I don't think this mushroom Refinery would have any significant economic value when compared to the relatively bigger refineries. For a viable Refinery it should be not less than 50k barrels per day. A 7kbpd Refinery especially in Nigeria will be challenged by many economic factors that it would be unwise to run. Mind you industries like these are mainly Governed by economy of scale in the sense that the higher the production the cheaper the cost of production. Unless the refineries would be limited to AGO production which is the easiest and cheapest but of less demand.

Yeah you are right, but something I read about these modular refineries is that they can be pretty much optimised and efficient and can actually run at good profits if certain things are put in place; one of which is the infrastructure for supply of raw material/feedstock. This was the reason I mentioned locating them next to existing refineries in order to share certain vital assets like crude supply pipelines, storage tanks and discharge bays.

I knew the only reason any normal human would be so pained and opposed to this good news of a refinery was due to some senseless uncontrolled political sentiments which eats into the senses. For that reason, I teased you twice by mentioning it wasn't a govt project, just to ease your high blood pressure and drive you to reason properly. I've seen like a hundred reports where it was mentioned that a modular refinery was to be built at Kwale. For the first time, pictures finally emerge and then you jump on the thread claiming it's a lie! it's a lie!, that no refinery is being built in Kwale; you obviously tried to paint a picture that no refinery project was ongoing anywhere. But when tackled, you then come out to say "the refinery is being built at Emu and not Kwale". What exactly were you trying to achieve by raising such false alarm in the first place?....

And by the way, since you claim everybody (from the VP, to the petroleum minister to journalists etc), who said the refinery is in Kwale is either ignorant or a liar, can you kindly tell us how far this Emu (where you claim the refinery actually is located) is from Kwale?

Reading through your responses on this thread, it's now clear that you dont even doubt that a modular refinery is being built somewhere (not far from Kwale), but you seem to just have a serious problem about 'Kwale' being mentioned as the location. I'm still not sure why you had to raise such an alarm; have you got a problem with Kwale people?

Well, all those can be fast tracked if the government got its act together. Besides, even if completion were to be in 2019 or 2020, I expected the govt to have taken loans and invested in several of these; getting a loan for purposes like this would have been very easy and the repayment would equally have been easy (if managed properly).

I understand a lot of people hate the government with a passion and choose to distrust everything but this is pushing it a bit too far. Sorry to disappoint you guys on this one, it doesn't matter whether you believe it or not, or whether you agree or not, the fact is that a modular refinery is currently being built in Kwale; Kwale isnt the size of your father's compound for you to expect to see or know the location of every single project, including a relatively small refinery being raised in some remote forest.

Maybe this might make your pained hearts feel a little bit better, the refinery isn't being built by the government, it's a private initiative.

In the wake of the forex crisis, this is something I expected a serious government to have done; take mega loans, build about 10-20 modular refineries at the site of existing mega refineries, and as soon as projects are completed, concession the refineries to private operators for efficient and profitable management.

If that was done, not only would the loans be easily paid off, the forex crisis and recession would have been a thing of the past. But the government is rather waiting for Dangote to complete his mega refinery.

What kind of nonsense laws?... Reading through the report, that was a very flimsy reason to turn back a genuine visitor at the point of entry. I've read of a similar story some years back but in the UK. A business man visiting for a meeting was asked at the point of entry if he had any friends or relatives in the UK and he replied 'NO'. Immigration guys took his phone, went through his contacts and found some UK numbers, one belonging to his inlaw which his call records proved he had called not long ago and thats how he was sent back. You might want to claim he was dishonest, but I'm sorry, that's a very flimsy reason to turn a person around cos the dishonesty allegation can be argued.

Federal projects arent LGA projects that you start and complete in a day, federal projects typically span several tenures. I bet you can't also name any single reasonable capital project started and completed ny the former regime in 5 years.

Full money for the project has already been released, so in the part of the FG, the project has already received 'full attention'. But then, only a miracle can get it completed in 7 months, including construction of the stations etc.
