The generation of leaders currently in Nigeria need to cover their eyes with their hands if their was a better word to use they are a disgrace to humanity looting is such a moral word to use when referring to them outright theivery is what they do. Its a pity and a shame for some of us to sell ourselves short image some people not realising that the reason why fuel costs are higher in some area then in others may not "may not be" as a result of the few that pay back remittances to the same political associates but because roads are bad no infrastructure and cost of maintenance must be born by the entrepreneurs and as a result it pays to supply where my physical costs are reduced as against in the creeks or east where the roads are damned tell them when they come and meet you that if julius berger would handled our construction we do not need an over sized irrelevant miunistry of works, if private investors will invest in transportation we do not need a waste filled ministry of transport with a thousand agencies if we want to stop the importation of some basic things all our borders have to closed to other thins as well we're are no more interested in NEEDS,SEEDS, SURE VISION 202020 we are interested in people grown plan which looks and address the needs of the masses a collective agreement by us the people and not a whom want to institutionalize corruption a few whom haven't walked the streets looking for what to eat or a president that believes in putting the blame on another mans door step for his inadequacy's a president that went from state to state local govt to local govt was voted for because we felt he would reason with us and lay solid foundations and antecedents for the fight against corruption is now intoxicated with temporary power what a shame on the S.S their best product is a DRAGON that drinks like a fish, and as direction less as a old OSHODI market.

Like I always say SLS good man working with statics fine but is his position the true position of what's on ground NO! They are too far from the people to know what actual obtains, their is one basic thing that touches all nigerian's PMS, its used to power speed boats in the creeks used to move small cars that transport food items from farm settlements inside thick forests in ilaro to oja odon in ilaro to where big vehicles now load and bring them to town, its used to power light (I better pass my neighbor) in the local governments of wamba in nasarawa its used by unemployed youths that have established barbing and hair dressing salons to survive its used by unskilled technicians vulcanizers to pump tires people to pump water for sale in lagos not diesel, 98% of the middle and low class people depend on it, okada riders depend on it, just name it to go and buy kerosene to cook you need to enter buses that are run with fuel PMS, their is no alternative at all its like air we breathe, water we drink no substitute at all, go to move locations and see what they use to power sets generators business centres generators and all on PMS, and these are the 4% people that are adding to the 3% causing the economic growth which is exported/taunted outside the country, we all know figures can be looked at but in reality what does this translate to? In terms of the effect on the people. Nigeria is a developing country and for that reason a cash economy which in turn makes it a consumer economy because of the lack of long term funds to help create enterprises and this in turn affects every decision policy of govt, are we supposed to keep growing inflation and encourage wasteful spending like our legislator is doing and FG buying new presidential jets, over invoicing, excessive spending on feeding and irrelevances these may look small but a composite of all the aggregates of these small spending and over invoicing is min buggling and if the govt could judiciously following the cash flow plan for subsidy in just 8months, how would they manage excess funding from my pocket, they can even give me the actual break down of cost components in the production of a litre so how can they justify the above said, cabal thing  they have dealt with the insecurity thing and you think they have the capacity to manage money, the first lady is out of the country on medical check up why not in a hospital in nigeria even with the billions put into some, look at the level of NEPOTISM, I wish SLS could leave the comfort of his office and home and live in mararaba experience a average nigerian's life that eats meat only once in 3 weeks and see's milk as a delicacy for the rich, so many things are wrong if we refuse to farm that doesn't mean we can't become a processing hub, in west africa establish these companies and sell them or take them PLC, tin tomato manufacturing, juice packaging, beans tinning etc these are proactive innovative things that would generate enterprise

dmainboss:
1. The SE and SS can never agree because they have been pooed on for so long. They cannot trust thier lives to people like Buhari, Soyinka, Bakare et all. Its just a natural reaction. And to add to that the SS have immensely benefitted from GEJ. So why would they work against him.

2. A man cannot the clueless and wicked at the same time. If he is wicked, it means he has an end game and a goal. If he is clueless, he cannot be termed wicked. Get the jist
Funny but it is possible
Abacha was wicked but not clueless e.g he kept the naira stable at 22-a dollar, established the PTF that did direct construction and maintenance of roads and didn't increase the price of oil for 5-6yrs did owe contractors, he was corrupt but didn't allow other officers to steal he was wicked for jailing the likes of OBJ and flogging them, arbitral killing that's being wick and not clueless but touch the whole facets of human life without knowing what comes first like buying buses establishment of pricing boards to suck up the astronomical price increase no payment of pensioners only on TV, difficult assess to funds for entrepreneurs only commissioning of building insecurity boko haram issues its endless to show you how clueless a person can be

I say this again all the curses in the book of Job I curse you these RACISTS NEPOTIC FOOLS and BIGOTs that are supporting the removal of subsidy without concrete justifications and I ask you -"was rome built in a day" ?. The issues are beyond subsidy removal it boils down to accountability how do we expect these people to manage these funds when they couldn't manage the initial oil subsidy that jumped from #250b to #1.4t in 8 months and a drop in our foreign reserves which is not causing our weak naira to become weaker at the expense of the same value of oil, why can't they come out with the actual cost of processing a single barrel of oil, because they want to continue to maintain secrecy and steal, they want you and your generation to continue to serve them and their children even when you may be more intelligent then them, why have they refused to educate nigerian's more by providing good schools and encouraging us more, simple because they have found out its better most of you remain illiterates and all they have to do is pick up a dictionary and use some big words to confuse you they way they are now, so read more learn more to liberate your minds.

To the issue at stake government expenditure in terms of recurrent overhead has increased by twice its initial amount from #900b to #1.4t upon which agreements where made for just about 6.5% of the total population govt civil servants what would they have done in order to balance out simple do what OBJ did slash the allowances of the NASS and reduce redundancy fight corruption but what do they do transfer everything to the common man on the street by taking #80 out of his pocket, I do not blame some people it took the likes of NADECO to frustrate abacha govt, and it took their representatives OJO MADUEKE little or nothing to organise a 2million march under the pretext that they meant well for themselves not us if not for God!
Yes we have seen the list of those benefiting from it almost everybody that is everybody decided to share from relations of dangote MRS, otedola mike adenuga, capital oil, captain ihancho minister of interior, to the ascorn oil minister of avaition, wale tinubu to eternal oil, we also heard some supplied water rather then oil and water did they do to them they simply sign the papers to give them these subsidies before delivery to the NNPC, they inturn supply to the depots which these same people go back and buy from and add cost of transportation to the various areas they supply to places where the roads are bad they sale at a higher price and you are not fighting govt to repair the roads infrastructure the issues are multiphased but what do myopic people do insult S.Westerner! Hmmm

As I read through the thread I see some certain people belong to a cursed generation and I honestly hope their generation should not extend beyond this one. Racists and hate'ists', they talk as if they are immune from the truth it affects them just the way it affects all of us around the country and they lay their myopic arguments on the fact that they were buying at a higher price even when it was #65 they have forgotten that now that we would be buying for #140 they would be buying for #250 but who are we to blame them we have so many educated illiterates in nigeria and semi educated fools that copy throughout their life through school how do they know what is right from wrong PROBABLY THEY DO but are waiting for their own turn to have the opportunity to steal not loot steal from us like their parents and uncles then I see them draw a comparism between communication and oil these people like I continue to emphasis didn't read in school they cheated throughout they have forgotten that oil has no substitute unlike communication you decide to go verbal and forget about using your phone but oil they enter transport (PMS) to buy you kerosene, they are used to transport farm produce from inside the thick forests settlements they are use to power barbing shops, hair dressing salon, tailoring shops homes, recharge our GSM, power all facets of our life and they draw a comparism, WOE be-tide you that close your eyes to the truth when you also know the size of corruption in govt is monumental, from the presidency to the national assembly, to ministries where I continue to insist over invoicing is perpetrated and when the contracts are given to people they always come back to collect half of the contract amount from the suppliers and contracts civil servants conniving with their political appointees to steal WOE be-tide you and your generation if you see the truth and stand with it, it shall not be well with your generation cancer sickle cell stroke would be your portion and their shall be no cure for your generation until it is whipped out to you racists cursed be you for God would visit you with all the negatives in the bible HELL FIRE would be your abode both on earth and when you pass to the great beyond. Kobojunkie:
Am I to believe that, once again, rather than negotiating with ALL groups out there that comprise the Nigerian people, the Government has instead chosen to only negotiate this with the NLC?

If this is the case, then it is in the interest of every single Nigerian out there to inundate NLC with their requests and to demand the group make no groups with the Government that the people, as a majority, do not agree on.  ASUU, Market women's unions, Trade Associations, Professional Groups, etc, all ought to be at that negotiations table and all ought to be able to equally vote, since they are also groups that represent, to a degree, the Nigerian people.
I am not certain exactly when NLC became the only voice of Nigerians and it would it be sad if the Government has chosen to see it that way.
A true Xray of my thought
In fact I believe the protest was hijack by Nigerian Labour Congress, if not heaven would have been let loose NLC comprise of about 6.5% of the affected people then I ask myself do they think a farm produce buyer or farmer whom has to go into a village or local government say keana in nasarawa state would be able to make use of their insensible palliative "bus" to carry 2 bags os of melon seed for sale at what price, for sale to us and labour has already started thinking of a compromise,

Very pathetic are you guys sure you heard what I heard the NASS can only advise and he can chose to listen or forgo it, impeachment proceedings, this group of legislators would never do that to the person that made them by increasing their allowances from #12m to #45m (reps)and #54m(senate) respectively how I wish nepotism could be put aside by the people of the S.S and S.E and the reality of the issues at stake could be looked at by everybody without any baise I heard nigeria makes #9b daily that means in a month #270b and a year #3.2t meaning about 6.25% are actually spending this while they borrow to sustain the rest of us, according to the paretos rule of a 100% of people, 20% work while 80% don't, amongst this same 20% - 20% actually head these ministries and agencies, and do the stealing while 80% are spectators, amongst these 20%- 20% are actually telling us that they know more then us which form the cabinet of GEJ and this is what we should resist, 2% or less dictating to us that we should continue to subsidize their corruption, when is enough! enough!! my answer is at the point at which you are now harming yourself, 2months ago if you are walking along the road from berger to wuse at about 8-9pm and carrying a hand bag as a woman, you are not safe bag snatch ers and thieves took over abuja same while climbing pedestrian bridges they take your phone and laptop and run, this is hunger joblessness, in the afternoon while you are walking people would openly face you and beg you for money to eat and enter buses, in the face of a minister and D.G going to the airport with fleet of cars and the presidency itself, why do we allow lame argues and sentiments to be cloud our vision as for me today would have been a go turning point for our CLUELESS and WICKED jonathan to back pedal and do what is right first (JOE rome was not built in a day and you can definitely build nigeria in 4 years set the right antecedents) I guess he doesn't know the difference between being a leader-leaders carry people along and earn respect and a dictator-commands respect which only lives with him as long as he holds the mantel of power, rubbish people

What is 25% percent in actual terms his feeding allowance is close to 1billion 25% off makes it about 750million still to high he should slash it by 50%, for state house as if the sss officers on duty don't get rations when on duty as well as the police and military personnel directly, GEJ salary according to revenue mobilization set during OBJ time is about 2million plus he is only slashing it by 25% meaning he still goes home with 1.5m when he leaves office the house he would stay in would be built by juluis berger for him anywhere he says he wants it with our money why not half that money go home with 1million, since he wouldn't even spend it through out his tenure so, what of the contract the ministers are allowed to award to themselves, has this been cancelled, lagos state alone has 2000 buses but the federal govt is buying 1600 for the whole federation these buses I guess the drivers would have a special market where they would purchase their food items, and schools where they would take their children to and would pay the old rate of fees, the legislator what is going to happen they should slash theirs also by 50% he should use the presidential veto he exercised unilaterally when increasing oil price. Act and stop talking we want to see these projects started first before you remove this subsidy.

@beaf I expect to hear from you that jonathan has taken control of a crack team saddled with the responsibility of their total extermination even if it would look like genocide daming the consequences of the camerounian authorities if its to exterminate these baggers
Right now I expect jonathan to take the honourable route and resign since the only alternative for him is to remove subsidy first and think of buying 1600 buses when LAMATA in lagos alone has in excess of 2000 mass transit buses and this hasn't brought down the price of transportation

Did most of these people go to school at all or they cheated their way through school is it share common sense when I some times see people comparing the GSM privatization and oil deregulation basics one has alternatives the other doesn't "GSM" if you don't call you can just enter a bus and go and discuss with the person, but fuel can water run a car, but have social scientist ever wonder what would happen at the end of competition I say it time and time without number cabalisation would occur, the various competition after taking their share of the market would come to and then unilaterally determine the price for their services while competing based on products services so plz they should stop siting it as an example. The ministers are all to dumb, and lazy no one to stand up and look them in the face and tell them the truth
Politics › Re: Email Conversation With Sanusi On Fuel Subsidy Removal by olajide8(m): 1:35pm On Jan 07, 2012
Let's assume that the total civil service workforce employed by all arms of government legislator, executive and judiciary at federal state and local government level amount to a total of 10 million out of 160million let's do the mathematics 6.25% run on an overhead which includes foreign travel extacodes, allowances and bonuses purchases for recurrent items which are usually hyper inflated and used as a conduit pipe for corruption and they now tell me that these costs can't be properly checked, better still cannot be reduced? I think their is something wrong, YES! assuming the other costs look almost irrelevant I.e feeding and gardening costs, and its better to make a big dent on overheads by removing a large chunk easy way out, they have forgotten that egypt was built with blood and sweat- in other words it wasn't easy and proactivity and innovation bring progress" any entrepreneur would know that increase in revenue is as a result of the reduced cost which imagine if skimmed off 400+ agencies would drastically reduce the recurrent now multiply 109 senators by 54m a quarter meaning 3 times a year they collect this and 330+ (representatives) or minus by 45m every quarter add the expenses of political appointees and assistants special assistants per each minister and the presidency etc look at the crazy figures add the cost of movement at a go a minimum of 4 cars which is fueled with recurrent, training allowances which don't or aren't given to the lazy civil servants ( its the only place you can work and no one can sack you, you wake up and go to and theirs no target to attain, where corruption and bribe is so endermic and is so institutionalized, that the only person caught is the person that eats alone without sharing, and where people take turns to steal over invoice following laid down rules by the same federal government agencies, like the BPP, tenders board etc) and they tell me they can't reduce recurrent example the SGF and an agency where supposed to do some things  moneys were allocated but what happened it was shared and this is hundreds of millions that would have employed at least 20people pocketed by the same jonathan stu gees and they tell me they don't know or think this little here and their can't reduce recurrent or can't be reduced, well it must be reduced because these same people go to the same markets we go and don't have a different kind of blood flowing through their veins they where just by opportune by God, to as they were others better then them but faith played a lucky one on them. And they insist the quickest one was to take a easiet way out remove subsidy without alternatives first tested, then they look at us and tell us 1.8m food a day can't be reduced when so many nigerians can't afford to buy 100 plate of food a day it does even exist in abuja this is insane crazy wicked to say the list

Years ago I doubt if "jona" could afford to eat a 300 naira plate of food like most of us, but when he became a commissioner under the then group capt olugbolade government in the then new bayelsa things started changing he could afford to steal bayelsa money and build a house otueke and a car, alameseyia knowing his tendency for confusion rather then added direction left him out of governance and after begging some so many times to see baba OBJ was given the opportunity OBJ felt he was quite humble and couldn't talk to much as well as he would not steal like peter ololo, odilli and donald duke even if he wouldn't deliver, but his wife took it upon her to steal, acquire 2 ships(vessels) for oil bunkering and telling him to go ahead, look at the way she talks and look at the way he talks its theives that talk like that why they are getting drunk on champagne he has never drank before in his life and disgracing us up and down, and he is signing crazie policys which affect us, I even heard the reason why allison madueke is close to him is coz its her sister that gave birth to his two children imagine family politics gross rubbish

Well I don't think the size of the police force would be increased because this is an internal security matter I think I will affect the ministry of interior more civl defence, prison services and the establishment of the border control agencies another parastal for monitoring the borders since we don't have aerial or satellite view of everything "well my guess for them but my expectation as that is what I would have done as president.

@Beaf where are you
This is very important since they are now reading Nairaland:-

One barrel of Crude oil = 42gallons or
159 litres

2) Our Refineries (i.e 4) Installed
(combined) capacity  = 445,000
barrels per day

3) Actual refineries capacity due to
ageing equipment = 30% i.e. 133,500
barrels per day
.
4) . 133,500 barrels = 21.2 million litres

5) Local required consumption (F.O.S) =
12millions litres

6) It means that even our MORIBOND
refineries can actually meet our local
consumption need of petroleum.

7) The cost structure of crude oil (i.e.
Qua Iboe Crude Oil) production per barrel;
- Findings / development - $3.5
- Production cost              - $1.5
- Refining Cost                 - $12.6
- Pipeline/transportation  - $1.5
- Distr/bridging fund Margin -$15.69

cool True cost of one litre of petroleum
anywhere in Nigeria;
- Total sum cost per barrel = $34.8
- 1ltr cost = $34.8/159 litres = $0.219
- Naira equiv. 0.219xN160= N35.02k
- Add Tax N5 + N35.02 = N40.02

9) Let FGN refute the above composition
and if not, they should tell us how
they came about N65/litre.

10) Locally refined products cannot be
sold at International price.

11) We really do not need FGN SUBSIDY
as there was NONE in the first place.

12) What is LACKING, is the WILL to
enforce LAW ON CORRUPTION.

Pls re-broadcast until it gets to the right quarters for their response

I guess someone is listening to us on this forum and that's why I always advocate that we proffer solutions I made mention the other day about 1man manning 1-2km of our borders see employment generation next I think the best thing to do would be to post civilians lawyers specifically those from the ministry of justice and they should be rotated every 6months, to police stations to act as federal judicial represntatives the impact it would increased job creation better representation of issues and a reduction in corruption these people should have the power to recommend termination of police officers for collecting bribe, drinking and smoking whether on or off duty and misbehaviour, when people are arrested they should be given the right to talk to these people first. These people should in turn report to the attorney general of the states and the AGF. Should I say more give me Nigeria and within 6months things would change

Well I think security and law enforcement matters involve everyone be it terrorism, drug traffiking, armed robbery or financial crimes. We the people just have to appreciate the situation and meet government half way. For example the situation in Pakistan is clear. Both government and the people tolerate Al-Khaida. Nothing America can do about it. Intel there is nigh impossible. Americans are in love with their drugs. Billions have gone to the Colombian government, production, export and consumption are higher than ever. We in Nigeria celebrate unfounded wealth, incentives for financial crimes from robbery to stealing. Buhari and Idiagbon launched the WAI in 1983 and he was kicked out a few months later, journalists rejoicing. The society largely gets what it tolerates despite government in most cases unless you have a totalitarian society like North Korea whereby a Boko Haram will be crushed without compromise. Try that here and even law enforcement will be split along religious lines.

What Fashola is saying in a nutshell is, look at what is happening in the and make a deliberate choice not to have the same happen here by being my police in your communities, on the streets because I don't absolutely have control over the security apparatus of government so I need good intel and time to act on it. The people then decide if their own security is worth the effort and discomfort of added vigilance and cooperation with the state.

It resumed in 1980 and has continued ever since. Is the problem Jonathan or Nigeria? Why did the rest of Nigeria stand with the Hausa-fulani against the Igbo for the reward of malice?
I am not a believer of the British concoction called Nigeria.

Despite all steps taken by great men who had lived to create a workable Nigeria, the opposite had been the result. The man ‘Zik’ spent his days championing a “one Nigeria” even to the detriment of the entire Igbo nation. And in Aburi, Ojukwu made yet another difficult effort to create and sustain a workable and profitable-for-all Nigeria; but, as always, leaders who were born- frightened of the Igbos-, and who have lived all their lives on guard against Ndigbo would not give room for any meaningful development in Nigeria. Immediately Gowon returned from Ghana, he dashed any hope remaining for Nigeria, and then made arrangements for war.
I am constrained to respond to this piece consequent my troubled spirit about Nigeria's past, present and future. I make reference to what George Bush (senior) said during the first USA incursion in Iraq. He said "if only Iraq could see the amount of military forces amassed in the desert against it". If only Nigeria could see her bleak future, she would give up anything to avoid that. As much as I wish Nigeria well now and in the future, the country is unavoidably set on self distrust.

I do not at the moment reside in the affected areas and although I am presently residing comfortably where I am but what does it profit a man if you live comfortably some where and your kids and kin are languishing at the other end. I am continuously drained emotionally each time I remember the hardships my people are subjected to in Nigeria on daily basis without hope of ending.

My worries are compounded by the fact that our leaders past and present from the local government to the presidency have taken undue advantage of the docility or passiveness of Nigerians.
The handwriting on the wall is that Nigeria is becoming a rolling stone that gathers no moss. Nigeria is finished and any hope that Nigeria will one day become like the developed countries of the west in our generation is a delusional,
Sovereignty is the answer to all this shits and motherfuc, kers
Yes I agree with you but their time has passed it our turn to leave our own legacy BB definately has

I respect Okogie's comments and I think he is right. if you look at GEJ's govt with an unbiased mind, you will see that GEJ is confused. He is also DEFINITELY not acting his own scripts. The fuel subsidy debates gave a hint where the idea came from. His ability to talk intelligently is questionable; every time the guy utters something, it gives you a lack of confidence in his government.

Regarding Boko haram, i might not want to castigate GEJ cos the prob is more complex than we think and trust me, if I ask all nairalanders to proffer a solution, each person will critique the other's  proferred soltuion and call it silly. most people who talk he recannot answer in non-vague terms what they would do if they were GEJ. I don't think any sane person would relate BH's activities to the fight for equity and justice.  (aplologies Bisi AKANDE if what I heard you said was true).
With this admission though I am not truely satisfied I would like to believe these are part of the reason I would want to rest my case because we talk and don't proffer solutions I have though like they are they are short term.

Months ago I posted this issue of the cluelessness of GEJ, good intentions, but cluelessness of prioritization, part of those to blame for our predicament is IBB that took nigeria and registered it as an islamic state with ICC, now I don't know how many people love chess but I love it to a fault, gorilla warfare is what we are up against, and how do you fight a member of your family whom eats and drinks with you kills another person and doesn't wear any uniform making it hard for you to identify the person, how do you kill a 12year old kid asked to detonate a bomb to take your life a family man with children older and younger then him, depending on you for survival, how do you battle a man that is out for vengence over the death of his son or father, simple by making sure his possible targets are reduced and a suspension total curb of items which could be used as a backing or re-enforcement to the existing strength of the person,
Basically the establishment of a border control agents manned by people just like in the united states not the rubbish immigration we have that are located at only specific places, we are talking about 1 man to 2km radius of our borders this alone would employ 200,000-300,000 nigerians with an average salary of between 30,000-50,000 these same, whom would have probably decided to become radicalized, the study of those nigerians that have travelled to the mid east in the last 8years (these people don't believe in democracy and they are part of the gensis of the problem, we even sponsored them on pilgrimages to learn how to kill us) then the acceptance of some of these elements to a sharia state and a collection of all their identities a full monitor of their movement as they would be told that they are within a free trade zone and movement outside those area's requiries full disclosure its should be easy because they are uneducated HARAMIC and if they could be easily convinced to fight and kill innocent people of the state, it would also be easy for the state to convince them, subsequently the most important thing JUSTICE and EQUALITY should be further sort after this is the cause of the problems leadership by example don't tell us you would be using 900million plus for feeding you and the vice president while an average nigerian wakes up thinking of what he would eat your wife the first lady shouldn't be given the power to steal and misbehave the way, this one is, or turai did, acting with impunity against fellow nigerians because you have the power of state behind your husband. Its endless

NiGeria needs to be saved from the people that synthesize the questions they allowed him to answers "UNCLE JOE" they are unpatrotic, uncle joe himself was very evasive in answering questions or better still not articular enough to justify the answers to the questions, placing the responses on sentiments blaming issues on others failing to tell us which direction we are going to or he wants to take us to, I only heard him talk about completing on-going projects and no new projects, like I always say they are all clueless rather then reducing the cost of government from all spheres and across all lines it is subsidy removal that's the best option with a recurrent budget that can kill an aready dead man dead, over bloated contract awards, they can't trust themselves to build refineries coz to them it would take about 18months and gulp huge costs these people are sick upstairs they just don't get it, and they are all making excuses to cover their ineptitude and laziness they have failed to realize we live in a vicious cycle of interwoven events and circumstances they have failed to realise the most important thing in nigeria "whatever goes up never comes down"- their is no gravity in nigeria, and increase in any of these costs as a result of subsidy will definately consume what ever increase in salaries fought for by NLC local government employes, state government employees all of you are in trouble, and send the private sector employ(er)(ees) to a state of grappling with life then the multitude of unemployed to another level in the short term and medium term have they heard about the multiplier effect of prices and policies, and those private investors wouldn't still build coz they know once JOE leaves the next government would reverse almost all, if not all, of these stupid policies to tell us they are incontrol. Well patience don dey steal well for their immediate generation, what can we do with this situation and these boys and girls backing him up about this rubbish, Cluelessiness surrounded by clueless people grappling at all but not the one place they should have focused on the people.

Finally The Hidden Truth About Fuel Subsidy Comes Out

No doubt, many Nigerians have not seen the facts about fuel subsidy this clearer before: On December 10, 2011, if you stopped at the Mobil filling station on Old Aba Road in Port Harcourt , you would be able to buy a litre of petrol for 65 naira or $1.66 per gallon at an exchange rate of $1/N157 and 4 litres per gallon. This is the official price.

The government claims that this price would have been subsidized at,
N73/litre and that the true price of a litre of petrol in Port Harcourt is N138/litre or $3.52 per gallon.

They are therefore determined to remove their subsidy and sell the gallon at $3.52. But, On December 10, 2011, if you stopped at the Mobil Gas station on E83rd St and Flatlands Avenue in Brooklyn, New York, USA, you would be a able to buy a gallon of petrol for $3.52/gallon. Both gallons of petrol would have been refined from Nigerian crude oil. The only difference would be that the gallon in New York was refined in a US North East refinery from Nigerian crude exported from the Qua Iboe Crude Terminal in Nigeria while the Port Harcourt gallon was either refined in Port Harcourt or imported.

The idea that a gallon of petrol from Nigerian crude oil cost the same in New York as in Port Harcourt runs against basic economic logic. Hence, Nigerians suspect that there is something irrational and fishy about such pricing. What they (Nigerians) would like to know is the exact cost of 1 litre of petrol in Nigeria.

We will answer this question in the simplest economic terms despite the attempts of the Nigerian government to muddle up the issue. What is the true cost of a litre of petrol in Nigeria? The Nigerian government has earmarked 445,000 barrel per day throughput for meeting domestic refinery products demands. These volumes are not for export. They are public goods reserved for internal consumption.

We will limit our analysis to this volume of crude oil. At the refinery gate in Port Harcourt, the cost of a barrel of Qua Iboe crude oil is made up of the finding /development cost ($3.5/bbl) and a production/storage /transportation cost of $1.50 per barrel.

Thus, at $5 per barrel, we can get Nigerian Qua Iboe crude to the refining gates at Port Harcourt and Warri. One barrel is 42 gallons or 168 litres. The price of 1 barrel of petrol at the Depot gate is the sum of the cost of crude oil, the refining cost and the pipeline transportation cost.

Refining costs are at $12.6 per barrel and pipeline distribution cost are $1.50 per barrel. The Distribution Margins (Retailers, Transporters, Dealers, Bridging Funds, Administrative charges etc) are N15.49/litre or $16.58 per barrel. The true cost of 1 litre of petrol at the Mobil filling station in Port Harcourt or anywhere else in Nigeria is therefore ($5 +$12.6+$1.5+$16.6) or $35.7 per barrel . This is equal to N33.36 per litre compared to the official price of N65 per litre. Prof. Tam David West is right. There is no petrol subsidy in Nigeria. Rather the current official prices are too high. Let us continue with some basic energy economics.

The government claims we are currently operating our refineries at 38.2% efficiency. When we refine a barrel of crude oil, we get more than just petrol. If we refine 1 barrel (42 gallons) of crude oil, we will get 45 gallons of petroleum products. The 45 gallons of petroleum products consist of 4 gallons of LPG, 19.5 gallons of Gasoline, 10 gallons of Diesel, 4 gallons of Jet Fuel/Kerosene, 2.5 gallons of Fuel Oil and 5 gallons of Bottoms. Thus, at 38.2% of refining capacity, we have about 170,000 bbls of throughput refined for about 13.26 million litres of petrol, 6.8 million litres of diesel and 2.72 million litres of kerosene/jet fuel.

This is not enough to meet internal national demand. So, we send the remaining of our non-export crude oil volume (275,000 barrels per day) to be refined abroad and import the petroleum product back into the country. We will just pay for shipping and refining. The Nigerian government exchanges the 275,000 barrels per day with commodity traders (90,000 barrels per day to Duke Oil, 60,000 barrels per day to Trafigura (Puma Energy), 60,000 barrels per day to Societe Ivoirienne de Raffinage (SIR) in Abidjan, Ivory Coast and 65,000 barrels per days to unknown sources) in a swap deal.

The landing cost of a litre of petrol is N123.32 and the distribution margins are N15.49 according to the government. The cost of a litre is therefore (N123.32+N15.49) or N138.81 . This is equivalent to $3.54 per gallon or $148.54 per barrel. In technical terms, one barrel of Nigerian crude oil has a volume yield of 6.6% of AGO, 20.7% of Gasoline, 9.5% of Kerosene/Jet fuel, 30.6% of Diesel, 32.6% of Fuel oil / Bottoms when it is refined.

Using a netback calculation method, we can easily calculate the true cost of a litre of imported petrol from swapped oil. The gross product revenue of a refined barrel of crude oil is the sum of the volume of each refined product multiplied by its price. Domestic prices are $174.48/barrel for AGO, $69.55/barrel for Gasoline (PMS or petrol), $172.22/barrel for Diesel Oil, $53.5/barrel for Kerosene and $129.68/barrel for Fuel Oil. Let us substitute the government imported PMS price of $148.54 per barrel for the domestic price of petrol/gasoline.

Our gross product revenue per swapped barrel would be (174.48*0.066 +148.54*0.207+172.22*0.306+ 53.5*0.095+129.68*0.326) or $142.32 per barrel. We have to remove the international cost of a barrel of Nigerian crude oil ($107 per barrel) from this to get the net cost of imported swapped petroleum products to Nigerian consumers. The net cost of swapped petroleum products would therefore be $142.32 -$107 or $35.32 per barrel of swapped crude oil. This comes out to be a net of $36.86 per barrel of petrol or N34.45 per litre.

This is the true cost of a litre of imported swapped petrol and not the landing cost of N138 per litre claimed by the government. The pro-subsidy Nigerian government pretends the price of swapped crude oil is $0 per barrel (N0 per litre) while the resulting petroleum products is $148.54 per barrel (N138 per litre). The government therefore argues that the “subsidy” is N138.81-N65 or N73.81 per litre.

But, if landing cost of the petroleum products is at international price ($148.54 per barrel), then the take-off price of the swapped crude oil should be at international price ($107 per barrel). This is basic economic logic outside the ideological prisms of the World Bank. The traders/petroleum products importers and the Nigerian government are charging Nigerians for the crude oil while they are getting it free.

So let us conclude this basic economic exercise. If the true price of 38.2% of our petrol supply from our local refinery is N33.36/litre and the remaining 61.8% has a true price of N34.45 per litre, then the average true price is (0.382*33.36+0.618*34.45) or N34.03 per litre. The official price is N65 per litre and the true price with government figures is about N34 per litre (even with our moribund refineries).

There is therefore no petrol subsidy. Rather, there is a high sales tax of 91.2% at current prices of N65 per litre. The labor leaders meeting the President should go with their economists. They should send economists and political scientists as representatives to the Senate Committee investigating the petroleum subsidy issue. There are many expert economists and political scientists in ASUU who will gladly represent the view of the majority. The labor leaders should not let anyone get away with the economic fallacy that the swapped oil is free while its refined products must be sold at international prices in the Nigerian domestic market.

The government should explain at what price the swapped crude oil was sold and where the money accruing from these sales have been kept. We have done this simple economic analysis of the Nigerian petroleum products market to show that there is no petrol subsidy what so ever. In the end, this debate on petrol subsidy and the attempt of the government to transfer wealth from the Nigerian masses to a petrol cabal will be decided in the streets.

Nigerian workers, farmers, students, market women, youths, unemployed, NGO and civil society as a whole should prepare for a long harmattan season of protracted struggle. They should not just embark on 3 days strike/protests after which the government reduces the hiked petroleum prices by a few Nairas. They must embark upon in a sustainable struggle that will lead to fundamental changes. Let us remove our entire political subsidy from the government and end this petroleum products subsidy debate once and for all. It is time to bring the Arab Spring south.

Have they seen this analysis
Wallie:
You do have a point that inflation would creep up and poor people will get stung but I’m afraid she’s also right! The person that consumes the most will also benefit the most from fuel subsidy. For example:

Mr X, Mr Y, and Mr Z decide to go on a 1000 mile trip. Mr X drives a Honda Civic that gets 35 miles to a gallon. Mr Y drives an H2 Hummer that gets 15 miles to a gallon. Mr Z decides to fly on a plane that uses 0.171 gallons per mile.

For the trip,
1. Mr X would use 28.57 gallons of fuel.
2. Mr Y would use 66.67 gallons of fuel.
3. Mr Z would use 5848 gallons of fuel (assuming he’s the only person on the plane like the current crop of Nigerian billionaires).

If the landing cost of fuel is NGN130 and the govt subsidizes 50% of every gallon of fuel sold, then

Mr Z would have consumed NGN 380,120.00 of subsidy Naira for the trip
Mr Y would have consumed NGN 4,333.55 of subsidy Naira for the trip
Mr Z would have consumed NGN 1,857.05 of subsidy Naira for the trip

The same calculation would hold true for the people that buys the biggest generator, eat mostly imported food, owns the biggest house etc.

When the price of fuel almost approached $5 per gallon, the price of SUVs dropped dramatically because people where getting rid of them for cheaper and more efficient cars.

Here’s a clip of P Diddy during the last fuel crises explaining why he was “forced” to fly on a commercial airline instead of taking his personal jet that would have cost him $250k for fuel.
