Some of your posts make me think that you are still in the moi era.
Kenyans are expressing themselves now more than before.People are not sucking in nonsense. You need to be in the country to see what is happening.
Politics is very dynamic.What you read yesterday is not what is happening now.

Why should Kenyans or any other country invest in the Hague? They are already doing that by remitting money.That is how the hague survives,
on income from its signatories as well as sponsors like germany. Each country should invest in their legal system.If they fail to deal with high profile political crimes then they go hague. That is the whole purpose of  its existence.Dealing with political crimes.

Very good questions you have regarding majimbo. Have you read about how its going to work? well this is what.

You need to read the Bomas document chapter on devolution then you will have answers to your questions above. Currently not so many pple understand how its gonna work and that is why many are not in favour of it.

1. Each jimbo will have a premier and its deputy. They will have elected districts with governors
2. Each jimbo will have its own state assembly
3. The taxes raised will be split 60/40. With the central goverment taking 40%.
4. They will have committees to determine now revenue will be raised and used.
5. Lastly,there will be mechanisms to prop up those those jimbos which need help in a manner that is agreeable to all jimbos.

There are your answers. It dont mean that if you are a different tribe doing biz in a jimbo far from your own then your taxes will be directed to your community.No,It will help the jimbo you live and do biz in.
That is going to be the challenge because like I said some regions eg Central or coast as well as rift valley which are greatly blessed with resources will be far ahead of others. But rem also that the the central goverment has will aid and pump more to the less developed jimbos through the 40% tax remitted.
Am not an analyst but I sense many challenges.

Federalism is more complex than a centralised system of goverment. For it to be achieved there must be a positive attitude to embrace and build it.
At the moment the consituency development funds has in some regions benefited some communities.

Because they do not wash their weaves/hairs simple. A weave/natural hair should be kept clean and sprayed.
If not washed,it traps dirt,sweat,oil and God knows what else. The resulting smell can be toxic.

Those good qualities mentioned by op are cultivated through weakness,failure and blunders so that we become humble and learn not to point fingers at others.

2 things could possibly happen in hague;

1.The case could go to full trial and ruin their political chances. This will only be known in 3 months.
2. If it fails to go to trial,the political atmosphere will be highly charged.It will ruin Raila's chance. No that he stands any this time but hes a heavyweight in his own small way.

People are thinking that this is the trial while its not. The ruling could go either way and the defence team is pretty confident. But everybody faces an uphill task including ocampo himself.
If the charges are confirmed ,Ruto's and uhuru's campaigns will be damaged. If its dismissed,they will have enough momentum to overturn Raila's frontrunner status.

Now this is what you need to understand.Ocampos's term expires in June 2012. He has suffered 2 setbacks before and this Kenyan case is what he needs o improve his record.He has never secured a single conviction since he took office 8 yrs ago.

Do not forget also that the ICC depends on the generousity of donors that are parties to the statue. I read that the Economist in Feb reported that the ICC badly needs the Kenyan case to succeed because Japan and Germany contribute the largest share of its $100m-plus budget!
Its just a do or die situation.

Latest reports say that ICC is opening  new office in NBO.

This move is a clear indication that the case 'could' be confirmed.
The courts' registrar Silvania Arbia was in the country last week to prepare for this development.
A number of officers will be deployed to the new office and they will be allowed to carry firearms and enjoy a wide-raging privileges while in conduct of their duty.

Now what amazes me is that these ICC guys have carried out a number of investigations in Africa and yielded 10 cases and 3 trial from what I read.
But they have not gone far enough to ensure that justice delivered by ICC resonates with affected communities.

I still remember the signs I saw which said "if you urinate here you will be arrested and fined" (loosely translated from Swahilli).  I can't imagine that being a remotely effective deterrent anywhere in Lagos  grin
Been there? grin infact they now read. 'URINATE! .They dare u. Before u unzip they are all over you. Those officials are feared more than cops cz they have no mercy. They hate it when people give them extra work.
I love the new public toilets that were constructed so ul never find people doing such in open or back places.
They are well maintained and they provide tissue. But u pay to use.Just a minimal amount if you are a stranger in the city.
Then if you cross the road anywhere other than at the zebra crossing and you are caught?? fine! Of course not everybody is patient but just pray that there's no official near by. And trust me they are all over.
The thing they are notorious for is clamping vehicles when wrongly parked or when you double park. You cant even buy a newspaper before ur car is clamped.
or if you dont have a parking ticket. Parking is damn expensive in Nbo.

This is simply a trial marriage or what people call come we stay but with the issuance of a marriage cert.
Somebody talked about a waiver  grin crazy but well you know he has a point after all. But even with waiver a divorce is inevitable.
For two people to agree to this there must be several personal reasons raging from insecurity to precaution.

If you dislike this kind of arrangement then you would not settle for prenup either because no one like I said has divorce in mind at the time of tying the knot.
