There is usually an agreeable time frame for carrying out ruutine maintenance on a property and it's the responsibility of the landlord to fix it. What I oppose are cases of malicious damages to the property. If after inspection, the landlord observed that there are no cases of malicious damages he ought to have refunded the so called caution fee. But the greed of man won't allow them. I had a similar case sometimes ago. 4 months to the expiration of my rent, I had to move to another town. I informed the landlady and to tell her to make a refund in the event that she rented off the apartment while my rent was still running. I also demanded for my caution fee of 35k. She told me bluntly she is not making any refund. That the purpose was for renovating the apartment after I move out. I was stunned. The following month someone else moved in. I called her. She said it was her house and she could do whatever she liked with. I should go and build mine if I want. She may be right or wrong. It is the heartlessness of some house owners is repulsive. |
