One of first set of permsecs class of 60- 79 told me that they carried some responsibility for the debacle in the 60's and 70's. The military leaned heavily on them ( but military people are contrary to what most people think - highly intelligent) But the permsecs over taught them and they could easily have instead steered them to some sandboxes but for their own naivety regarding human nature their briefings exposed loopholes that the likes of IBB would later weaponize.

Anyone from our parents (or grandparents) generation will enlighten you that Nigeria was at it most promising peak (and was labeled as “The First Black Power” on a TIME magazine cover story) when the so-called “first set of permsecs” were influential in the affairs of the state.

It was when Murtala Muhammed came to power and immediately set about dismantling the civil service hierarchy “with immediate effect” (starting with the so-called “super permanent secretaries” cadre epitomized by the likes of highly-educated and capable technocrats such as Philip Asiodu, Ahmed Joda, Allison Ayida, etc.) that the degeneration and overt-politicization of the public service and sector first set in - which was then subsequently entrenched by the “quota system” policies (first introduced in education by Prof Jubril Aminu, and which subsequently spread like cancer throughout the public sector) and “federal character” bean-counting, each of which often derogated merit.

We now have ended up with a contraption of a “nation” wherein (for example) even appointments to the nation’s most important law court, the Supreme Court, is done on the basis of quotas and geopolitical representation. SMH

My dad's friend was the Head of international students who came from South Africa to study in those days at UI. He said people were turning down the idea of schooling abroad in those days. Those “Indians” were mostly Nigerian-Indians…

As for South Africans, the Nigerian government granted hundreds of scholarships to SAs to study in Nigeria and elsewhere (and of course, Mbeki lived in Lagos, among other SAs). In fact, the Nigerian government granted thousands of Nigerian PASSPORTS to SAs because that’s the only way they could travel during Apartheid, which is why the current anti-Nigerian xenophobia in SA is sadly ironic.

As for Nigerians going to study in Sudan, it’s for one of two reasons: (1) for Islamic and/or Arabic Studies, or (2) people who couldn’t get into Nigerian universities or for the courses they want. It’s NOT because tertiary education in Sudan is better. IT ISN’T!
