Kazuhiro NOGI / AFP Japan has reopened three beaches in regions devastated by the 2011 tsunami and resulting Fukushima nuclear disaster after years of reconstruction efforts, officials said Monday.
Local officials in Fukushima said they hoped the opening of the Haragamaobama beach would help change perceptions of the region, which has become inextricably linked with the 2011 disaster.
One of the reopened waterfronts is Haragamaobama beach in Fukushima prefecture, about 40 kilometres north of the crippled Daiichi nuclear plant.
The beach in the city of Soma is the closest to the plant of four beaches that the prefecture has reopened.
“I’m delighted because life in Soma had always been associated with the sea before the disaster,” Hiroyuki Ito, secretary general of the Soma Tourism Association, told AFP.
Water quality inspection has not detected radioactive materials in the offshore seawater for years, and reopening the beach was only delayed while infrastructure for bathers was being built, he said.
“I used to play on the beach as a child every day… but I couldn’t let my daughter have the same experience, as she was a sixth grader” when the disaster hit the region, he said.
“Even now, if you Google search images for ‘Fukushima’, the top search result shows a lot of photos of the nuclear plant and other negative images… but our everyday lives here are returning back to normal,” he said.
“We want people in foreign countries to know that Soma is a place to visit,” he said, noting that the association uploaded the image of the opening of the beach Saturday on its Twitter account @somakankokyokai.
Two other beaches affected by the devastating tsunami in Miyagi prefecture, north of Fukushima, also reopened this weekend, Miyagi officials said.
Beaches on Japan’s northern Pacific coast have been gradually reopening after the construction of huge dikes to prevent future tsunami damage and the restoration of sand that was washed away in the 2011 disaster.
On March 11, 2011, a devastating 9.1-magnitude quake struck under the Pacific Ocean, and the resulting tsunami caused widespread damage and claimed thousands of lives.
It also sent three reactors into meltdown at the Fukushima nuclear plant, causing Japan’s worst postwar disaster and the most serious nuclear accident since Chernobyl in 1986.
No one died from radiation but tens of thousands of people were forced to evacuate their homes near the plant.

Two former House of Representatives members, Messrs Bassey Etim and Esio Okwong, of the Peoples Democratic Party (PDP) on Saturday defected to the All Progressives Congress (APC) in Akwa Ibom.
Etim and Okwong represented Uyo and Oron Federal Constituencies at the National Assembly between 2003 and 2007.
The APC National Chairman, Adams Oshiomhole, received the duo along with more than 2,000 with over 2,000 of their followers on Saturday during the inauguration of Akwa Ibom party secretariat in Uyo.
Oshiomhole was represented by the National Vice Chairman, South South of the party, Mr Hillary Eta.
Welcoming the defectors, the national chairman assured them that they would be given all rights and privileges as accrued to all members.
He urged them to join the old members of the party and work to ensure that APC was victorious in the forthcoming 2019 general elections.
“You are all welcome to our great party. You will enjoy all rights and privileges as members of this party.
“You are expected to use your wealth of experience to ensure the success of All Progressives Congress come 2019,’’ he said.
Speaking on behalf of the defectors, Etim, who contested for Akwa Ibom North East Senatorial seat under the PDP in 2015 general elections, said that he was happy to join the party of progressives.
Etim said that they would work hard to enthrone APC in the state and ensure the victory of President Muhammadu Buhari in 2019.
“I am very happy to join the party of progressives today. We have over 2000 of our members who are coming with us to join the progressives.
They were all members of the PDP in the state.
“We will ensure that the party will not only win, but they will sweep the state come 2019,’’ Etim said.
Earlier, former Sen. James Akpanudoedeghe had moved a motion seconded by Mr Nsima Ekere, the Managing Director and Chief Executive Officer of the Niger Delta Development Commission, that the Secretariat along Ikot Ekpene Road be inaugurated and used as the state party secretariat.
Speaking before moving the motion, Ekere said that the secretariat was significant, recalling that in 1998 the same secretariat was used by patriotic Akwa Ibom indigenes to install the government in May 1999.

Trevor made a joke that Africa won the World Cup because of the number of black players in the French national team and some people have branded him a rascist because of that.
The South African comedian made the joke during his segment on The Daily Show, saying the victory was for Africa because most of the players have African root.
He said on Monday: ‘Africa won the World Cup.
‘I get it, they have to say it’s the French team. But look at those guys. You don’t get that tan by hanging out in the south of France, my friends.
‘Basically, if you don’t understand, France is Africans’ backup team. Once Senegal and Nigeria got knocked out, that’s who we root for.’
Venezuela President Nicolas Maduro in a statement also said: ‘The French team seems like the African team, in reality Africa won, the African immigrants who arrived in France,’ Maduro said at an event to celebrate police day in Venezuela on Monday.
‘How much have they despised Africa, and in the football World Cup France won the trophy thanks to African players or the sons of Africans.’

However, the remarks by Mr. Noah has generated an international outrage when French football fans including French former reality TV star Martin Medus took to Twitter to blast for his comments.
He said: ‘You’re a f****** racist. Those people are French and p***** to always be reminded of their background. They fight hard to tell people they are proud French people and yet you disrespect them calling them African. Are the Lakers an African team?’
Elise Frank added: ‘So basically, Trevor, all the African-Americans in the US are just Africans, right? Know that as a french of Algerian, German and Spanish descent, I find it insulting. We are all French, we are one people. Ask the players, they’ll tell you they’re proud Frenchmen!’

Michael Ayinde dragged his wife, Glory, to court seeking the annulment of their marriage with the explanation that she has a penchant for unbridled procreation.
The couple had been married for nine years, however, their union has now come to an end over what many would find as a comical issue.
The presiding officer of the Igando Customary Court, Akin Akinniyi, said the marriage hit the rocks after the responded failed to appear in court.
“Throughout the duration of this case, the respondent (Glory) refused to honour court processes.
“Therefore, the court has no choice than to dissolve the marriage; the court hereby pronounce the marriage between Mr. Michael Ayinde and Mrs. Glory Ayinde dissolved.
“Both parties henceforth cease to be husband and wife and are free to go their separate ways without any hindrance or molestation,” Mr. Akinniyi ruled.
Earlier, Mr. Ayinde told the court that he wanted a divorce because his wife’s constant reproduction had become a burden for him due to the harsh economic conditions.
According to him, Glory has had six children within the nine-year duration of their marriage.
“Before I married Glory, I warned her that I needed only two kids irrespective of their gender so that I can afford their upkeep. She agreed only for her to discard the agreement after marriage.
“My wife wants to kill me with children. She is giving birth to children like rabbits. In nine years, she has delivered six babies.

Nigeria has lost the right to host the 2019 West Africa Football Union (WAFU) Cup of Nations to Senegal.
The WAFU A and B Zones in joint partnership with FOX Sports announced on Monday, July 17 that Nigeria will not host the tournament scheduled for 2019 and named Senegal as the new host country.
After the 2017 WAFU tournament which was hosted in Ghana, it was announced that Nigeria will host the second edition of the refurbished regional tournament.
The development means that Senegal will host neighbouring West African countries for a duration of two weeks in 2019.
Nigeria will have to take a back seat to Senegal and host the tournament’s third edition in 2021 dates yet to be confirmed.
All matches of the tournament have been licensed exclusively to FOX Sports after an agreement with the West African football body in December 2016.
The regional tournament is billed to improve grassroots football across West African countries and also have a lasting legacy on infrastructural development as well as to discover future stars.
The home-based Super Eagles finished as runners-up to host Ghana in the last edition in 2017 and went on to also finish second at the African Nations Championship (CHAN) to host Morocco. ‘‘I have taught this to many married women, who say their husband is too busy, & several of them listened and snapped out of that, IF HE LOVES YOU, HE WILL FIND TIME TO CALL AND MAKE TIME FOR YOU.
Others are just set in their ways. That thought process is one reason many relationships break up, some before it even starts. While I agree that it’s important to be in touch, CONSTANTLY, with your significant other, I also believe that there are times when work really can hold you down & shut down the world.
There are other times, when it’s not that you are busy, but you just don’t want any negative energies messing up your already clogged up itinerary.
The reason a lot of ladies have the belief that you can always find Time is because there is, often times, a guy who has time 24/7.
Some could be jobless, have arrived, work for themselves, have light working hours, or even in careers that gives them time to waste. Believe it or not, there are people who can actually be busy for 4 hours straight.
I am an MC, I have started working, sometimes, from 4pm and don’t get off till 12 midnight or even later.
There are cabin crew members who are airborne for 12 hours or less.
My Point is, don’t throw away a good man, because he is always busy. Or would you rather one that is always home? Like I said, it’s a core part of relationships to stay in touch, but there are times all YOU NEED IS UNDERSTANDING.
I have a friend whose babe starts calling him from 4:30pm. Where are you? Are you still on the road? Why didn’t you pick your call? Are you sure you are at work? Are you not supposed to have closed? Can you video call me? Blah blah blah.
Then he met one who doesn’t stress him. She will leave messages. How was your day? Hope the work load is not too much? You have been so busy, try and get a massage this weekend.
Should I send you lunch? Should my driver bring you orange juice? Once you give a guy the impression that you are not concerned about his career, you are on a long thing.
This also goes for men who, short of putting a tracker on their babes, monitor them like they are on Parole.
