You seem confused about the relationship between governments and citizens.

Governments are elected to SERVE the people, and thus like any other SERVANT has a duty to account to the people they are elected to SERVE and/or could be held by the people (their employers) to ACCOUNT. On the other hand, the duty of the citizen is (as applicable) to pay taxes and obey the laws of the land - and if they are particularly civic-minded to call the government to ACCOUNT from time to time!
