ministry of Public
Security, the police were able to trace the
son's identity using DNA testing. Two
suspects were later tracked down and
arrested, said a Global Times report.
The suspects, who were dating at the time,
had planned to kidnap a child with the
intention of selling him for money, said a
report by China News.
After spotting Mr Guo's son playing alone
outside his home, the female suspect
identified only by her surname Tang
grabbed him and took him to the bus
station, where her partner, named as Hu,
was waiting.
The couple then took an intercity coach to
neighbouring Henan province and sold the
child there.
Local media reports say Mr Guo's son was
found still living in the province.
Mr Guo has travelled across China
searching for his son
Mr Guo and his wife cried and hugged their
son when they were reunited in Liaocheng,
Shandong, on Sunday, state media CCTV
reported.
"My baby, you came back!" said the mother,
whose name was not released, in a video of
the reunion.
"Now that the child has been found,
everything can only be happy from now on,"
Mr Guo told reporters.
Mr Lau, who got to know Mr Guo while
preparing to play him in the film Lost and
Love, congratulated him.
"I'd like to say to Brother Guo that I admire
your persistence," he said, according to the
South China Morning Post.
After his son was abducted in 1997, Mr Guo
reportedly travelled to more than 20
provinces around the country on the back of
a motorbike chasing tip-offs.
In the process, he broke bones in traffic
accidents and even encountered highway
robbers. Ten motorbikes were also
damaged.
Carrying around banners with his son's
picture on them, he is said to have spent his
life savings on his mission, sleeping under
bridges and begging for money when he
ran out of cash.
He also became a prominent member of
missing-persons organisations in China, and
helped at least seven other parents reunite
with their abducted children.
In China, the abduction and trafficking of
babies has been a problem for decades.
In 2015, it was estimated that 20,000
children were being abducted each year in
China. Many of them are sold into adoption,
both domestically and overseas.

Prominent Abia State Chapter of the Peoples
Democratic Party (PDP) loyalists have
decamped and pledged their loyalty and
commitment to the All Progressives
Congress (APC) with the assurance that they
will help the party win the 2023
governorship election in the state.
Among the persons that joined the APC from
PDP were Arc Anagha Mba, Dr. Blessing
Nwagba ; 2019 governorship candidate of
the Social Democratic Party (SDP), Chief
Silvanus Nwaji; PDP stalwart in Ukwa West,
and Chibuike Nwokoukwu, a Senior
Advocate of Nigeria (SAN).
Receiving them at the secretariat of the
party in Umuahia, the state capital, Abia
State chairman of the APC, Donatus
Nwankpa thanked them for seeing the
future APC represents in the state.
Nwankpa assured them that they would be
treated equally with existing members of
the party, urging APC faithful not to
discriminate against the new entrants.

The chairman, while urging them to
contribute meaningfully, assured them that

The Nigeria Customs Service (NCS) has said
that it generated N1,003,752,951,735 in the
first six months of 2021.

The N1,003,752,951,735 is higher than the
N713,548,395,834 generated within the
same period of 2020 by N290,204,555,900.
According to the NSC spokesman, Joseph
Attah, 58 private jet owners have come
forward to have their airplanes verified in
line with its new directive on ascertaining
their status.
Addressing journalists in Abuja yesterday,
Mr Attah said the Customs management has
extended the private jet verification deadline
to July 20, 2021, and disclosed that
infractions discovered during the
verification exercise so far include; breach
of temporary importation agreement, non-
appropriate payment of duty and taxes.
He added that those in default have
indicated interest to pay, while some have
commenced the process by making
appropriate declarations.
“By the end of this extended period, the
Service will not hesitate to invoke
appropriate sanctions as contained in the
Customs and Excise Management Act (CEMA)
Cap C45 LFN 2004 as amended, against any
private aircraft owner that fails to take
advantage of this period to verify his or her
aircraft.
“This feat is as a result of the resolute
pursuit of what is right and willingness to
adapt to changes brought about by global
health challenges occasioned by COVID-19,”

Rimamnde Kwewum
(PDP, Taraba), a
member of the House
of Representatives,
has urged the Chairman of the Peoples
Democratic Party (PDP), Uche Secondus, to
resign in the face of mass defections
hitting the party.
Mr Kwewum, who represents Donga/
Takum/Wusa federal constituency of
Taraba State, cited “increasing weakness,
incoherence and daily loss of members to
the ruling party” as the reason for the call.
The call for the resignation was contained
in a letter Mr Kwewum wrote to the PDP
Chairman and a copy was obtained by
PREMIUM TIMES.
The letter was dated July 6 and addressed
to Mr Secondus.
Mr Kwewum said the leaders of the
opposition in the House are tired of
protesting daily defection as he made
reference to the recent defection of four
lawmakers from Zamfara State.
“Today (Tuesday), not unexpectedly, four
members of the House of Representatives
from Zamfara State denounced the
Peoples Democratic Party (PDP) and
defected to the ruling All Progressive
Congress (APC). Unlike other times, when
leaders of the party in the House (both the
Minority Caucus Leadership and the House
PDP Caucus Leadership), put up some form
of protest, not a whisper was heard or a
hand raised in protest against the
decamping!”
He said that while Governor Nyesom Wike
was selling the candidacy of Mr Secondus,
it was on ability to deliver, adding that the
party does not have what it takes to take
back the centre.
“When the Governor of Rivers State HE
Nyesome Wike sought the support of
members of the House of Representatives
for your candidacy of the National
Chairmanship of the Party, he extolled
your virtues of tenacity and commitment
to the party and our hope, then, to win
the 2019 elections. He said you were the
most experienced and loyal person who
would commit everything to the success
of the party. Indeed, and according to him,
the relentless pursuit of success would be
the guide of your actions.
“The PDP, as you very well know, ought to
represent the hope of Nigerians for a new
future and to, at the very least, provide
some formidable resistance and pull from
the brink that the APC government has
tragically brought Nigeria to.
Unfortunately, the increasing weakness,
incoherence, and daily loss of membership
of our party to the ruling party have
contributed to the general feeling of
hopelessness in the country.”
Mr Kwewum said the Secondus-led
National Working Committee cannot lead
the reconciliation effort because they are
enmeshed in controversies.
“You and the current national working
committee members will be unable to lead
the reconciliation process because you are
unfortunately enmeshed in several current
controversies,” the lawmaker said.
Gale of defections
On Wednesday, a member of the House,
Jonathan Gaza, also resigned from the PDP
and moved to the APC.

Defection is almost a weekly activity in the
House. There have been eight defections
in the last five legislative days.
In addition, three governors in the
opposition party have moved to the APC.
They are Dave Umahi of Ebonyi, Ben Ayade
of Cross River and Bello Matawalle of
