As long the battery is in the phone, that ping can be turned into a burst of concentrated signal giving a time window for a particular component to respond. You are correct about the borders, I have studied Africa for a while and noticed how diverse the continent is. I was on a trip to sokoto north western Nigeria and I saw a good number of Northerners that spoke Libyan dialect of Arabic and some Arab looking people in a remote village. I also wondered how Nigeria as a whole have managed itself. Although one bonding Factor is the religion aspect. I say this because my wife complaints about certain tribes, brings back history and other things but the irony is that her pastor is from that tribe. So because of that her anger ends with just ranting, which I find funny. My country have Russia population, which was forced on us because of Bolsheviks movement. But we happy we join NATO because we would have been part of the salami slice military doctrine of Russia.

I am sorry to say he is telling all lies. I am from the Baltics and have had Russia as a neighbor all my life. And I can say first hand all the payment he's talking about are all terrible lies. As him for evidence on his own payment let's do the calculation. The payment structure is poor very poor because Russia operates a planned economy. The capitalism form of economy are only given to Putins cronnies in power, it's why you have the term oligarchs. Every foreign company in Russia is as a result of an oligarch opening the door for them.

A planned economy only favors the political class, it's why you see that there's always targets set by the state. Salary scale in Russia gets bad the farther away you move from european half of Russia such as st Petersburg, Moscow, Leningrad to Russia republic states.
