chargers give out 1 to 3 amp which is not enough to even shock let alone kill....shock starts from 30 amp

0.5 amps is enough to kill anyone if there is enough voltage to push the current into the body. This can only happen if there is mutual inductance within the charger primary and secondary circuit.
