Abuja isn't regarded as one of the states. A state has three(3) senatorial seats while Abuja has one(1) and a minister. Abuja was defined by the Constitution and also in the scheme of things. The Constitution in regards to election stated boldly, 25% in 24 states and the FCT.

NIGERIA as a nation has 36 states and FCT.
