nku5:Decree 1 of 1966 suspended the constitution and therefore expunged resource control and everything else. It was Ironsi that created the exclusive list. See the image below; Then decree 34 annulled the regions and converted them to states under unitary system. Without prejudice to section 8 of this Decree, the person who immediately before the appointed day holds the office of Military Governor of a Region shall be deemed to have been appointed by the Head of the National Military Government as Military Governor of the corresponding group of provinces with effect from that day.So in effect the Governors of the new states become appointees of the head of state and he may nor not delegate powers to make laws to the Governors, conditionally or unconditionally. If we are examining dictionary definitions then Nigeria is not a Federation today in fiscal terms. The regional military governors could not be elected (of course) and had powers to make laws (edicts) for their enclaves subject to approval. The best Nigeria ever had in a military government.Who is arguing with you that Nigeria is not a Federation? How can Nigeria be a federation when General Ironsi's decree 34 destroyed the federation? Subsequent governments - both military and civilian build on the foundation Ironsi built. Even the 1999 constitution did not mince world about the structure of the Nigerian state. The opening sentence of the 1999 constitution clearly states; WE THE PEOPLE of the Federal Republic of Nigeria:I never saw anywhere in the constitution where it states that Nigeria is a Federation of states. You guys can twist logic all you can, you cannot turn General Ironsi into a hero of resource control and true federation. He was power hungry and acquired too much powers to himself and the office of the head of state.

Before the unification decree, each region ran it's own marketing board to market and sell it's own agricultural exports. Most important of all in our modern world marrying without cohabiting to know each other on compatibility levels can be quite risky.
