I am in total support of restructuring, however, I don't believe it will be a major solution to our problems. I disagree with you on the bolded, based on current evidence, you cannot arbitrarily put the blame of regional stagnation on the doorstep of the north. The governors of the south east, south south and southwest as well as other politicians entrusted with developmental resources mostly mismanage or outrightly embezle them.
