This is a security matter. If you go to the office of the security agencies you will find out whether we do that or not. But when we suspect anybody we first ask the person the reason for his coming. The Miyetti-Allah has that instruction in the South-East, if such a person does not give convincing answer we hand him over to the police.
How has the Fulani vigilante been working in Enugu State as MACBAN said at the South-East security summit?
In Enugu State now, if I receive a report as a zonal chairman that cattle entered any farm, before the next day the matter will be resolved because of the boys we are working with. I told you earlier that we sent four boys to one community in Uzo-Uwani; our boys work 24 hours to ensure that there is peace between us and our host.
What is your reaction to clamis that a helicopter dropped arms for herdsmen inside a forest in Enugu State?
All these rumours are what have been causing problems every where. Does a Fulani man use jet? In every society, there are those that don’t like peace and make sure they sabotage peace. The government of Enugu State is trying. Those who make those rumours don’t like what the governor is doing. All these are rumours and lies. Are you saying the security operatives will be watching such planes go up and come down? It is not true.
There are fears that that the herdsmen want to use the N100 billion offered by the Federal Government to execute the vigilante project?
The least people that benefit from government are the Fulani. The farmers benefit more than the cattle breeders. Every year they give farmers fertilizers, they give them chemicals to farm but there is no single thing for the Fulani man. Nobody is vaccinating the cattle, no loan. We have so many people that are suffering, who have lost their cattle in this farmers and herdsmen crisis but do you know that a Fulani man cannot be compensated and it’s just about 35 percent of Fulani that have cows, the rest 65 percent have no single cow. There is no empowerment for them and now people are saying they want to give Fulani N100 billion and I just hear these things in the media. If any money was given to us, I think that I should know as a zonal chairman so that I can collect the one for South-East. I want people to discountenance all these fabricated rumours against herdsmen.
How has the Fulani embraced nomadic education given what you said that they are marginalized in Nigeria?
The nomadic schools were destroyed because of crises. Some of the schools are there but no teachers. The schools are no longer as functional as they used to be.
Did the Fulani go to the schools before the dilapidation?
They started schools before but since they are longer functional they are not going again. The schools were not functioning before some of the Fulani left those places. You know Fulani are itinerants; they don’t stay in one place. So when there is crisis in a place they leave and the nomadic school will cease to function because there is no provision for transfer of the school to his new abode.
Why is it that you people refuse to subject your cattle for checks at veterinary posts on the state borders with the North?
You should understand that there are different types of cows transported from the North to the East. We have cattle traders who use lorries to load their cattle from the North to the East. Those ones are checked, they pay before they enter any state but the ones from the nomads don’t come from the North. They were born and bred up here (South-East) and they are rearing their cows going from border to border.)
How do you think the Fulani herdsmen can redeem their image once again in Nigeria?
What I am advising Nigerians now is whoever they want to criticize, not just the Fulani, you call the leaders first. Sometimes people are afraid to invite the Miyetti-Allah to tell them that this or that will affect them and their image. Now you called me to interview me and so we are ready to answer any person or group that call on us for interaction or advice. It is wrong to stay at a distance and make conclusions about somebody or a people.
What I know is that Fulani people are good people, they are peace loving, they don’t like trouble with anybody, they respect the laws and cultures of the people. The only thing is the misunderstanding between them and the locals, and the governments in the South-East are doing something in that regard because in all the states in the South-East, we have committees regulating the affairs of herdsmen and farmers.
The committees comprise the farmers, the Igwes (traditional rulers), the local government chairmen and the herdsmen. They rob minds together and ensure that any case that arises is resolved amicably.
Do you agree that ranching is the best solution to all these problems?
I have said it that ranching, grazing reserves cannot be possible in the South-East because there is limitation of land in the South-East. What I see in the South-East is to allow a cattle rearer to go and graze his cattle. Wherever there is no farm, no housing, he is free to graze his cow. When the owners of the land want to cultivate or want to develop their land, the herdsman will shift his cattle from that place. When cows destroy farms unexpectedly, there are committees in all the South-East states, the matter should be reported to the committees and the owner of the cows will be called to account for what they destroyed, he will pay for them. If a cow was killed, the herdsmen should also report and the committee will fish out those who killed the cow and they pay for the cow they killed. I think that this is the best solution in the South-East.
So ranching can work in the North where there is enough land?
Yes.
How do you feed the cows there since the North since the area is more affected by desert encroachment and climate change?
Anybody who wants to do business must make provision for that. If they are ready to do ranching, they make provision for conveying the food from wherever to wherever. In a nutshell, they can’t do without destroying farmlands but after destruction, their boys and a governor’s aide and the owner of the farm will evaluate the loss and agree on compensation. Continue

Why is it that any suggestion the government makes in tackling this issue is resisted by some ?
Ask them for solutions and they keep quiet. All the radio stations you have mentioned, are they federal government owned? Do they need to tell someone not to go and destroy another mans farm? Do they need to tell you on radio not to kill people? Which one is set up for the farmers to educate them on the conflict? Atleast the farmers and herders are d ones in d picture. And may we remind that your decision on the caliber of appointments in the security sector too is splendid. 24. May we appeal that if Mr. President is satisfied with the performance of these Security Chiefs like millions of CGGCI members, let him not shirk in reappointing or retaining them in office to finally deliver to us a secured nation in peace, security and fraternity.
25. We are equally aware that many Nigerians have expressed concerns over the resurgence of some ugly security situations in some parts of the country. MakeItBiz: Umar, an International Affairs analyst wrote in from Kano.
When the news broke at the Presidential Elections Tribunal that the legal team of All Progressive Congress (APC) led by Lateef Fagbemi SAN, had raised question over the nativity/ nationality of the Peoples Democratic Party (PDP) presidential candidate in the 2019 Presidential elections Alhaji Atiku Abubakar – claiming that he (Atiku) is not a Nigerian but a Cameroonian, one was tempted to ask if the APC team of lawyers are really familiar with the political history of Nigeria and Cameroon.
The legal team of the APC needs to note that Nigeria and Cameroon are located on the West Coast of the Continent of Africa. Both of them share common political and economic institutions as part of the British West Africa. Nigeria with population of over 180 million covers a land area of 924,630 KM extending from the Gulf of Guinea in the South to Niger and Chad Republics in the North. It shares common border with the Republic of Benin on the West and the Republic of Cameroon on the East. Cameroon, on the other hand, is a relatively smaller country both in landmass and population. The population of Cameroon is estimated at 24 million occupying an area of 475,442 Km. Cameroon shares borders with the Republic of Chad on the North; with the Central African Republic on the North-West; with the Republic of Gabon and the People’s Republic of Congo on the South and with Nigeria on the West.
Boundary development between Nigeria and Cameroon cannot be traced in isolation of events in the entire African continent between 1830 and 1960.
Looking at the boundary development between 1920- 1960, at the end of the first Word war, with the humiliation of Germany, all her African possessions were lost. They became mandate territories to the advantage of the British and the French. The League of Nations which emerged apportioned the Western area of Cameroon (North and South) to Britain which was ruling Nigeria. In addition, the British gained Tangayika (in Tanzania) and jointly ruled the Sudan with the Egyptians who had attained independence in 1922. France on her part gained the larger chunk of Cameroon (Eastern Cameroon) and Togo.
Naturally this partitioning was not kindly received by the people of Cameroon as some resistance movements emerged. At the same time, resulting from the presence of the Pan African Movements and other “enlightened” clamouring for independence to be granted to all colonized people in Asia, Latin America and Africa. And under the auspices of the United Nations which succeeded the League of Nations, all mandates territories in Africa in 1946, became Trusteeships. As a result, the Mandate territories of British Cameroon and French Cameroon were Trusteeship until 1960. That, with the pressures from groups within Cameroon, particularly, the Union Populaire Camerounaise (UPC) and from within the United Nations, Britain and France were forced to grant independence or self-rule to the people of the Cameroons.
As a result, in 1957, the French Cameroon became internally self-governing. And in January 1960, it was granted Independence. So as also was Nigeria (not a Trusteeship, but with British Cameroon still a part of it) in October 1960.
However, in 1958, before Nigeria’s independence, the United Nations had to decide the fate of the trusteeship territory of British Cameroon. Administratively, both the Northern and Southern sections of British Cameroon were integral part of Northern and Eastern Nigeria respectively. But in 1954, a minor administrative change made the Southern section a separate region in the Nigerian Federation. The change was necessitated by a series of complaints of political neglect and lack of proportional representation in the Eastern Assembly by people of British Southern Cameroon. This further prompted the United Nations to send a visiting mission. The visiting mission after an intensive tour discovered that though British Cameroon was supposed to be a single trusteeship, there were separate developments – politically and economically – between the North and South. Most noticeable was the difference in political activation. The South was more politically activated. The mission therefore recommended that plebiscites should be held for the people to determine their own future. In the first of such plebiscites in 1959, the population of the North voted to continue trusteeship . Whereas in the South the population was divided between the choice of re-uniting with Cameroon or uniting with Nigeria.
And in the plebiscites which were finally conducted in 1961, the North voted by a margin of 146, 296 to 97,659 to remain with Nigeria, while the South with a margin of 233,571 to 97,741 voted to re-unify with independent Cameroon. As a result, by October 1, 1961, border adjustment was made with Nigeria retaining (please underline the word: retaining) the former Northern Cameroon, and this section constitutes former Adamawa Province where the former Vice President Alhaji Atiku Abubakar was born. Of course, Cameroon Republic retained the former Southern Cameroon. The two countries had therefore, inherited with few adjustments the boundaries delineated by former Western Imperial powers. And these delineations were largely boundaries set out by various agreements between Britain and Germany before 1920.
This excursion into history has really set the record straight concerning the nativity of Atiku Abubakar as a result of the existence of Pacta sunt servanda which means that every agreement entered by parties must be respected and be kept as a basic principle of civil law, canon law, and International Law.
As stated by a respectable elder statesman, Alhaji Tanko Yakasai that it is “strange for leaders of the APC to claim that Atiku is not qualified to seek to be the president of Nigeria. It is a display of ignorance of the highest order on the part of APC, and it is the least among political parties in Nigeria to make such unpatriotic statement.
“There are people sponsored by the party who contested and won elections to elective offices and are, today, occupying such positions. Atiku is equally or even better qualified to hold any public office in Nigeria than some of such people.”
As for Sule Lamido the former Governor of Jigawa State, he made his observations by saying that the debate about Atiku’s nativity/nationality, which started as a hilarious joke is now threading on a very dangerous divisive path, and that “we must all rise to call ourselves to order otherwise the authority we have as a nation within the African Union will be lost”.
Lamido noted that there were already too many cracks in the unity of the country, warning that “if we remain on this line of ethnic, religious and tribal differences the doom of our nation cannot be averted”.
Lamido, Nigeria’s former minister of foreign affairs, also said that his heart is pounding and that he is beginning now to worry about Gaddafi’s prediction of doom about our dear country, that Nigeria will break up one day.
He said: “If we do not like the children of those whose parents chose to join Lord Luguard’s assembled tribal natives called Nigeria, let us allow the former Northern and Southern Protectorates secede to form their own country.
He, therefore, advised that Nigeria needs to be restructured to restore what the country has lost as a nation.
Recently, the Waziri Adamawa, Atiku Abubakar has also come out to debunk the allegation that he is not a Nigerian. Atiku said his father, Garba Atiku Abdulkadir was a Nigerian who hailed from Wurno in present day Sokoto State, while his mother, Aisha Kande was also a Nigerian who hailed from Dutse in present day Jigawa State. And that all his parents are Fulanis – a community/tribe indigenous to Nigeria.
He went further to say that his birth in Jada in the present day Adamawa State was occasioned by the movement of his paternal grandfather called Atiku who was an itinerant trader from Wurno in the present day Sokoto State to Jada in the company of his friend, Ardo Usman.
And his mother Aisha kande was the granddaughter of Inuwa Dutse who came to Jada as an itinerant trader too from Dutse in the present day Jigawa State.
Now that Atiku has cleared the air, it is high time the legal team of the APC concentrated on the real issues of electoral irregularities which Atiku and the PDP claim marred the 2019 presidential election.

A chieftain of the Peoples Democratic Party, PDP, Sen. Adeseye Ogunlewe, said on Friday that he was set to dump the opposition party for the ruling All Progressives Party, APC.
Ogunlewe, a former Minister of Works, confirmed the development in an interview with a political correspondent of the News Agency of Nigeria in Lagos State.
He was reacting to the recent defection of his son, Moyosore from the PDP to the APC.
Moyosore contested for a place in the Lagos State House of Assembly on the platform of the PDP but lost and soon after, announced his resignation from the PDP.
He has been attending APC meetings in his area with other APC chieftains, including Bayo Osinowo, a member of the state assembly and senator-elect for the Lagos East Senatorial District. “Whoever among you sees an evil action, let him change it with his hand [by taking action]; if he cannot, then with his tongue [by speaking out]; and if he cannot, then with his heart [by hating it and feeling that it is wrong] – and that is the weakest of faith”
The above hadith by the noble prophet of Allah is a direct instruction to every one of us to always strive to correct the ills in our society in the manner convenient for us and to my understanding; this is what propelled the Human Rights Crusader, Ibrahim Garba Wala to embark on a mission to hold the National Hajj Commission accountable to the numerous corruption allegation leveled against the institution over the years.
On the 16th of April 2019, an Abuja court sentenced Human Rights Activist Ibrahim Garba Wala popularly known as IG Wala to 7years imprisonment and since that fateful day, many opinion articles have flooded the media, both conventional and social.
Some of the op-eds are well thought out, others full of fabrications and some are outrightly sponsored. What is important here is that IG Wala has succeeded in achieving the first phase of his advocacy, which is to focus the searchlight on the National Hajj Commission, a government agency for Muslim pilgrims, alleged to be extorting the Muslim Community.
Before we all get carried away by the paparazzi of joining a popular narrative, let us pause and ask again, what was Wala’s crime? Like many before him, he was said to have uncovered monumental acts of corruption, running into billions of naira in National Hajj Commission (NAHCOM) against the Muslim Ummah of Nigeria and he took action to stop it. Contrary to reports by several media agencies, IG Wala didn’t only go on the social media to accuse the Chairman of NAHCOM, that’s a false narrative. He actually petitioned the relevant agencies, which include but not limited to the Nigerian Senate, Economic and Financial Crimes Commission (EFCC) and others and all pieces of evidence at his disposal was presented to these statuary agencies for further investigation. If i am not mistaken, it was a portion, from the petition submitted to these agencies that IG Wala posted on the social media.
For many years now, Nigeria has remained one of the most expensive places on earth to travel to hajj, even though the country is not among the most distant places to Saudi Arabia. Countries that are more distant than Nigeria to Saudi Arabia are said to be paying less and it continued to remain a misery, why Nigeria’s hajj fare is so exorbitant.
After the Nigerian Senate received IG Wala’s petition with all the supporting evidence, they set out to investigate the claims. The Senate Ad Hoc Committee on Accommodation, Logistics and Feeding sent some delegations to Saudi Arabia to verify some of the claims in Wala’s petition and when they returned; they also held series of public hearings in which IG Wala and the Chairman of Hajj Commission were given an opportunity to present their case. Those who witnessed the public hearing gave accounts of what transpired.
Consequently, having properly investigated the matter with both parties presenting what they have, the Senate established the facts and made its report public on 19th October 2018 and in Vanguard Newspaper, the headline screamed ‘’ Senate panel indicts NAHCON in hajj extortion, fee hike probe’’
In the report also carried by several national dailies, it was said that:
The Senate had on July 20, 2017, resolved to conduct the probe following the adoption of a motion moved by Senator Ibrahim Dambaba, titled, ‘Extortion of Monies from Nigerian Pilgrims by the National Hajj Commission of Nigeria. The report partly read, “The committee has observed that the commission’s procurement processes on the annual hajj operations were marred by many contraventions and infractions as it flagrantly breached the 1999 Constitution of Nigeria, the Public Procurement Act 2007, and the Federal Government’s Financial Rule and Regulations in the conduct of its role as mere regulator of hajj operations.
“Similarly, it was also observed that under the normal circumstances, Saudi Arabian authorities recognize two institutions as far as hajj is concerned: the Foreign Affairs Ministry and the (Nigerian) Civil Aviation Authority. The Foreign Affairs Ministry’s recognition was based on the international laws under the Vienna Convention on Consular Matters. The role of hajj commission is limited to national issues.
“However, NAHCON has usurped the responsibilities of these agencies and deals directly with Saudi Arabian authorities without recourse to the Ministry of Foreign Affairs. In fact, the committee has realized that the Nigerian Consular General in Saudi Arabia has been turned into an employee of NAHCON. This explains why there is a conflict of interest in almost all the offshore transactions engaged by NAHCON.” The committee also accused NAHCON of “over bloated charges,” onshore and offshore, saying, “The charges escalate the cost of pilgrimage,” it said.
NAHCON was further accused of short-changing and extorting Nigerian pilgrims, intending air carriers, and service providers “through spurious charges without regards to the Second Schedule of the Utilities and Charge Commission. The committee added that “ the so-called revenues realized by the commission were not paid into the Consolidated Revenue Fund, contrary to Section 80(1) of the 1999 Constitution. “Just as in the same manner, the commission generates its revenues with total disregard to extant Acts, so it expends them without following the provisions of the Constitution. “Similarly, NAHCON often goes on spending spree from the said generated revenue, quite beyond the approval threshold of the Accounting Officer, which is a breach of the Secretary to the Government of the Federation’s circular with reference number SGF/OP/S.3/XI/894, dated 14th January, 2016.”
The above indictment against NAHCOM wasn’t done by IG Wala, but by the Nigerian Senate through evidence provided by IG Wala and subsequent investigation of the matter.
So, what I am driving at here is that, even if we remove IG Wala from the equation, the corruption allegation against NAHCOM is still very valid and it is only a matter of time before the NAHCOM chairman is prosecuted unless those in charge choose not to.
However, rather than for our Muslim Ummah, whom IG Wala is trying to protect from extortion to see this as something worthy of attention and ask relevant questions, our leaders are looking the other way, as if IG Wala who made the Senate report possible has committed a crime by trying to protect the Muslim Ummah against possible extortion and make hajj more affordable.
One must then ask, where are the so-called Muslim organizations always claiming to be fighting for the interest of Muslims? Have they not seen the Senate indictment on NAHCOM about possible extortion of the Muslim Ummah? What has been their contribution in ensuring everything is corrected?
In all honesty, the judgment against IG Wala wasn’t strange to him. Long before now, Wala had revealed several times that he has been promised jail by hook or by crook and he vows never to back down, even if it means going to that jail. The first time he was sent to jail, he saw it as a learning opportunity and this will not be any different. However, he is certain that the truth, which he stands for will prevail, now or later.
Many had accused IG Wala of turning down out of court settlement, but what is there to settle really?
Will settlement between IG Wala and NAHCOM suddenly bring justice to NAHCOM over the senate indictment or will the settlement make NAHCOM chairman saint?
If you ask me, IG Wala’s case can be equated to that of Yusuf in the Holy Quran. In Suratul Yusuf, Prophet Yusuf prefers prison against the temptation of compromise.
In verse 33 of that chapter, Yusuf said, ‘My Lord! The prison is DEARER to me than that to which they invite me” and like Yusuf, IG Wala refused to negotiate if that negotiation would mean rejecting the truth.
Sometimes last year, a colleague narrated how he came in contact with an individual working in one of the anti-graft agencies and the hajj commission matter came up.
The gentleman narrated what he heard, which according to him was frightening, though cannot be verified.
According to the person he met, IG Wala made the biggest mistake of his life by trying to expose corruption in Hajj Commission. The person, who is not even a Muslim, pointed out that, even in his office, there are several petitions against hajj commission, but he dare not act on them. He said, rather than act, he will rather resign and walk away in peace than incur the wrath of the hajj commission cabals.
Curious to know why it is so, he said as an activist, you can fight corruption in NNPC and succeed, you can even fight corruption in CBN and succeed, but there are places you dare not go to fight corruption and one of such places is hajj commission. According to this information, if you dare do that, you will be dealt with and nobody can save you, not even the president. This revelation shocked many greatly, but the fellow isn’t done. He went on to explain that, when the cabals in hajj commission are ready to deal with anyone, they will get their own police that will arrest you, get their own judge that will sentence you and still get their own prison official that will ensure you are feeling the heat of the prison.
This person asked those close to IG Wala to advise him to settle out of court no matter what.
IG Wala became aware of this information and he laughed it off. He made it clear that he knows the capability of those against him, he knows what they can do, but rather than negotiate with an evil prophet Muhammed asked us to reject, he decided to face the consequences of the truth, knowing fully well that no matter how fast falsehood runs, truth will eventually catch up with it.
Yes, IG Wala maybe arrogant, but his arrogance is usually against corruption and bad governance. He may be proud, but only against injustice and he may be accused of taking activism too personal, but that is because he personally feels the effect of lack of good governance.
Although, for IG Wala, activism is an act of worship to Allah. It is in furtherance to the observation of the Sunnah of Prophet Muhammed (S.AW) and he is very convinced that even if he dies in the course of activism for a better society, Allah if not the society, will give him his reward.
Let me therefore conclude by saying that, IG Wala has been sentenced to prison for daring to fight corruption, not for stealing, not for committing any crime, but for observing the Sunnah of prophet Muhammed which says, “Whoever among you sees an evil action, let him change it with his hand [by taking action]; if he cannot, then with his tongue [by speaking out]; and if he cannot, then with his heart [by hating it and feeling that it is wrong] – and that is the weakest of faith”.
But according to Sheikh Adam Abdullahi Al-Ilori (May Allah continue to be pleased with him), when you are down, (like IG Wala is currently is), nothing worse can ever happen to you than rising up. I believe strongly that like Yusuf in the Quran, IG Wala shall rise again.

Here are highlights of the police reform bill:
Clause 4 (c) says the president shall appoint the inspector-general of police from the recommended applicants subject to the confirmation of senate.
Clause 6 (a) says the president shall remove the inspector-general from office for his inability to effectively perform the functions of his office. (b) for gross misconduct. (c) where the president is satisfied that is in no longer in the interest of the police force or public for inspector-general to continue in office.
Clause 23 provides for the establishment of a police fund.
Clause 96 provides that anyone who assaults a police officer, obstructs or resists a police officer is liable to a fine of N100,000 or six months imprisonment.
Clause 98 prohibits the taking of liquor or intoxicating substance while on duty. Punishment prescribed for such offence is a fine of N20,000 or three months imprisonment.
Clause 99 prohibits the impersonation of police officers. Punishment prescribed for such offence under this clause is a fine of N300,000 or three years imprisonment or both.
Clause 100 prohibits the entry of the police force with forged certificate. Punishment prescribed for the offence is a fine of N500,000 or three months imprisonment.
Clause 103 provides for the establishment of community police forum.
