The refinery should be a joint venture like the oil companies with the government owning about 60% while the private investor operates. In a sane clime, the general managers of those refineries that fail should have been sacked.

Government should get more serious with providing refined product for us the same way they are serious about the fiscalization of the oil and gas streams.

There is no much tax income here for them, but it will go a long way in building their image and PR.
