There was no disqualification of certain persons from contesting.
Some persons were only disqualified from voting, or being voted for; not from contesting.

Voting was not necessary if the contestant was unopposed.

A possible way around this Electoral Act is if the political appointee is unopposed, or chosen by consensus.
The Electoral Act said that the political appointee should not be "voted for". It did not say that the political appointee cannot contest.
