Reading many of the posts, it’s clear many Nigerians do not grasp the concept of public transportation projects.

Yes, there are (as there always is) inconveniences during the construction phase, and, like several other Lagos projects, the pace of work has noticeably slowed down considerably since the “political coup” to remove Ambode and even impeach him if he insists on continuing to function as the only legitimate governor in office until May 29.

Nonetheless, the concept of this project remains SOUND, and frankly those bemoaning its design appear unable to grasp the concept of mass public transportation. The primary idea of mass public transportation is the greatest good for the greatest number. Accordingly, with respect to this project which faces the restriction of a roadway that was not historically designed for mass public transportation, priority is granted to the BRT corridor over the private car lanes, given that this BRT corridor is projected to serve about 300,000-450,000 commuters daily (the World Bank projected just over 200,000 in 2009) over 4 local govt areas who are currently served by incredibly poor public transportation choices in the form Okada and Danfo. In effect, the project elevates/upgrades public transportation, not least because the quickest means of resolving Lagos’ perennial traffic congestion issues (pending mass rail transit) is to get more people out of private cars onto mass public transportation. The more comfortable/convenient such public transportation choices are, the better chances of patronage.

Finally, regarding the engineering design, again given the historical limitations of the roadway a BRT corridor placed in the median of the the roadway makes the most sense, with enough stops and pedestrian bridges to enable commuters ingress and egress at regular intervals. If conversely the outer lanes were used for the BRT corridor (as elsewhere) in this particular stretch of road, one would have to either demolish myriad properties encroaching/bordering the right of way to expand the roadway or would effectively block off the side streets and businesses located along the roadway (as failing to do so would effectively negate the ‘rapidity’ of the BRT service as cars egress/ingress the highway. Meanwhile, the 2 lanes left for private cars is more than sufficient (1) because there will no longer be Danfo on the roadway stopping every few minutes/yard to pick up/drop passengers, and (2) if our generally inconsiderate Nigerian drivers stop packing along the highway or stopping in traffic to buy everything from Gala to Boli and Plantain.

The reason there are many bus stops/pedestrian bridges on that stretch of the BRT corridor (I believe as many as 14) is to enable commuters to get off closest to their destinations and then use the bridges to access the side streets. There’s no need to “go and face hours of traffic”.

If the same government is paying subsidy to others who are importing fuel (thereby creating jobs abroad where they are importing from) to sell at N145, then why shouldn’t the government pay the same subsidy to Dangote (who will be creating thousands of jobs here in Nigeria) to sell at N145. In fact, not only will Dangote be saving Nigeria all of those billions of dollars used to import fuel (and will even be earning Nigeria dollars from exports), but people employed at his refinery and other ancillary businesses will be paying income taxes to the government.

Sorry, but without prejudice to a lot of the other sensible points in your posts, I simply cannot buy into that notion that being worshipped by an army of mostly dirt poor illiterates (who continue to multiply under Mr. Buhari’s tenure, up to Nigeria presently wearing the shameful toga of the world’s poverty capital) is a virtue. Furthermore, there’s really no substantive benefit in the purported personal probity of Mr. Buhari if corruption nonetheless continues virtually unabated at every level of the Nigerian government under him (from the Gateman to the Minister).

CENSUS SHOULD BE ONE OF OUR PRIORITIES!

We cannot properly plan or budget for anything without reliable census data. We have to know how many school age children there are (and frankly where they are) to properly budget for education, including planning for teacher education and recruitment. We have to know the demographics of our population to know what sorts of healthcare investment to make. We have to know how many people live where to make decisions regarding the citing and/or development of infrastructure (including things like where rail lines should be built and/or inland waterways, etc.). Even that minimum wage issue is tied to figuring out our population and how many public servants/agencies are reasonably optimal to service such population. At the moment, large swathes of the Nigerian public sector appear horribly overbloated.

Nonetheless, proper investment in appropriate technology should make the census CHEAPER (not more expensive), easier and more reliable.

That number is suspicious to say the least when a hotly-contested national election could barely muster about 30 million voters. The reality is that no one knows with any degree of certainty how many Nigerians there are or even how many people (citizens, foreigners, tourists, transients) are within Nigeria’s borders at any given time. Nonetheless, technology should make the census easier, cheaper and more reliable.

The government does not shoulder any responsibility except for paying pre-existing pension liabilities and gratuities to former workers of PHCN. And if you think that DISCO investors are “smiling to bank” when they are buying power at N80 kw/h and selling at N31.26 kw/h (and that is even if they can collect 100% payments and/or power is not being stolen), then I have a bridge between Ikoyi and Lekki to sell to you.

Meanwhile, it is very easy to find out who the owners of the GENCOs and DISCOs are, This is not secret information, and can easily be gotten from BPE, CAC or NERC, among other agencies/sources. Nigerians love silly conspiracy theories, as if the wealthy did not purchase these assets (which btw turned out in most cases to be much worse than the government portrayed them - just ask North-South Power about the state of Kainji), you were going to purchase them and make the massive investments necessary to rehabilitate and expand these facilities.

Btw, you are wrong, it was a crooked, corrupt, thoughtless, unrealistic, unpatriotic and hastily signed agreement. What's so private about an agreement that saddled the FG for nearly half of the DISCOs and FG subsidies? There's nothing private about privatization because the FG is still involved and on the hook for for hundreds of billions, even trillions forever.

I realize that this might be a difficult concept for rent-seekers to grasp, but since the government retains 40% of the equity of the “privatized” DISCOs, of course it should be responsible for 40% of capex. Furthermore, the Share Purchase Agreement between the government and the investors provides for specific obligations on the part of each of the parties but the government has consistently failed to meet its obligations - not surprising in a country where governments consistently fail to respect contracts, to applause from an often ill-informed chattering class.

Nonetheless, ironic that the government keeps bragging how much more electricity is now being produced under the “scam” regime! grin

To start with, the DISCOs owe Nigerian Bulk Electricity Trading Plc (NBET) and Market Operator debts exceeding N536 billion and regardless of any agreement with the FG, the DISCOS can not survive or deliver any kind of meaningful service.

The Jonathan and the crooks involved designed FG subsidies into the privatization agreement to favor the DISCOs, it's called double dipping.

It doesn't matter what the FG is paying or not paying, they can not survive or deliver credible products and services because they not only lack the financial capacity to do so, they also lack managerial and operational skills needed to grow their operations.

Electricity is not like Akara balls, once produced it cannot be stored, which is why despite the huge electricity deficit in Nigeria, we have a ironic situation of almost 2000MW of “stranded” power (ie, electricity generated but which the DISCOs refuse to distribute because they cannot collect tariffs for same). Like our democracy, Nigerians appear to love the veneer of “markets” without its substance. SMDH

Dude, go read the ESRA 2005, instead of relying on free-for-all Wiki ‘sources’ - although even Wiki was not looney enough to state that a new “hasty sales agreement” was used for the 2013 privatization (which btw was supervised by the World Bank, for whatever that is worth). The ESRA 2005 is the definitive roadmap for the privatization of NEPA (PHCN) assets, with a principal role in the process granted to the NCP.

Government and governance does NOT stop after elections...

The government in place today (all THREE branches of them - executive, legislature and judiciary) continues in full force until a new administration or new office holders are sworn-in. Furthermore, when the new NASS is sworn-in, the members would need some time to get up to speed and would likely have to reconsider existing bills de novo resulting in even more delays. Nigeria is truly forked! SMH
