Politics › Nigeria Risks $185 Billion Loss From New Law, Oil Companies Say by PaulJohn1(op): 12:13pm On Aug 23, 2013
By Elisha Bala-Gbogbo and Yinka Ibukun

Nigeria risks losing $185 billion within 10 years as higher taxes proposed by a new law will deter investment in the country’s oil industry, an association of energy companies including Exxon Mobil Corp. (XOM) said.

Nigerian oil production may slump by 25 percent from 2.4 million barrels a day if the Petroleum Industry Bill, or PIB, is implemented, Mark Ward, managing director of Exxon Mobil Corp.’s Nigerian unit, said in Lagos today. The loss of investment caused by the law would leave it insufficient to tackle decline rates at oilfields, said Ward, representing the Oil Producers Trade Section at a conference in the commercial capital.

“The terms proposed increase royalties, increase taxes and lower allowances or incentives all at the same time,” said Ward. Energy companies are “deeply concerned” as the new tax proposals will “create one of the world’s harshest fiscal regimes.”
The new law is aimed at reforming the way Nigeria’s oil and gas industry is regulated and funded, and seeks to increase the government’s share of profit from oil pumped to at least 73 percent, from 61 percent currently, according to Petroleum Minister Diezani Alison-Madueke.

Uneconomical Exploration

The Oil Producers Trade Section, or OPTS, includes Royal Dutch Shell Plc (RDSA), Chevron Corp. (CVX), Exxon Mobil, Total SA (FP) and Eni SpA. (ENI) The companies pump about 90 percent of Nigeria’s oil through ventures with state-owned Nigerian National Petroleum Corp. Proposed increased taxes in the legislation would make exploration “uneconomical,” they said in a joint presentation to lawmakers last month.

The PIB may boost the government’s share of oil profits to as much as 96 percent, Ward said. For gas projects, the PIB will increase the tax rate to 80 percent from 30 percent, “significantly reducing incentives for investments.”
Under the bill, rentals and penalties would be set by the petroleum minister, while the country’s president would be able to award licenses without competitive bidding.

Companies remain concerned that there’s no guarantee of the sanctity of existing contracts, or of independent arbitration when disputes arise, Ward said.
Africa’s most populous nation, with more than 160 million people, relies on oil for as much as 95 percent of export earnings and 80 percent of government revenue. The West African nation produced 1.92 million barrels a day of oil in July, according to data compiled by Bloomberg.

Health › Federal Health Workers Embark On Strike by PaulJohn1(op): 9:03am On Aug 23, 2013
The health minister failed to honour a meeting with the union.
Some federal health workers have embarked on another round of indefinite nationwide strike over the none implementation of key issues affecting the union’s welfare.

A statement by the National President of the Medical and Health Workers Union of Nigeria, Ayuba Wabba, on Thursday, and co-signed by other executives noted that the federal government had failed in its responsibilities in implementing the demands of the union even after court directives.
The striking workers include laboratory technicians, nurses and so on.

The union expressed its disappointment at the absence of the Minister of Health, Onyebuchi Chukwu, and his representatives at a meeting held in Abuja on August 19 at the instance of the Minister of Labour and Productivity, Muhammed Lawal, to deliberate on the contending issues between the union and government.
“We are therefore left with no other option than to direct all members to commence an indefinite strike action with effect from 12 midnight on Wednesday 21 August 2013, unfailingly,” the statement read.

The union threatened that if their demands are not met within one week of the commencement of the strike, that they would mobilise their colleagues serving at the state and local government level to join the strike in solidarity.
According to the statement, the union had earlier issued a 21 day ultimatum to the federal government to fulfill their agreement by the August 19 meeting.

The union said it challenged the government at the Industrial Court for 13 months; and the court ruled in the favour of the union. It said the court ordered the federal government to honor the agreement earlier reached with the union without further delays.
When contacted, the Health Minister said the government had appealed the ruling of the Industrial Court and expected the health workers to wait for the end of the judicial process.

The way all administrators are working in the South West and keying into the concept of amiably developing the entire region as a whole, things should be vastly different in the next 6 years. This development has exposed the lie that APGA is an Igbo party, a party committed to Igbo interests. How can a non Igbo who has never stayed in Anambra State decide for the Anambra people their governorship candidate? Have things fallen apart so much so in our beloved state that a full-blooded Ijaw person who is not even an in-law of ours will determine who will be our governor and who will not be?

Politics › Gowon Lauds Aregbesola’s Performance In Osun by PaulJohn1(op): 8:47pm On Aug 21, 2013
Former Head of State, General Yakubu Gowon (rtd) has said that his visit to Osun state has confirmed reports of the sterling performance of the governor of the state, Mr. Rauf Aregbesola.

Gen Gowon during a courtesy call on the governor at the Government House in Osogbo lauded the governor for taking the state beyond and better than the way he met it.

He maintained that ever before coming to the state, reports abound on the way Aregbesola is governing Osun state and the speedy development of the State.

The former military Head of State who was in Osogbo with his team in furtherance of the Nigeria Prays project to the South-West of Nigeria said, “We are grateful for the opportunity to pay courtesy visit to you. Before coming to see for ourselves, we have heard reports of your excellent performance in the state”.

“We are in Osun to pray for Nigeria. Nigeria Prays was birthed some 17 years ago, when a lot of people had given up on the country to bring back the normalcy that the country requires. That was how it came to being and the two major religions in Nigeria are involved in the Nigeria Prays Project.” Gowon explained.

In his response, Aregbesola noted that the country need not be in its present situation because Nigerians have refused to internalize civility at the moderate level.

The governor called on spiritual intercessors to target their prayers at critical issues ranging from intolerance, disciplined leadership, oneness of Nigeria, good neighbourliness among others, charging the Nigeria Prays team to ensure that all these desires are realized in the country.

It said that this explains why Nigerians no longer believe in this government adding |”All the five evils mentioned by Chamberlain, namely, “brute force, bad faith, injustice, oppression and persecution”, have manifested in this administration.

“It is this same government who has reneged on an agreement it entered freely into with the Academic Staff Union of Universities (ASUU). The nation’s universities have been shut down for two months now and FG is not bothered. The Minister of Finance claims that FG does not have enough money to improve the education sector but Nigerians know better,” MURIC added.

Politics › Fashola Receives U.S Diplomats, Urges Deeper Global Cooperation by PaulJohn1(op): 1:01am On Aug 19, 2013
By Press Release
August 18, 2013 22:55:54pm GM
Lagos State Governor, Mr Babatunde Fashola (SAN) on Saturday received the Acting Deputy Assistant Secretary for African Affairs, Ms Eunice Reddick and Director of African Affairs at the White House, Ms Leanne Erdberg on a courtesy visit, underscoring the need for deeper understanding and cooperation in an increasingly global world.

The Governor who spoke when he received the team led by the US Consul General at the Lagos State Consulate, Mr Jeffrey Hawkins at Lagos House, Ikeja said the call has become imperative because what happens in any part of the world now will affect every part of the world for good or for bad.

“Therefore our understanding of one another and that even if we can communicate, we are probably in many respects not operating at the same wavelength. It helps us to further know that there may be a need for forbearance here and forbearance there. Also to understand that historically some parts of the world are farther ahead in the way that the modern forms of government have aced in those parts and therefore some experience and expertise have been built there”.

“So when we look at the African continent today, it is also to recognize that it is a new African continent. There was a lot of originality here several thousands of years ago, but there wasn’t governance as we know in this structure, it was governance by monarchies and they worked for all they were worth at the time”

“So, perhaps as we therefore engage, it is to understand that for some it is still a sprint and for others it has become a walk and that in any event my understanding also is that the cycle of renaissance would continue and as they do economic dynamic, political dynamics and so on would continue to change”, he reiterated.

Governor Fashola explained that ultimately the world would be a better world by how much of interdependence the people builds on and achieve and how much of tolerance and understanding of the peculiar and local solutions they have.

While commending the US Consul General at the Lagos State Consulate, Mr Jeffrey Hawkins, the Governor said he has seen an increasing attempt by him to understand local peculiarities as a way of measuring the expectations he has of Nigerians who are also desirous continuously of keeping the healthy relationship the country has at least with the US Consulate in Lagos and which have been so far so good, a very good working relationship.

The Governor also used the occasion to clarify the notion about compliance with job rules in the state, stressing that Saturdays are official work free days but that because some work has piled up and that a week was spent in mourning the only way to catch it up was to put in some extra shift which necessitated the Executive Council meeting.

“They’ve all agreed to come and do that over the weekend so that we can get back to nearly normal hours although they are never normal here. So also note that otherwise we don’t work on Saturdays here except in some departments where we provide weekend services like vehicle registration and land permit for people who leave home early and never really get service”, he said.

Speaking on behalf of the visitors, US Consul General at the Lagos State Consulate, Mr Jeffrey Hawkins said the group is in Nigeria this week to participate in the latest edition of the US- Nigeria Bi-National Working Commission and the Working Group on Security.

He explained that the team has had a couple of days of very rich discussions in Abuja focused on security and primarily on the North but a theme that ran through so many of the discussions was on governance.

“The delegation also had the opportunity to meet with a group of Governors on Wednesday night and we were in Port Harcourt yesterday and met another Governor there and as someone who has a reputation for excellence in governance we wanted to also come and get your views on the future of the country and on the way forward and above all on the ways in which sub-national governments can move this country forward and we are looking forward to the discussions”, the diplomat stated.

The Governor was joined by the Deputy Governor, Hon (Mrs) Adejoke Orelope- Adefulire, some members of the State Executive Council including the State Commissioner for Information and Strategy, Mr Lateef Ibirogba, Secretary to the State Government, Dr (Mrs) Oluranti Adebule, Economic Planning and Budget, Mr Ben Akabueze and Youth, Sports and Social Development, Mr Enitan Oshodi, Education, Mrs Olayinka Oladunjoye and Special Adviser on Political and Legislative Powers, Mr Muslim Folami while others on the entourage of Mr Jeffrey Hawkins include Chief of the Political/Economic Section, Mr Rolf Olson and Nigeria Team Leader for Bureau of Conflict Stabilisation and Operations, Ms Caitlin Conarty.

Some female members of the Peoples Democratic Party (PDP) who took part in “Nigerian Women Rally for Peace and Empowerment” organised by the First Lady, Dame Patience Jonathan, were reported to have been involved a motor accident.

Those involved in the crash were some delegates from Lagos State who were returning home on Friday after taking part in the party’s rally in Abuja with a member identified as Mrs Bisi Adisa losing her life.

Sources within the party in Lagos told LEADERSHIP Weekend that the crash occurred at the popular Airport Junction in the Federal Capital Territory (FCT) with five other members whose identities were yet to be ascertained as at the time of filing this reports sustaining life- threatening injuries.

One of the survivors told our correspondent the accident occurred when their vehicle, a 16-seater Toyota Hiace bus veered off the road while trying to avoid a crater on the highway.

Politics › Man, 25, Arrested Over Briton's Kidnap In Lagos by PaulJohn1(op): 9:25pm On Jul 24, 2013
http://allafrica.com/stories/201307240347.html/
24 July 2013 , By Eugene Agha,
A 25-year-old man, Chukwuemeka Benson, has been arrested for allegedly kidnapping a British expatriate in Lagos State.
The suspect was said to have been arrested by a combined team of police detectives attached to the State Intelligence Bureau (SIB) and the State Anti-Robbery Squad (SARS) at Okokomaiko area of Ojo, Lagos State, where he had allegedly gone to collect N7.5 million, being the ransom sum demanded.
Another member of the gang also identified as Ugochukwu escaped with bullet wounds, it was gathered.
The Lagos State Commissioner of Police, Umar Manko, while addressing newsmen gave the name of the Briton as Dickson Lee.
He said the victim who came into Nigeria on July 16, 2013, from Amsterdam was rescued from the criminals' hideout at Okota area of the metropolis.
Manko who used the forum to advised members of the public to desist from paying ransom to kidnappers, said the gang attacked their victim at Mafolokun area of Oshodi.
According to him, the driver of the vehicle escaped with bullet wounds, while the assailants drove away with their victim.
"Based on the report made at area G, Mushin, the police swung into action. The victim was rescued four days after he was kidnapped. The Briton who looked pale and sick has been released to go for medical treatment," he added.
Explaining how the police were able to track the suspects, Manko stated that the police encouraged the victim's relatives to open negotiation with the suspected kidnappers, while the GSM number used by them was tracked.
Manko stated further that the payment of ransom by victims' friends and relations is making kidnapping to appear lucrative to criminals.
He added that efforts are ongoing to track down other fleeing members of the gang.

Politics › Okonjo-iweala On Goverance In Osun by PaulJohn1(op): 10:01am On Jul 23, 2013
22 July 2013 , By Sunday Awopegba
Dr Ngozi Okonjo Iweala, Nigeria's Minister of Finance and Coordinating Minister for the Economy, has a knack for cutting superfluous controversies.

Though highly self-opinionated, her coruscating brilliance is not in doubt. She speaks candidly on any aspect of economics that catches her fancy.
One may have deep reservations about her soaring prognosis on the Nigerian dodgy economy and even dislike the somersaulting policies of the government she is a part of; certainly one can't deny that the former World Bank technocrat often ardently means whatever she gives voice to.

It is in this context that I view her recent remarkable appraisal of governance in the State of Osun. This should remind us of the useful lesson evident in the idiomatic expression that it can be counter-productive to throw out the baby together with the bath water. The Minister's considered utterances sometimes embody unassailable facts.

I commend Dr. Okonjo-Iweala for adding her notable voice to those of many others who have conscientiously spoken about the unprecedented improvement evident in the socio-economic condition of the State of Osun since the advent of Ogbeni Rauf Aregbesola's administration.
Media reports quoted the Finance Minister as saying that Governor Aregbesola is a model for good governance, having demonstrated clearly that good governance in Nigeria is feasible. She made the remarks in the address she read at a two-day workshop organised by the World Bank last June at Iloko-Ijesa for volunteers in the Federal Government's Youth Empowerment and Social Support Operation, YESSO.

It must be remembered that the unimaginable success of the Osun Youth Empowerment Scheme, OYES, necessitated the existence of YESSO. About a year after the introduction of the scheme in Osun, the World Bank reportedly began to study the programme and later submitted that OYES provided a practical platform for mass employment. It recommended the idea to both the Federal Government and states in Nigeria.

In the said address read by her representative, the National Coordinator of YESSO, Mr. Peter Papka, Okonjo-Iweala rightly observed that the initiatives of the ACN government in Osun gave comforting assurance that it is very possible to level the perilously imposing mountains of youth unemployment across the country.
Hear her: "You [Aregbesola] have demonstrated that good governance is possible with your programmes. You have demonstrated that youth development is possible. Your programmes so far have demonstrated that you are a good example of government and governance".

These are no patronising sound bites, for when the Minister says "programmes" she guilelessly speaks of the numerous sustainable 'O'initiatives of the state government, which continue to undeniably redefine the social and economic conditions of the people of Osun.

That the State of Osun comes first as the State with the least unemployment woes in Nigeria is a reality that can no longer be ignored by those who incessantly carpet its government. Before Aregbesola became our governor, those of us who live and make our living in Osun know that the state was a kitchen midden of youth unemployment, infrastructural decay and economic stasis. Poverty stalked and menaced the people. But that is no longer the case.

The transition that has been witnessed in our state for the past two years now has soothing evidence of concrete transformation. Youths whose lives were steadily wasting away have been rescued, given training in useful skills and empowered to start small businesses.

Farmers have their own happy stories to tell. Under the aegis of the Osun Rural Enterprise and Agricultural Programme, agro-allied businesses have received a massive boost. With the computer tablet, free school uniforms, free daily feeding for pupils in Elementary Class 1-4, building of ultra-modern schools across the state, and increase in funding, the education system of Osun as we used to know it has changed significantly. Infrastructural development enjoys adequate attention now. Old roads are being rehabilitated and newer ones are springing up.

A few weeks ago I read in the papers that all the nine state hospitals are already being renovated. That is in addition to the marked changes in healthcare services. Indeed, great things are taking place in Osun. Those who can't hear, see them; those who can't see, hear them; and hardly is there a single household in the Land of the Virtuous that doesn't benefit from the policies of the present government.

One other way to test for the genuineness and effectiveness of the policies of the Aregbesola administration is to invoke the methodology prescribed by the seasoned British economist, Dudley Seers. According to him, to understand whether a state or country is developing or not, three main questions need to be asked: First, "what has been happening to poverty?" Second, "what has been happening to unemployment?" Third, "what has been happening to inequality?"

He contends that if we notice tangible declines in all of these key areas, doubtlessly the entity - state or country - can be said to be in an era of development. However, he cautions that if one or two of those core issues have an organic tale of misfortune, or if the three are becoming more unbearable, it would amount to sheer lunacy to describe that misery of biblical proportion as development.

Surely, Okonjo-Iweala had issues of unemployment, poverty, and inequality in mind when she lauded Governor Aregbesola as an exemplar of good governance.
The capacity of the Osun people to live dignified and meaningful life has been (and is still being) made possible through a consistent and focused implementation of programmes that squarely address poverty, unemployment, and social injustice.

This is a fact that a high-ranking PDP apologist has affirmed dispassionately. And I see this as another clinical deconstruction of the two-for-one-penny fable of secession and islamisation that some calcified minds who could not stand the vision of Aregbesola wickedly spawned against him but to no avail.

I entered Oshogbo yesterday and happened to pass through that road of Abere to Olaiya where the demolition took place.
Sincerely, I see no reason why the member that opened this thread termed aregbe's action as "Politically Inexpedient Demolition". 95% of the structures that were demolished were shops, kiosks, fences and probable building extensions. The owners of these demolished properties knew they will be demolished one day, that's why they didn't risk erecting their main buildings(mostly storey bldgs) close to the road, but built shops for rentage on the road sides at the front of the main building. Also, let us note that those affected have been notified since feb last year. It was boldly written by the town planners on these shops and fences the date of notification which I personally saw on enough walls/shops being demolished.

The op also omitted this part: Aregbeshola's(the gov) campaign office was also affected, the main fence and the gate house were demolished yesterday, I saw this myself no be say dem say.

About Aregbe being re-elected, I think that is up to we the people of the state of the Living Spring to decide.
Based on performance and accountability, to me the man has proven to be far better than those that have led my home state of Osun.
I personally will vote for him in 2014 if I am opportuned, provided that the opposition have no better candidate than the like of Omisore to present as their flag bearer.
From what I have read, seen and heard, Omisore is likely to be the opposition's(pdp) flag bearer. If that happens, Aregbe's victory margin might be X3 instead of double that it should be.
