Kaduna State Approves Castration Punishment For Convicted Rapists The Kaduna State House of Assembly has approved castration as punishment for those convicted of rape. This follows the passage of a bill to amend the Kaduna state penal court law, 2017, by the lawmakers. The assembly, which announced the development via its Twitter handle yesterday, said the bill was passed into law on Wednesday. “The Bill Recommend total Castration for Rapist in the State,” the assembly tweeted. TheCable observed that the tweet was deleted shortly after it was posted but the majority leader of the assembly also tweeted about the development. A bill to amend the Kaduna State Penal Court Law No.5 of 2017 has yesterday 09/09/2020 been pass into Law by @Kadlegislature. The Bill Recommend total Castration for Rapist in the State,” the tweet read. Currently, the state penal law provides for 21 years of imprisonment for rape of an adult and life imprisonment in the case of a child. It is not immediately clear if there are provisions against female rapists in the new bill. It was passed about two months after the state Governor, Malam Nasir el-Rufai, advocated a stiff punishment, lamenting that convicts often rape more persons after serving their jail term. “In addition to life imprisonment or 21 years’ imprisonment, anyone convicted of rape will have his organ surgically removed so that even after he finishes his term, he will not be able to rape anyone again,” the governor had said. “So long as the tool exists, there is the likelihood that he may go back to do it again. Most of the perpetrators are young people, so even after 21 years, they can come back and continue.” He had also said the state would expunge the provision for bail conditions for rape convicts. The federal in other to crushing the effect of transportation on the public particularly the rural dwellers, due to hike in fuel price, has said, it would distribute 2, 000 buses. This was made known by the Minister of Special Duties and Intergovernmental Affairs Dr.George Akume, in an interactive section with relevance stakeholders of cooperative societies in Nigeria, on Friday, at his office in Abuja. He said the initiative in a collaborative effort of his Ministry and the Ministry of Agriculture and Rural Development and other agencies in the government. Akume, further explained that, the ministry had to tske the decision to pass through cooperative entities to ensure the materialisation of the project, instead of issuing loans to individuals which might delay prompt execution of the project. “Basically we do recognise the fact that when you give out loans to individuals, sometimes you have the difficulty of recovery when cooperative is involved, it becomes easier to manage the facility “The whole essence of the initiative is to ensure that our rural force has access to a transportation facility, now that there is a slight adjustment of the price of fuel. “We do recognise that some transport businessmen can decide to take advantage of fuel increase over Nigerians. “So when this is implemented, we believe the initiative will do quite a lot to stabilise the prices for the benefits of the people", he said. He noted that, there is no way Nigeria as a country can be promoted without transportation, saying that his the reason president Muhammadu Buhari has been working very hard in the aspect of road, rail and air transportation. Also, Mr Olakunde Jeff, Project Coordinator, Cooperative Asset Scheme, said the federal government had given the buses to cooperative societies at a very good price for onward distribution to interested members of the society. “The essence of everything is that now that we have a new pump price, we want to ensure that the effect on the masses is on a minimal level and that is the essence of the first 2, 000 buses. The initiative, according to Jeff would also mitigate the effect of challenges of transportation faced by rural farmers, even as he assured that they would receive greater attention to the programme. He added that members of the public would also benefit from the project. Like in the case of a van, farmers who are under the cooperative movement will be given the van to convey their farm produce from the farm to the road and they are expected to pay back. “There will be allocation of buses to other cooperative groups to run transportation businesses, “ he said. NAN reports that President Muhammadu Buhari on Sept.7, said the payments for petrol subsidies which accrues to a trillion Naira annually, have become unsustainable. President Muhammadu Buhari has on Wednesday, expressed the concern of his admistration over sudden in spiral of food prices across the country. In a stament issued by the president Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, in Abuja on Wednesday, he regretted that the increase in prices of food came at a time when the economy was already mired in a slowdown occasioned by the global coronavirus situation, saying the situation is transient. President Buhari said the government has already begun looking and putting in place measures to ameliorate the situation. Various food producers, particularly those of rice and other grains are engaged. The stamen reads: “While Providence has been kind to us with the rains and as such an expectation that a bumper harvest would lead to crashing of food prices and ease the burdens on the population, government’s concern is that the exploitative market behaviour by actors has significantly increased among traders in the past few years and may make any such relief a short-lived one. “This year has indeed tested us in ways that globalization has never been tested since the turn of the century. These challenges have disrupted lives and supply chains all over the world, and Nigeria has not been spared. “The effect has been deeply felt in the delays encountered in the procurement of raw materials for local production of fertilizer (damaging standing crops before harvest) and the speculative activities by a number of rice processors who are ready to pay for paddy at any price to keep their mills running non-stop. “But of all these problems, the most worrisome are the activities of “corrupt” middlemen (with many of them discovered to be foreigners) and other food traders who serve as the link between farmers and consumers found to be systematically creating an artificial scarcity so that they can sell at higher prices. “In dealing with these problems, the administration has, in line with its ease of doing business mantra, avoided imposing stockholding restrictions, in order not to discourage investments in modern warehousing and cold storage. “The President has just approved the release of food items from the strategic reserves, including 30,000 tons of maize to animal feeds producers to ease the high cost of poultry production. “President Buhari’s administration has raised some of these issues with the various food producer associations involved, particularly those of rice and other grains. “With their cooperation, the high food prices should soon be a thing of the past. “In addition, investments in the agro-allied sector by the private sector will significantly increase domestic production of farming inputs especially fertilizer, further crash prices, create employment and ease the pressure on our foreign reserves.” Continuing, it said, “One of these major investments is the Dangote Fertilizer plant which is projected to come on stream by the 4th quarter of 2020. “Additionally, key government agencies and policymakers with the responsibility and visibility on market activities remain focused on removing structural impediments to the production and free movement of agricultural products. “President Buhari once again assures Nigerians of his dedication to bringing this issue to a swift end. “Nigerians have already suffered grave economic losses owing to the coronavirus pandemic, and the Buhari administration will do all in its power to ensure that our people do not continue to suffer additionally from high food prices.” source: https://insidenaija.com.ng/buhari-expresses-concern-over-sudden-rise-in-price-of-food-items/ |
