No it is not. If you truly believe in tithing you should know you pay it to God and not to your Pastor. If he spends it wrongly God will judge him.

Your tithe is to be paid to the Church where you are being fed spiritually but you can give from your resources to other churches

Once you can determine your career direction, you can do your PG and stay there, then continue to advance to PhD and professional certifications. From there, those advance degrees and certifications will earn you promotion and you keep going. You don't do a PG program blindly.
