Jonathan approves establishment of Enugu Free Trade Zone
By NAN on May 26, 2015
2121
Jonathan-5-02-15
President Goodluck Jonathan
The Enugu State Government says it has received approval from the Federal Government to establish a Free Trade Zone (FTZ) in Enugu to serve the South East.

The Commissioner for Commerce and Industry, Dr Jude Akubuilo, told the News Agency of Nigeria (NAN) in Enugu on Tuesday that President Goodluck Jonathan gave the approval in April.

He said that the FTZ, to be located at the Ninth mile corner in Enugu metropolis, would have 402 hectares of land and another 16.8 hectares at the Akanu Ibiam International Airport.

The commissioner said that Gov. Sullivan Chime worked hard to secure the approval.

“We are waiting for the licence backing the approval and we are optimistic that it will come before the end of May.

“If you bring in goods and it is cleared and taken to the zone, an enhancement will be done to those goods, you will almost get them tax free.

“The industrial activities in the state will be astronomical because everybody who owns a factory in Nnewi, Onitsha, Orba, Nsukka, Ebonyi, Aba will be clamouring to have their factories in the zone.

“ Jobs will be created, improved infrastructures, enhanced road network, enhanced rail activities will be enjoyed in the state,’’ Akubuilo said.

He appealed to the incoming APC-led administration to support the development of the trade zone to enhance the nation’s economy and lives of people in the area.

NAN reports that the FTZ scheme was evolved to strategically improve investment climate in Nigeria, by stimulating export oriented business activities through the strengthening of strategic national economic policies.

It is to streamline administrative approval processes and provide a one-stop-shop service for businesses.

The target is to also create an enabling environment for the growth and development of export-oriented goods in the non-oil sector of the economy.
http://www.ngrguardiannews.com/2015/05/jonathan-approves-establishment-of-enugu-free-trade-zone/

This is very great news to those who know how free trade zones ( FTZ) works to attract foreign direct investment especially in the garment making and food packaging factories. Many locals will also be gainfully employed while garment can be made for export right here in Nigeria. In many countries including China, the FTZs has been the cornerstone of their industrialization.

One hopes the Enugu state government will work closely with the FG to develop and secure the site very close to the Enugu - Port Harcourt railway line and attract foreign and local factories to be built in the zone.

I also lend my voice with those appealing to the powers that be to kindly move this thread back to the Politics section. The essence of the thread is t0 showcase the developments and transformations which emanated from the focused administration of the current regime in Enugu state and nothing more.it is political as anything and has absolutely nothing to do with travel or tourism in the real sense. Infact, more political and economical theories, postulations and philosophies have been discussed on this thread than any I have seen so far so wetin concern am concern travel biko? Abeg,do the needful. Jahbless!

Unemadu:
any news on Inauguration?

Below is his full speech:

“Ndi Enugu, the appointed day has finally come. It is the Lord’s doing and it is still marvelous in our eyes. To Him, the God of Abraham, the God of Isaac, the God of Jacob and the Awesome God of David, be all the glory and honour in Jesus name. Amen.

Exactly eight years ago and on this ground, an enigma, a man of uncommon zeal for development, and indeed the true leader met for our souls was inaugurated as the third executive Governor of Enugu State. That man is no other person than His Excellency, Governor Sullivan Iheanacho Chime, CON. Looking back at his developmental strides, there is no doubt that he was divinely anointed and equipped with the intellectual capacity, political sagacity, and vision to take Enugu State to its rightful place in the comity of federating states. With a well thought-out blue print for consolidation and rapid growth, our amiable leader was rated as one of the best performing Governors for the eight years that he held sway.

Ndi Enugu, today, it has pleased God and you, men and women of goodwill that I step into the big shoes of my predecessors as the next Governor of Enugu State in a seamless continuity and consolidation of all the good works he and others before him has done in the State. It has pleased God that I take up the gauntlet of the struggle for the emancipation of the Wawa man from where our heroes past stopped. It can only be God, for it is He who raises the poor from the ash heap and makes him to inherit a throne of honour. He has anointed
me for a mission – to bring good news, message of continued hope, peace and development to our people; to bind up the broken hearted; to proclaim liberty to every Wawa man caught in the prison of poverty and under-development. And these, I owe you and my God to fulfill.

Ndi Enugu, in line with my campaign promises, I recommit myself to continuing with the legacies of the Sullivan Chime’s administration and his roadmap for taking Enugu State to the next level. I recommit myself to employment generation, enhanced social services and good governance, rural development and indeed, security and justice. We will deploy government services to create fair and equal opportunity for every willing citizen to make a living and create wealth, educate our children, and enjoy life in a peaceful and secure environment. We will drive with full force investment promotion, agricultural sector renewal, provision of critical infrastructures, human capital development and skills acquisition.

We are aware that you are aware, and saddled with the same awareness, that unemployment is a major issue in our Country today. In order to alleviate the sufferings of our people in this regard, we deliberately designed government policies embedded in our road map to generate employment and provide the platform to partner with the private sector.

In the area of agriculture, we shall consolidate the efforts of the past administration in the San Carlos Farm project, the Adarice and other such farm settlements where our people will be gainfully employed.

We undertake to continue with the on-going educational reforms which have lifted our public schools to new levels of excellence. The introduction of e-learning and exchange programmes for our tertiary institutions in line with international best practices will be our priority.

The need to compliment the already established state-of-the-art medical diagnostic centre – the first of its kind in our geo-political zone- with our vision to create hospital chains to make Enugu the preferred destination for receiving high quality and affordable medicare in the Country will be a matter of first choice.

Your Excellences, Distinguished ladies and gentlemen,

Enugu State under us will pay a special attention to rural development because the bulk of our people live in the rural areas. We will create more urban areas to boost economic growth. In line with this, we must equip and modernize Nsukka – a University town founded over half a century ago – to compete with other University towns in attracting technology and knowledge based businesses and other industrial support ventures, bearing in mind that Nsukka is the second largest town in Enugu State.

In the same vein, the Ninth Mile Corner is a long overlooked economic hub that we need to harness to enjoy the full benefits of our newly acquired status as a Free Trade Zone. We will give attention to these places to speed up urban development, create fresh economic opportunities and reduce pressure on the Enugu metropolis.

Likewise we will boost the Enugu city by opening up the Independence Layout Phase Two, Abakpa Nike, Emene and other satellite towns to compliment the proposed Industrial Park. We will partner with the private sector, not only in housing development but also in agricultural development and industrialisation. We want people who are ready to enter into strategic partnerships with us to develop Enugu State. We will provide the necessary legal and policy frameworks to make investment thrive.

It is on this note that I wish to call on our people in the diaspora and the business community to key more freely into the new phase of development in Enugu. I enjoy the diaspora’s overwhelming support and goodwill for which I will remain grateful. Now, it is time for them to consummate this support by investing more at home and using their wide network of contacts to boost socio-economic development in the State. Although it is said among our people that “Ebe onye bi ka o na awachi”, it is also a fact that “Aku ruo uno, amara onye kpara ya”.

Ndi Enugu,

Let me state categorically that while we are gearing to achieve so much, we must bear in mind that the resource flow has grown so lean across the Country due to the nose-dive of oil prices in the International market. As His Excellency, the outgoing Governor pointed out during the thanksgiving service last Sunday, Enugu’s purse is growing leaner as federal allocations dwindle to an all-time low. A political associate recently told me that this is not the best of times to be the Governor of Enugu State. But I replied that this is indeed the best time to lead Enugu State. If former President Franklin Roosevelt could lead America out of the Great Depression; and if President Barak Obama could lead the Americans out of the economic melt-down, I believe that we too can turn the present economic challenges into huge blessings. Since it is knowledge driven economies and not oil driven economies that rule the world, I believe that this is another great opportunity for Enugu State, and indeed Nigeria to look inwards and harness those potentials which free oil money has blinded us all the while from exploiting. It is an opportunity to live to our full potentials and discard the feeding bottle federalism syndrome. Importantly, I believe in the miracle of 5 loaves and 2 fish. I believe that God will give us the wisdom and courage to successfully navigate the state through the current economic crunch.

Yet while I have no doubt that we will get to the promised land; while expectations are high, and rightly so, it is also important to state that the times we are in require some patience. With patience, faith and your full involvement in governance, we will surely get there.

However, I also believe that we must match our faith with the right decisions and good work. I will therefore be calling on Ndi Enugu to tighten their belts. But the difference between our model of belt-tightening and the one you used to know, is that the belt-tightening under this administration will start with government functionaries and business. We will lead by example. We will lead a lean government to free up resources and channel them to the real development issues.

In addition, every revenue-generating agency of government should be ready to generate and remit revenues to fund government’s development efforts. Likewise, individuals and corporate entities should henceforth start paying tax as defaulters will not be counted as friends of Enugu State. But one thing I must assure you is that every kobo you put into the coffers of government will be utilised transparently and in a way that adds value to your lives.

We will continue with our foreign investment drive. We were in China recently. We had fruitful discussions with some businessmen who want to invest in our state. The result of those meetings will be felt by the good people of Enugu State when investors storm Enugu State soon. We will continue to provide favourable policies, legal frameworks, and business friendly environments to encourage others to follow suit.

Before I take my seat, please permit me to appreciate the support and contributions of the Deputy President of the Senate, His Excellency, Senator Ike Ekweremadu, CFR; the former Senate President, His Excellency, Senator Ken Nnamani, GCON; the former Governor of old Anambra State, His Excellency, Senator Jim Nwobodo; His
Excellency, Dr. Okwesilieze Nwodo; His Excellency, Senator Chimaroke Nnamani; His Excellency, Admiral Allison Madueke Rtd.; His Excellency, Anthony Ogugua; and all our other leaders too numerous to mention.

We salute our Party men and women especially its leadership at the National, Zonal, State, Local Government and Ward levels. We also recognize the untiring efforts of the various Support Groups.

Most importantly, we must appreciate the electorate who defied rain and sunshine to ensure that their votes counted. They are the true heroes of our democracy and will be surely rewarded with good governance.

We appreciate those who contested against us both in the party primaries and in the general election. We also recognize the support of all the 22 political parties that endorsed us. We commend their support and goodwill, and whole-heartedly invite them to join us as we take Enugu State to the next level.

Ndi Enugu!

Again, let the word go forth from here to the heights of the undulating hills of Udi; take the word to the elevations of Nsukka; let the tiding go forth to the farmlands of Nkanu land and indeed to every nook and cranny of Wawa land, that seamless Continuity and Consolidation have come!

God bless Enugu State. God bless the Federal Republic of Nigeria.

Thank you all and remain blessed”.

I like ifeanyi's speech, in simple plain English that captured almost everything. I like his idea of rural development, developing other urban areas to prevent congestion in Enugu. I predict that he might be a bridge between Chime and Chimaroke, and he may eventually complete the international conference centre. Am also happy that he called the federal allocation its rightful name and planning to generate fund through other means.
The 5 projects am waiting to see are: the industrial park by a china company, the centenary city, the free trade zone, rural development and revamping our primary and secondary schools.

About the E-learning in his speech... I saw my relation, in secondary school, with this scratch card for accessing term result online, no more result paper.
They still need some refining but its a good move.

I recalled informing you,my learned brethren on this thread, a month ago about the collection of diaspora technocrats whose sole aim is to drive an influx of FDIs never seen before into Enugu under Ugwuanyi.I equally told you guys some of them were already enroute to China and Europe? Gburugburu just confirmed that in his opening speech. The contigent to South Africa will be enroute to Joburg next week and the target is 3 billion dollars worth of Investments with low cost housing and solid mineral development having the upper focus.
Suffice it to say that great times are here in Enugu and the good news is that this bunch of technocrats are not only wawa born but also brothers from other states with prime interests in Enugu's mega-super-bright future! I pray Gburugburu does not become parochial and clannish! An all inclusive government is the real deal.
In another vein,mods,supermods,super-super mods, please,I beg all of you in the name of whatever (G) god you worship, push this thread back to the politics section where it belongs! There are countless trashy garbagges a.k.a threads with no substance for enlightenment and life occupying Politics section. This thread, just like the Anambra and Imo threads are our mirrors and meters to assess the quality of governance in the eastern states. I really don't know why you rate PH so high. Ph was once a garden city but not anymore. Recently, I compared Ph and Enugu in terms of size, the difference is marginal in favour of Ph. And Ph doesn't have the pattern of house zoning you find in Enugu. In Ph what you see are disordered mixture of bungalow, duplex, storey building...even plenty of your so called igbotic building.
You can't find this type of layout in Ph, developed by individuals...the houses are almost at the same level.

Enugu

The only place you can find such pattern in PH are in very few government layout, developed by government. Am quite certain you don't know Enugu very well, you can't erect such storey houses in places like trans Ekulu, or erect duplex in Achara layout, that's the zoning pattern in Enugu, you can't find in Ph. Ph is Economical more advanced than Enugu, more congested and more populated, but these factors coupled with poor planning made Ph chaotic and it eventually lost its garden city theme.

Now to your usually 'igbotic building' and 'solid office block looking houses' as you put it ...I also advocate for such houses you desire, but there are factors that that bring about such houses or make developers go for lower storey houses with corrugated roofing sheets...on several occasions I discussed with my cousin, an architect, he will always tell me that such style of roofing you usually describe is very costly to maintain. Secondly, considering scarcity of water in most part of the east especially Enugu, the need to collect rain water requires such roof. Thirdly, taking the storey building to 16-20 levels will require elevators, to be powered and maintained by how many residents, how may people can afford it. I think developers will begin to make such investment for middle class when we have stable power, otherwise such buildings in nigeria are mainly for bussiness and government purposes. Fourthly, most of those buildings you see in Lagos, and Abuja are government houses or private companies, don't tell me you want to similar architectural design of the new Enugu secretariat or that of Golden Royale replicated in every part of Enugu Fiftly, have you taken a look at other cities, big Countries like France has cities with similar pattern...

Marseille, France

london has similar building pattern...

North London

You probably don't understand Urban planning, and how cities evolve. Those houses you're seeing will either be redesigned or destroyed to build a more contemporary architecture as the city evovle...below is beginning part of Ogui Road Enugu, this area was once lined by archaic low houses with brown roofings, some can still be found there. But at a rapid rate, these houses are being replaced by more modern houses, in future it's probably skyscrapers that will replace these ones being built now...

www.nairaland.com/attachments/2388147_20150507160415_jpege3e8f72339db735e5b19a4f1917572b9

Here's a new house replacing those low houses, flanking the house under construction are those old houses,...that's the evolution...and it's a gradual process. As the economy improves so will our architecture and other aspects of our cities.
