Then compare these scenarios with how that section in the constitution was written and see which one fit. There you have your answer.

So tell me how Lagos state is favoured in today's Nigeria. Here is a state that stopped being FCT almost 40 years ago now. Lagos state under subsequent governments have provided a thriving and conducive environment and infrastructure for business, that's why people and businesses are trooping in. Simple as that.
