C, C++ and Java are static language and are reserved now to serious applications. The scope changed doesn’t mean this serious language went into silence.
Before now even simple project were built with hefty languages such as C, C# and it’s likes and at then people were just so bugged down and disturbed with how fierce it works and looks.
Then there came increase and high rise of prototyping and weakly typed language which gave leverage to people without proper understanding of coding to make their apps and boom that is where it all started.
Meanwhile the spot reserved for static languages can’t be taken.

So in conclusion, there is a rise in less hardware demanding applications. And new language shined. Never has Java, c, c++ and it’s static brother failed in the advancement race.

I don't know if it's just me or maybe my network but most Devs I know seem to be more crazy about working for startups than big multinationals. I mean people would prefer companies like paystack, flutterwaves and andela than working at places like British tobacco, ExxonMobil, shell, pwc, Cognizant et Al as Devs.

I see Dev roles regularly on this companies career pages but I hardly meet Devs who work in such companies.

Why are Devs so crazy about startups? The work is ten times harder, hardly any job security. You can be sacked at anytime. Extreme pressure and very horrible pay with no pension benefits or severance package.

Those big companies you mentioned don’t have a lot of product in the market(I mean software market).

Many times they employ expert majorly for maintenance purpose and maybe a one off development team to build a product.

Many software dev in those company works are majorly expert level work and they don’t really have space to hire people to train or give space to grow, so many young devs don’t look forward to them except you have gained ground and your ready to chop money.

As a young dev startups can stress your life for peanuts but would give you a big room to improve your skill set and confidence. So starting out many devs look forward into them.

On a lite note another angle, start up give young devs insight about how company you see everyday are made and raised

A library is toolbox and a framework is a template. Both for same purpose but approach. Frameworks has its rules and learning Curve but it is a total package of a template to solve a problem.

Library is a set of tool infact library is a toolbox, it’s mission could center around a problem but not coupled to work as a total package. So you have more freedom.

To sound like a broken record library and framework abstract a lot of things. Which due to to reluctancy, many beginner fail to worry about how it works. Then all of a sudden they become library and framework addict just to solve simple problems

So I started my programming language journey early this year, and so far I have been working with html, css, boostrap and now i moved to javascript , I know the basic am already working with it, have applied it to some website I have built in the past, now I my question is I want to move on to learning libraries and framework, so I need your suggestion which should I learn first library or framework, and which framework do you suggest I learn between angular and Vue for fronted.

Angular and Vue are basically on same context. So pick any randomly so by implication learn only one. The need for the other may come in the future.
But Vue is much more beginner friendly since it has cleaner syntax.

Meanwhile I would strongly advise you to focus 70% of your time on fundamentals. Libraries and framework are to make work easier, aside that they really have nothing to offer a beginner.
