OAM4J: Thanks for posting this.
Omotosho power plants was actually designed, built and commissioned under Obj. It was not added to National grid because the Gas pipeline project to feed the plant wasn't completed. Yar'dua stalled the whole process and GEJ came on board reactivated the Gas pipeline project.
What GEJ will be commissioning will not be the power plant but the connection of Omotosho to National grid.
At least let's celebrate some progress. You are VERY WRONG Mr Mod. The 335MW OmotoshoI plant is DIFFERENT from d 500MW OmotoshoII plant, just like OlorosungoI and GereguI are different from OlorosungoII and GereguII. OmotoshoI, OlorosungoI and GereguI are not even technically NIPP Projects; and like you hv hintd, even d 335MW OmotoshoI plant OBJ built didn't produce electricity to d grid cos OBJ apparently 'forgot' to connect Gas pipelines to d plant , until sometime last yr or so when GEJ connectd Gas pipelines to d plant and also built Transmissn Evacuatn facility to take d captive power to d grid. The DIFFERENT 500MW OmotoshoII plant actual constructn i bliv startd smtime in 2010/2011 unda GEJ (although it was, along with d oda NIPP projects, conceptualisd by OBJ- and of course, largely haltd by Yar'adua until d tail end of dat admin). GEJ savd ALL d projects, doing d MOST work in ensuring that they actuali supply power to d grid. It is dis OmotoshoII plant that is now ready for commissioning..... GEJ is fixing Nigeria's Power problem (not just by d ova 400 moribund projects inheritd and he startd doing immediately he came in BUT also be overseeing what has bn described as d largest Power Sector Reforms and Privatisatn process in d world). OBJ also gets some credits though |

PapaBrowne: When you see some comments, its pretty obvious that some folks would rather Nigeria stays in darkness than have GEJ fix power for the simple reason that they don't want him to get any credits.
GEJ haters are afraid of electricity being fixed. Left to them, Jonathan should not fix Nigeria because their bitterness and hatred would have no more channels.
When Jonathan commissions power plants, they say noooo, its OBJ or there is still no light! When Jonathan fixes roads, they ask how much was spent on it or how long did it take or cant we get 12 lanes. When Jonathan supports entrepreneurship through excellent programs like YOUWIN, they say where is the power to run the business. When Jonathan revamps the rail network, they say the trains are outdated or we need high speed rails. When Jonathan is expanding the economy through agriculture, they are asking whether na Cassava bread we go chop? When Jonathan is fixing all the airports, they refer us to European and American airports saying why are they not as good??
The same OBJ who had 8 years to fix power but didn't add 1 MW to the grid should now take credit when GEJ with just 2 years has added more than 3000MW. The same OBJ who had 8 years but didn't as little as paint the toilets in any airport is now better than GEJ who in 2 yrs has revamped 11 airports. I don't want to compare OBJ with Jonathan, because it would make OBJ look like a total failure which I don't think he was. So let me stop here.
Fashola has had six years to revamp Lagos infrastructure and yet till today he hasn't completed one single mega project. One, Just one. Even bad Governors like Uduaghan have completed whole airports, but I can't credit Fashola with any single project above say N10 billion. All the large projects he has taken upon are still in their infancy or out-rightly abandoned with no hope in sight. The Lagos Badagry expressway- nothing! The light rail project- nothing! Lekki Epe expressway- incomplete! Lekki free trade zone- empty! Eko Atlantic- sand! Fourth mainland bridge- Dreamland! Tejuosho market- abandoned! One single major porojeeect- I can't find any!! Yet the man has had 6 good years! Six yeaearrrs!!! Yet ACN/APC fellas want us to believe that he is some kind of infallible creature!
These folks want Jonathan's trains to look like the ones in Dubai and Japan yet its OK when Fashola's BRT buses look like dinghis from Bangladesh. They want Jonathan's airports to look like Schipol, but Fashola is performing when he builds schools looking like the prisons of Brazil! When LASU students protest, they students are bad. When UNIABUJA students protest, the government is bad.
I like Fashola and I respect him because he is building good institutions and systems that would make Lagos function. But if you ask me, his 6 years and $30 billion dollars in budgets are not seen anywhere in Lagos! The city is still a dumpsite and one of the most uninhabitable enclaves on the face of the planet!
Whether we like it or not, Jonathan would fix power! Nigerians would appreciate it. If 24hrs light comes to your neigbourhood before 2015 and you feel angry at the progress Nigeria has made, you can as well disconnect from the grid and make use of generators. If you don't like the remodelled airpots, go by road. If the roads are too smooth for you, please buy Cortina and trekk to your destination. Nigeria would progress whether you like it or hate it and the transformation has started albeit slowly!!!! This is d 2nd time in a week that am asking the Universe and everytin good in it, to bless you. May God bless you |

At present, more Chinese enterprises are going outside to invest abroad. Many are choosing Africa - for its preferential investment environment and enormous potential market. They not only acquire great profits for themselves, but also benefit local people, through activities ranging from the creation of job opportunities to presenting local governments with increased tax revenues.
Recently, two units of the China-built gas turbine power station, called the , started operating in the southwest Nigerian state of Ondo.
The local people sang and danced to celebrate the official launch of the Omotosho Power Plant. Nigerian president Olusegun Obasanjo cut the ribbon to initiate the start of operations of the two units at the plant. He highlighted that the operation of the station represents China's efforts to help Nigeria improve its infrastructure. He adds that the two countries will continue to enhance their cooperation in power generation.
The senior manager of the Chinese contractor, the China National Machinery and Equipment Import and Export Corporation, Cao Yuejun outlines the scope of the project.
"The project uses advanced technology, which is 6B type engine made by American General Motor. This gas power station has a total capacity of 335 million watts and eight gas turbine units. Each has a capacity of 42 million watts. Its scale is quite large for Nigeria. And it has first-class equipment, advanced technology, automated control system. After it is fully completed, it will help Nigeria produce 10 percent more electricity."
Cao Yuejun said his company will guarantee the quality of the gas power station.
More and more Chinese enterprises have started investing in African countries in recent years.
African countries have supported and welcomed this mutually beneficial cooperation, which is aimed at the common development of both sides.
The Nigerian Minister for Power and Steel, Alhaji Ahmed Abdulhamid, said the power station is of great importance.
"You see, not only in Nigeria, but in the whole world, we see electricity as the basis of our modern investment in any community. If you don't have electricity, there is no way for investment. So this would help to improve the present level of power generation we are doing, which is Mr. President is very much committed to see that in Nigeria there is stable electricity so that investors can come and invest in Nigeria. Currently, we're building 11 power stations at the same time. Omotosho is one of them, that is contracted to a Chinese company. And they're doing a very good job. We highly appreciate the level of their expertise in the project."
The chief of the area where the station is located, Obalayeluwa, said local residents will benefit greatly when the station is completed.
"One of the advantages is that electricity will be supplied regularly here, and then that will also attract a lot of industries in this area and bring about much electricity. And that will boost the social and economic life of the people. Apart from that, people will be working here and there will be a great input on the employment of people in this area. I also think that the project will help to improve infrastructure. You make roads, which is for your easy communication. That will benefit our people so they can move about easily."
Obalayeluwa also conveys his admiration of Chinese constructors in this project, saying he is delighted to cooperate with them.
"I like Chinese. One is: they are hard-working. They don’t play with the job. They perform their duty efficiently. And we in this part of our country, are very hospitable and we accommodate friends very intimately as our people. So we have no discrimination. You are intimate to us, too. You move with us, chat with us. One day I want to go to your country and do some job there."
The power station project started in March 2005. Seven turbine units have now been built, and the eighth is under construction. The two units that are now operating can produce up to 84,000 kilowatts of power per annum. The remaining six units are expected to start generating electricity around the end of this year.
http://english.cri.cn/4026/2007/08/01/167@256097.htm This is OmotoshoI. The plant been commissiond today is OmotoshoII. They are two DIFFERENT plants. I bliv d ACTUAL constructn of dis OmotoshoII plant startd in 2010/2011 unda GEJ but d conceptualizatn was done unda OBJ in 2006/2007. Yar'adua of course haltd it, along with oda NIPP projects, with GEJ reviving it and doing MOST of d work. |

kay9: 67billion, 62 billion... potatoes, potahtoz. The difference, compared to the real issue, is negligible. And that REAL issue is this: where da fc!!k is the money?? I dont why some of u guys won't allow your heads to work? Which money are you till looking for?? According to Sanusi: the Reserves was never upp to $67bn, as alleged by Ezekweili (it was around $45bn according t Ngozi Iweala), and even increased to about $62bn in his 1st year. It began to however significantly decrease from 2008 cos of the 'Global Economic Crisis'. It unfortunately continued to decrease n 2010 and most parts of 2011 (under Yar'adua, and mostly GEJ) even when the Oil prices have picked up, to pay Deficits, fuel subsidy and 'defend the naira', etc. This ugly thread was however reversed from late 2011/early 2012, when the Reserves started to go again and has now grown from about $32-%33bn to almost $48bn today cos of tight fiscal rules by Okonjo-Iweala and even Sanusi himself. This is the summary. Of course it is possible (and maybe even likely) that some of the monies withdrawn from the Account at sme periods, just as 'Normal' Federation Money, were misappropriated and/or wasted. This does not imply that the whole mone ($67bn?) was 'squandered' at any time. |

Furthermore, work on Adolor area of Ugbowo, the workman added, will be completed within a month from now. “People in the area will be relieved from the perennial flooding in the area as the rainy season approaches,” he added.
Dabah also acknowledged that the state government is constructing additional lanes on both sides of the Akpakpava- Dawson-Uselu-Ugbowo Road with walkways and street lights. The Goodluck Jonathan Administration has just gained significant confidence of the power sector investment community with the signing of a range of industry and transaction agreements that pave way for successful generation and distribution companies to take control of the new corporate entities unbundled from the PHCN. With this development, in the next fifteen days the 15 bidders that have emerged are expected to make a 25% down payment of the share purchase price and in 90 days to pay the outstanding 75% to complete the transaction in keeping with the terms of the sale and purchase agreements or shareholders’ agreements they signed in Abuja recently
The process that formally commenced in 1999 with the inauguration of the Electric Power Implementation Committee and development of the National Electric Power Policy two years later had been literally crawling along until President Jonathan gave it a much welcome jolt of commitment and action that brought it to virtual fruition in barely two years. No wonder the atmosphere at the agreement signing event was alive with investor glee amid strong optimism about the timely completion of all the pending processes simultaneous with other aspects of the Administration’s acclaimed power reform agenda, especially attainment of stability and sufficiency in power supply, which are also progressing according to plan.
Highlights of significant achievements recorded in implementing the reforms are hinged on the enactment of the Electricity Power Sector Reform Act of 2005, establishment of the PHCN and identification of 18 successor companies in generation, transmission and distribution categories as well as three agencies relevant to the provisions of the Power Policy and the Power Act viz. the Nigerian Electricity Regulatory Commission (NERC), the Nigerian Electricity Liability Management Company (NELMCO) and the Nigerian Bulk Electricity Trader Plc.
It is noteworthy that the transaction and industry documents were developed during interaction with relevant investors and other stakeholders organized to carry them along in defining the transaction structure and process against the background of absence of relevant industry agreements in the nation’s power sector which had been identified as contributory factors to the nagging problems of under-performance and other lapses associated to the hitherto unimpressive record of PHCN successor companies.
The drafting and signing of agreements are regarded as necessary safeguards especially when the private sector is being involved in handling the country’s power sector which is of critical strategic impact on the development and progress prospects and aspirations, requiring well-defined relationships, agreed performance targets and other terms and conditions relevant to the smooth execution of the agreements. The process involved several weeks of consultations and interactions being a first-ever feature in the nation’s power sector.
The industry agreements now cover gas sale and aggregation, gas transportation, bulk power purchase for thermal and hydro, vesting, transmission use of system, grid connection and ancillary services while transaction agreements include share sale, shareholder agreement, performance and concession.
The attainment of these world-standard documentation, structure and process as a precursor of the much-anticipated power sector reform and privatization will go down in history as among most significant outcomes of the Jonathan Administration’s bold interventions that broke the jinx seen to be impeding progress in the power sector for several years despite disheartening consequences on investor confidence and delivery of democracy’s dividends to the Nigerian people. It is also a good omen pertaining to the prospects for smooth and successful implementation of other important components of the power sector reform agenda.
Observers recall the repeated assurances by President Goodluck Jonathan that by the time he is through with implementing his acclaimed Transformation Agenda, there will be more commendations than condemnations of his Administration across the land and point out that the record of performance in the power sector is indicative of the justification and accuracy of this presidential prophecy.
It also draws necessary attention to the oft-forgotten fact that the enormity of decay of infrastructure that the Jonathan Administration has decided to address does not lend itself to a hurried approach which impatient critics demand either out of ignorance of the reality on ground or political mischief or both. If only the Administration would be free of these and numerous other unwarranted distractions, we could have helped ourselves and our nation tremendously, but even with these nuisances, the Administration’s achievements are remarkable. http://www.thetimesofnigeria.com/TON/Article.aspx?id=3855 |
